This paper is aimed to help the Badung regency administration inproviding an understanding of the village administration, and pushing for the improvementof the welfare of the rural population through the steps of providing material on theadministration of the village including village authority, distinction official village andtraditional villages, and especially on the management of village finances.Some problems occured in the administration of the village in Badung are lack of knowledgeof society about the traditional village who have difficulty in finding funds for activities,conflict between the village’s chief and the secretary, the integration between the traditionalvillage and the official village to work collaboratively, lack of capability from villageofficials in the management of village finances, new standard for official’s age in village, theunderstanding that the regency governor or the village chief is a political actor. And these errorsare related to the attitude of the bureaucrats’ condition urgent reforms. Wisdom Reformsto be implemented need to be identified on the substance of wisdom in it that includesnine (9) main program (Ministry of PAN-RB, 2010b: 22-26), namely: Change ManagementProgram; Setup program legislation; Organization Structuring and ReinforcementProgram; Setup Program Management; System Setup program in Human ResourceManagement Apparatus; Strengthening Monitoring Program; Strengthening ProgramPerformance Accountability; Public Services Quality Improvement Program; ProgramMonitoring, Evaluation and Reporting related to the reform of the bureaucracy tends tochange the bureaucratic standard. Pathology is a perception that attitudes, behaviors,and as a tendency to respond to a person’s soul something that is operationalized throughbehavior. Behavior will affect the commitment and dedication of personnel in performanceof its duties, especially in service to the community. From the results of research conducted by the author with qualitative methods regarding how the implementation of of transfer management authority of secondary education in Papua Province discovered the fact that there are still some problems in the implementation of this policy, the central government does not pay attention to the fact that the government of the Papua Province has a special autonomy that made it has different format setting from other Province in Indonesia, especialy related to the relationship of authority between the provincial government and the Regency/City, the Ministry of Home Affairs has made several efforts to make this policy could work properly. Poverty is not only in the sense of the condition of low income or economic inability, but furthermore is welfare resources exclusion which resulted in a group of people who unable to reach facilities of health, educational, are not able to obtain basic rights, have no pride, confidence, and so on. Women are mostly experience poverty and powerless to decide their own life’s choices. Women often have difficulty in getting facilities and a decent living as a man. This condition marginalizes women’s rights in case of social and economy. In addition to its economy background, women are also limited in gaining access to information, education and political participation. Microfinance is a tool that provides loans in a small amount to poor families in order to assist them doing productive activities and grow their small businesses. During this time, the poor do not have access to credit from conventional banks because they do not have money or goods that can be used as collateral or guarantee. Microcredit are usually offered without collateral to individuals or through group savings and loans. Microfinance clients are people with low incomes who do not have access to formal financial institutions such as conventional banking. Women empowerment through micro credit aimed to open women’s financial access. Women are the target of microfinance because of characteristic and her nature. Microcredit using Grameen Bank System is one form of microfinance institutions that distributes capital to the poor in order to be used as capital asset in running their productive activities where women as the target. This program has become an important development program for national as well as local and regional level across Indonesia. The program using bottom up approaches since it implemented based on fostering local community participation; strengthening local community organization with the ultimate goals is to reduce poverty at local level. The regulation and technical guidance affirmed by ministry and it is running by local community organization. The study goes to examine the research findings that the Indonesia CDD’s program is effective to enhance local participation. It also examines the extent to which research findings used to increase higher public participation on this project since the program focus on small scale infrastructure and mostly it has taken up uniform activity of the program agenda all over the countries. The program basically focus on building basic need infrastructure projects, such as, piping drinking water project, paving small roads at rural or paving narrow ‘labyrinth’ at dense urban area. However, hardly to find innovation program from the local governments since they have no adopted anything remotely near the ‘National Package’. Moreover, the quality of participation is still questionable. This study concludes with a discussion of the limits to evaluation and recommend stragies for promoting forther practice and methods of The Urban-Poverty Project public participation evaluation. The preparation program should involve the participation of the community, especially the poor, but in fact much more dominated by the facilitators with limited understanding of the whole village resources. Therefore, program that had been developed theoretically feasible, but in practice still requires a deeper study. This study will try to complement poverty reduction programs in West Cileunyi village based on community empowerment through village resources. To assess the resources of the village could be the basis of empowerment and community expectations about future conditions used qualitative analysis, whereas to determine the priority of community empowerment programs used quantitative analysis with the approach of Analytical Hierarchy Process (AHP). Based on the excellent resources of village were identified, the community development program disaggregated by specific target group. It illustrates the emergence of Saemaul Undong Development in the developmental state of Korea, that by instilling a new ethos on the basic ideals of diligence, self-help and cooperation, Saemaul Undong inspired the Koreans with a ‘can-do’ spirit in achieving ‘prosperity through hard work’. The study covers four key themes such as: Korean experiences in the 1970s, discussion on Saemaul Undong, success factors of Saemaul Undong, and Saemaul Undong as a community development strategy for developing countries. Government-established incentive systems and capacity-building activities accelerated Saemaul Undong’s nationwide implementation. Some aspects of Saemaul Undong are also helpful with the right policies and strategies, based on individual, politics, social, economic and political contexts.
