G. Baumgarten in Russian literature, which acquired the status of a secondary philosopher in the great history of philosophical thought, sought to emphasize the anthropological significance of the work of the philosopher as the founder of the science of aesthetics. To this end, the author cites the words of the somaesthetics R. Shusterman about the significance of the Baumgarten theory of sensory knowledge, refers to the axiological vision of the aesthetic foundations of Baumgarten L. N. Stolovich, refers to the philosophical interpretation of the aesthetics of V. F. Asmus and oth -ers. The introduction presents the origins of the theory of sensory knowledge, which, according to Baumgarten, should consist of clear and distinct concepts, which was the task of aesthetics as a science. The ideas of rational istic idealism, in particular Leibniz, Wolf, were in the zone of close attention of many philosophers and geniuses of the art of the Enlightenment, the time of Baumgarten. In the main part of the article, some of the foundations of the aesthetics of A. G. Baumgarten on the basis of partly translated into Russian paragraphs from a huge six hundred pages of work «Aesthetics», partially given in the publication «History of Aesthetics. Monuments of world aesthetic thought». The author draws attention to the dignity of Baumgarten’s aesthetic views, seeing in them a value attitude to the human sensory world and art as a way of human interaction with the world. The main thing has been done by Baumgarten: the theoretical and practical significance of aesthetics as a science has been singled out, which is defined as a science of not only sensory cognition, the highest goal of which is beauty, but a science that reveals the ideally material problems of sensual-expressive forms, thoughts of educat ing a real aesthetics, aspiring to the perfect and cognizing science of art in the world of beauty, of the dialectics of the beautiful and the ugly, etc. In conclusion, the author, rethinking the meaning of the philosopher, once again wanted to emphasize the value of the aesthetic foundations examined by him, requiring a greater connection with anthropology.","PeriodicalId":315085,"journal":{"name":"Intelligence. Relevance: The relevance of the study is designated by the development of digital technologies which are increasingly being used to optimize business processes. At the current stage of entrepreneurial development transformation of companies is being observed and representatives of digital businesses achieve the greatest capitalization. Employees of banking organizations are replaced by bots and artificial intelligence. In this regard, the requirements for entrepreneurs and mercenary managers are changing. This requires the search for new educational approaches to training of specialists. Purpose: to develop an author model of digital business transformation on the results of a survey (research method) conducted among the students of the Faculty of Engineering Business and Management of the Bauman State University and from Plekhanov Russian University of Economics. To reflected the modern vision of future entrepreneurs and managers for a new concept of skills mix vital for business development in the cause of digital transformation and competitive sustainability and to identify both positive and negative aspects of start-up entrepreneurs’ performance in digital economy. Methods and methodological units of research: comparative content analysis, empirical study, polling. The main results: Contradictions of digital business through an entrepreneur prism and consumer position were revealed. The conclusion is drawn that digital economy, on the one hand, is boiled to self-reliance of subsystems (state, business, society) of the system (digital economy). On the other hand, the state, business and society are premised on the scope of competencies, as far as the role of a human in digital economy may be minimized but no completely abandoned. The key factors that affect digital transformation were defined: process optimization, data, business models, infrastructure and tools, people and competencies, culture and interaction. Scientific novelty of the study lies in the author’s concept, according to which the key role in the digital economy era is assigned to the state (state as a platform), business (digital platforms, ecosystems, radical business models), society as a key factor in digitalization. In this regard, an assessment of the digital transformation is provided through the lens of a positive, critical and pragmatic view of society (experts and respondents). {"title":"LEGAL CERTAINTY AS AN ATTRIBUTE OF TAX RELATIONS","authors":"M. The problem of ensuring the legal certainty of tax legislation, despite the decrease in the total number of tax disputes considered in arbitration courts of the judicial system of the Russian Federation during the period from 2015 to 2019, is still relevant, since in practice there are still cases of unsettled provisions of the legislation on taxes and fees that cause disputes between taxpayers and tax authorities. Based on the analysis of the theoretical provisions reflected in the works of modern scientists, as well as the positions of the highest judicial instances, the author of the article comes to the conclusion that legal certainty is the most important attribute of tax relations in a market economy. Affecting important areas of life of a modern economic society, the principle of legal certainty in the field of tax legislation ensures the predictability of the behavior of participants in public legal relations related to the provision of income in the financial system of the state, as well as the equality of business entities in determining a fair level of tax burden. Together, this ensures the economic, social and political stability of the state foundations. In turn, the problem of legal uncertainty can cause excessive pressure on market participants caused by excessive claims from the fiscal authorities. Being uncertain or insufficiently certain, tax and legal regulation is not able to perform the function of distributing the burden of public spending on the basis of the principles of justice, equality and universality, and, therefore, losing the corresponding qualitative characteristics, it turns into its direct opposite — into a mechanism of quasi-legal withdrawal private property without proper legal grounds and with unclear purposes. The theoretical and methodological basis of the study was the works of leading domestic and foreign scientists, economists and jurists, who consider the legal certainty of tax legislation through the prism of public law and socio-economic relations, legislative and regulatory acts of the Russian Federation, foreign countries, analytical data of the Federal Tax Service, analytical and information materials published in Russian and foreign periodicals and presented on the Internet, materials of judicial practice. General scientific methods of cognition were used as research tools: observation, abstraction, deduction and induction, comparative analysis, data grouping, generalization of theoretical and factual material. The formation of traffic congestion remains a significant problem in the organization of road traffic in cities and is a serious challenge for engineering and science. Domestic and foreign practical experience, as well as scientificresearch have shown that the most rational approach to solve this problem is the use of intelligent transport systems, the subsystem of which, in terms of traffic management on the road network of cities, are automated traffic management systems. However, in the case of implementation of traffic flow control in the automated mode on the basis of values of the number of passing vehicles, there is uncertainty: the value of the traffic flow intensity can be equal to or close to zero both in the case of traffic congestion and in the case of complete absence of the vehicle. In modern foreign scientific research it is offered to solve this situation by means of comparison of data of intensity of traffic flow with its concentration in time (lane occupancy). Unfortunately, this process is not fully for understanding. Therefore, the purpose of this article is to improve the previously developed by the authors of the model of the influence of lane occupancy on the intensity of traffic flo , taking into account a wider range of experimental data. Achieving this goal required theoretical studies, which were based on the theory of transport flows, the theory of pulses, mathematical modeling. To confirm the results of theoretical studies, experimental studies were conducted, which were based on the theory of experimental planning, mathematical statistics. The initial data for the experiment were collected and processed with the help of software and equipment STATISTICA 10, SPECTRUM 2.0, Traficam, etc.in the end, the initial model of the influence of band occupation on the intensity of traffic flow was corrected. The scientific novelty of the research results lies in the fact that the corrected model reliably displays the physical meaning of the process of changing the intensity of traffic under the influence of the concentration of traffic flow in time, taking into account the different modes of operation of the adjustable cross-section. the obtained results can be used to improve the algo-rhythms of controlled intersections in the automated traffic management systems, calibration of simulation models of traffic flow movement, operational control of traffic fl ow .","PeriodicalId":315085,"journal":{"name":"Intelligence. In the hot season, there is a positive relationship between the number of accidents per thousand registered vehicles and air temperature, due to the fact that high temperatures and solar activity can have a significant negative impact on the condition of drivers. As a rule, the creation of an emergency is preceded by a violation of traffic rules. Therefore, the identification of the type and number of violations committed by drivers at high ambient temperatures is relevant. The purpose of the work is to assess the impact of high ambient temperatures on the structure and frequency of traffic violations. Based on a literature review, the article states that at present there is no methodology for assessing the impact of high ambient temperatures on the characteristics of traffic violations. As an information platform, data from the Wialon — GPS/Glonass system are used, which allow you to objectively assess the characteristics of driving activity and the number of traffic violations. The work uses methods of mathematical statistics. The main result of the work, which constitutes the scientific novelty of the study, is the revealed increasing dependence of the total number of traffic violations on the average monthly ambient temperature. The structure of such violations is determined. The most significant, based on the impact on the accident rate, violations are: exceeding the speed limit and abrupt and dangerous maneuvers. It has been found that the total number of violations of the rules increases during periods with high ambient temperatures by 94% compared to months with moderate temperatures. The largest number of violations consists in exceeding the speed limit — 97.8% of their total number. The practical significance of the work consists in obtaining objective information about accidents at high ambient temperatures, on the basis of which it becomes possible to develop organizational and technological measures aimed at improving road safety. The areas of further research are related to the creation of an information platform for theoretical and methodological tools aimed at preventing high accidents of road transport in the hot season.","PeriodicalId":315085,"journal":{"name":"Intelligence. The main tools of RM are cell therapy, gene therapy and tissue engineering. Like any innovative direction, RM on the way of development will have to overcome such barriers as lack of funding, underdevelopment of infrastructure, unpreparedness of the market and consumers for products and services with unknown characteristics, etc. The relevance of the article lies in the absence among scientific publications of works on finding successful examples of promoting products and services of the RM, which is extremely important for learning from experience and effective development of this area. The purpose of the article is to study the successful experience of the development strategy of biomedical companies promoting products and services of the RM. The choice of companies for analysis and strategy development is extremely limited. Therefore, to study the positive experience, two subsidiaries of one large holding PJSC “ISCH” were selected. The holding includes NextGen LLC, which promotes the gene therapy drug Neovasculgen, and Vitacel LLC, which provides the SPRS cell therapy service. Since the consolidated statements of the entire holding cannot be used to analyze the enterprises included in it, the calculations were carried out according to the financial statements posted in the Spark-interfax system. Consolidated annual reports of PJSC “HSCI” and accounting reports of an independent audit company were used to study the development strategy, development plans, analysis of the competitive environment, risk assessment and conclusions of the holding’s management on the results achieved. To describe the company’s financial status, standard groups of indicators characterizing financial results, profitability, business activity, financial stability and liquidity were used. The analysis made it possible to identify important elements of the company’s successful development in the field of RM. The scientific novelty of the study lies in a detailed analysis of a successful strategy, highlighting the key success factors specific to the direction of the RM and comparing them with changes in financial statements. The resulting hybrid strategy can be used by start-up companies as a development guide. The author will continue to search for new examples of successful development of companies in this area, and will also monitor newly emerging companies for the purpose of comparison. The relevance of the research topic is determined by the importance of developing a set of tools for the interaction of small businesses and individual entrepreneurs with potential and real buyers using the resources of social networks on the Internet. The formation of the modern stage of development of the Internet Web 3.0, including artificial intelligence, big data, augmented reality, unmanned vehicles and the Internet of Things, is based on the active use of the resources of the Web 2.0 phase — the development of social networks as an electronic platform for interaction not only between individual users of the global Internet, but also business representatives, potential and real consumers. The possibilities of social networks as the main channel of communication with consumers are being implemented by large and medium-sized businesses to a sufficient extent, but small businesses are careful to use only certain marketing techniques and solutions. The purpose of this article is to study and systematize marketing technologies in social networks in the field of small business and individual entrepreneurship. The study was carried out on the basis of a systematic approach, using the methods of deduction, monitoring and systematization of methods and techniques implemented in the Internet information and telecommunications network through electronic platforms for interaction between business entities and potential and real buyers of products or services. The result of the study is the main elements of the marketing scheme in social networks identified by the authors that affect sales: content, engagement and traffic. The scientific novelty is the essence of the definition of “engagement” formed in the study in the context of digital marketing, which is a voluntary activity of visitors to business accounts of social networks that increases sales of products or services, forms true consumer loyalty and creates social evidence of the company’s interest for potential buyers. The practical result of the article is manifested in the definition of universal types of content to be included in promotion in social networks by business representatives of all levels.
