Metode penelitian ini menggunakan metode penelitian kualitatif dimaksudkan dapat menggali informasi sebanyak mungkin dari masalah penelitian. Hasil penelitian menunjukan bahwa 1) Formulasi kebijakan pemerintah dalam menjaga stabilitas harga pangan beras Kabupaten Pangkep bahwa ada kebijakan pemerintah dalam menjaga stabilitas harga pangan beras Kabupaten Pangkep, karena pihak dinas ketahanan pangan daerah kabupaten pangkep selalu mengkoordinasi dengan dinas ketahanan pangan provinsi dan juga selalu ada pengawasan dari dinas ketahanan pangan kabupaten pangkep terhadap pihak produsen atau penjual beras di pasar sentral pangkep dalam menjaga harga beras agar masyarakat tidak keberatan membeli beras, dan untuk sampai sekarang ini pihak produsen atau penjual mengikuti Pasal 56 UU No. 18 Tahun 2012 dan Peraturan Menteri Perdagangan Republik Indonesia Nomor 24 Tahun 2020 Tentang Penetapan Harga Pembelian Pemerintah Untuk Gabah Atau Beras pada pasal 3 ayat 1 poin c. 2) Faktor penghambat dan pendukung dalam membuat formulasi kebijakan stabilitas harga pangan beras Kabupaten Pangkep bahwa dari faktor penghambat pihak pemerintah masih berupayah agar gapoptan yang ada di kabupaten pangkep memiliki mesin penggiling yang menghasilkan beras premium untuk mengurangi dan membatasi pembeli gabah dari luar kabupaten pangkep faktor cuaca dan pupuk, karena cuaca sangat berpengaruh dalam mengeringkan gabah dan pada saat selesai menggiling gabah. faktor pendukung dalam penetapan harga pada tingkat produsen sebagai pedoman pembelian pemerintah sebesar Rp 8.300,00 yaitu operasional terhadap harga beras dan gabah meningkan maka pihak Dinas Bulog dan denas ketahanan panagan selalu melakukan pasar murah agar harga beras dan gabah turun, dengan cara mensterilkan harga beras dan gabah di kabupaten pangkep.\u0000The objectives of this study are 1) to analyze the formulation of government policies in maintaining the stability of food prices for rice in Pangkep Regency. 2) To analyze the inhibiting and supporting factors in formulating a policy for food price stability in Pangkep Regency. Metode penelitian yang digunakan adalah penelitian kualitatif bertujuan untuk mengamati aspek yang akan diteliti, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan reformasi birokrasi di DPMPTSP Kabupaten Pangkep belum dapat dilaksanakan secara maksimal, hal ini dapat terlihat kurangnya perubahan yang terjadi baik dari sitem penatalaksanaan, proses pelaksanaan yang masih kurang efektif dan efisien, tidak terukur terukur dan belum sesuai dengan prinsip Good Governance, masih kurangnya SDM aparatur yang berintegritas, netral, kompeten, profesional, dan berkinerja tinggi.Penatalaksanaan SAKIP di DPMPTSP Kabupaten Pangkep mekanismenya sesuai dengan tahap-tahap pelaksanaan SAKIP, hal ini dilihat dari capaian kinerja DPMPTSP setelah diterapkan SAKIP sudah masuk dalam kategori Sangat Baik, dengan perolehan Nilai Capaian Kinerja sebesar 94,76 (Sangat Baik), serta dukungan Pemerintah Daerah terhadap penatalaksanaan SAKIP.\u0000This study aims to determine the evaluation of the Bureaucratic Reform Policy in Pangkajene and Islands Districts at the One Stop System Investment Service (DPMPTSP). The research method used is qualitative research aimed at observing the aspects to be studied, then describing these aspects. To determine the facts, the researchers conducted interviews, observed several key informants. The results showed that the implementation of bureaucratic reform policies in DPMPTSP Pangkep Regency could not be implemented optimally, this can be seen from the lack of changes that occur both from the management system, the implementation process is still less effective and efficient, not measurable and not in accordance with the principles of Good Governance. , there is still a lack of human resources for apparatus with integrity, neutral, competent, professional, and high-performing. Hasil penelitian menunjukan bahwa kinerja pegawai dan sistem pelayanan memiliki arah yang positif dan berpengaruh secara signifikan terhadap kualitas pelayanan. Kinerja pegawai dan sistem pelayanan secara parsial mampu memberikan pengaruh terhadap kualitas pelayanan dan diketahui bahwa sistem pelayanan merupakan faktor yang memiliki pengaruh lebih besar dari pada kinerja pegawai terhadap kualitas pelayanan Unit Transfusi Darah Kabupaten Polewali Mandar.\u0000Blood donation activities are specifically the responsibility of the Indonesian Red Cross Blood Transfusion Unit, Polewaali Mandar Regency. Metode penelitian yang dilakukan bersifat kualitatif dengan metode deskriptif kualitatif. Yaitu memberikan pengamatan dan penggambaran terhadap aspek- aspek penelitian, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci meliputi pelaksana kebijakan IMB, anggota DPRD, dan masyarakat yang bermohon. Hasil penelitian menunjukkan pada Implementasi kebijakan Izin Mendirikan Bangunan di Kabupaten Pangkep belum berjalan dengan efektif dan belum sesuai dengan keinginan pemerintah daerah. Hal ini dikarenakan belum maksimalnya penerapan kebijakan IMB ditandai dengan tidak diterapkannya waji IMB, ketentuan wajib memenuhi syarat tata bangunan. Adapun faktor yang menyebabkan tidak efektifnya implementasi kebijakan adalaah kualitas dan kwantitas staf yang masih kurang, pengawasan dan dukungan politik dari legislatif masih kurang dan komunikasi yang belum efektif yang belum berjalan dengan baik.Penerimaan retribusi IMB terhadap PAD masih sangat rendah, penerimaan retribusi selama tiga tahun terakhir tidak mengalami kenaikan sesuai target yang diharapkan pemerintah. Setiap tahunnya retribusi IMB yang diterrima Rp. 900.000.000 dimana hanya tercapai 60% dari target yang ditentukan pemerintah Kabupaten Pangkep. Nilai kontribusi tersebut belum signifikan terhadap peningkatan PAD di Kabupaten Pangkep.\u0000The research was conducted with the aim of knowing the processes and factors that influence policy implementation and whether there is an effect on increasing local revenue (PAD) at the One Stop Integrated Service and Investment Service (DPMPTSP) Pangkep Regency. The research method carried out is qualitative with a qualitative descriptive method. That is to provide observations and descriptions of aspects of the research, then describe these aspects. To determine the facts, the researchers conducted interviews, observed several key informants including IMB policy implementers, DPRD members, and the people who applied. The results showed that the implementation of the building permit policy in Pangkep Regency had not run effectively and had not been in accordance with the wishes of the local government. This is because the implementation of the IMB policy has not been maximized, which is marked by the non-applicability of the mandatory IMB, the provisions of which must meet the building structure requirements. The factors that cause the ineffective implementation of policies are the quality and quantity of staff that are still lacking, political supervision and support from the legislature are still lacking and communication is not yet effective which has not gone well. Tujuan penelitian ini untuk mengetahui kualitas pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar dan untuk mengetahui implementasi pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar. Pendekatan dalam penelitian ini menggunakan deskriptif kualitatif untuk menggambarkan dan menjelaskan fenomena yang terjadi. Hasil penelitian menunjukan bahwa kualitas pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat sudah berjalan dengan baik dan petugas administrasi maupun petugas medis dalam menjalankan tugas sudah cukup baik, sedangkan implementasi pelayanan berbasis program Kartu Indonesia Sehat di Rumah Sakit Umum Daerah Sayang Rakyat Makassar secara umum sudah sesuai dengan Peraturan Daerah Provinsi Sulawesi Selatan tentang penyelenggara kesehatan dan tentang kerja sama penyelenggaraan pelayanan kesehatan gratis, dan Peraturan Presiden Nomor 64 Tahun 2020 tentang Jaminan Kesehatan Nasional. Hal tersebut tercermin dalam pelaksanaan pelayanan yang diberikan oleh RSUD Sayang Rakyat kepada pasien pengguna kartu Indonesia sehat yang tidak membedakan dengan pasien umum.\u0000Quality and proportional health services are the dream of every Indonesian people, therefore commitment from service providers, especially hospitals, is needed in supporting the implementation of government programs through the Healthy Indonesia card. The purpose of this study was to determine the quality of service based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar and to determine the implementation of services based on the Healthy Indonesia Card program at the Sayang Rakyat Regional General Hospital in Makassar. The approach in this study uses descriptive qualitative to describe and explain the phenomena that occur. Metode penelitian ini menggunakan metode kualitatif dengan tipe deskriptif. Penelitian dilakukan pada DPRD Kabupaten Pangkep. Hasil penelitian menunjukan bahwa: 1) Kualitas penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep bahwa dengan adanya tujuan sebagai dasar hukum bagi APBD (Anggaran Pendapatan dan Belanja Daerah), melaksanakan perintah peraturan perundang-undangan yang lebih tinggi, menambah pendapatan pemerintah daerah, dan meningkatkan kesejahteraan masyarakat khususnya masyarakat di Kabupaten Pangkep. Kejelasan strategi yang ditunjukkan dengan langkah-langkah penyelenggaraan Ranperda dalam pengusulan Ranperda, pembuatan naskah akademik melibatkan pihak ketiga yang di dalamnya terdapat orang-orang ahli, uji publik dalam rangka melihat respons masyarakat, pengajuan Ranperda untuk dibahas di DPRD, pengesahan Ranperda menjadi Perda, dan Sosialisasi Perda (Sosper). Penyusunan program dalam penyelenggaraan Ranperda dengan adanya pembahasan Ranperda melalui Bapemperda (Badan Pembentukan Peraturan Daerah), Panitia Khusus (Pansus), dan gabungan dari beberapa komisi di DPRD Kabupaten Pangkep. Ketersediaan sarana dan prasarana penyelenggaraan Ranperda dalam hal dana anggaran masih kurang maksimal sehingga menjadi faktor yang menghambat dalam penyelenggaraan Ranperda. 2) Implementasi penyelenggaraan Ranperda pada DPRD Kabupaten Pangkep dideskripsikan bahwa komunikasi ditinjau dalam tiga aspek yaitu: (1) transmisi dilakukan dalam bentuk uji publik dan sosialisasi Perda yang bertujuan menginformasikan kepada masyarakat terkait adanya Ranperda yang akan dibahas dan ditetapkan menjadi Perda, (2) pemberian kejelasan juga dilakukan dalam bentuk uji publik dimana melalui uji publik, masyarakat memperoleh informasi yang jelas terkait adanya Ranperda, dan (3) konsistensi ditunjukkan dengan adanya pelaksanaan penyelenggaraan Ranperda berdasarkan perintah UU No. 12 tahun 2011 tentang pengembangan undang-undang dan pedoman.\u0000This study aims to determine and analyze: 1) The quality of the implementation of the Ranperda at the Pangkep Regency DPRD. 2) implementation of the implementation of the Ranperda at the Pangkep Regency DPRD. Jenis penelitian yang akan digunakan dalam penelitian ini adalah penelitian kuantitatif dengan tipe studi kasus (Case Study). Populasi dalam penelitian ini sebanyak 55 orang, teknik pengambilan sampel dalam penelitian ini menggunakan Sampling Jenuh, sampel sebanyak 55 orang sebagai responden, teknik pengumpulan data menggunakan kuesioner dan dukumentasi. Teknik analisis data dalam penelitian ini menggunakan analisis deskriptif dan analisis inferensial. Hasil penelitian menunjukan bahwa pengaruh secara parsial dan simultan variabel independen (kualitas pelayanan) terhadap variabel dependen (tingkat investasi) di Dinas PMPTSP Kabupaten Pangkep terdapat kualitas pelayanan Dinas PMPTSP dalam meningkatkan investasi di Kabupaten Pangkep seperti kejelasan tujuan, kejelasan strategi, proses analisis kebijakan, perencanaan, penyusunan program, sarana dan prasarana, sistem pengawasan, dan sistem pengendalian.\u0000This study aims to determine and analyze: 1) the partial effect of the independent variable (service quality) on the dependent variable (investment level) in the PMPTSP Office of Pangkep Regency. 2) the simultaneous influence of the independent variable (service quality) on the dependent variable (investment level) in the PMPTSP Office of Pangkep Regency. The type of research that will be used in this research is quantitative research with case study type. The population in this study was 55 people, the sampling technique in this study used saturated sampling, a sample of 55 people as respondents, data collection techniques used questionnaires and documentation. The data analysis technique in this study used descriptive analysis and inferential analysis. Penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan dengan teknik: observasi, wawancara, penelusuran data online dan dokumentasi. Jenis dan sumber data dalam penelitian ini diperoleh dari data primer dan data sekunder. Hasil penelitian menunjukan bahwa upaya pemerintah kecamatan Bone-Bone Kabupaten Luwu Utara dalam meningkatkan kesejahteraan masyarakat sudah cukup berjalan dengan baik akan tetapi masih ada beberapa hal yang perlu diperbaiki dan di tata lebih baik lagi seperti para pendamping PKH tidak melibatkan masyarakat umum dalam sosialisasi PKH sehingga banyak masyarakat yang seharusnya mendapatkan bantuan PKH namun tidak menerima bantuan. Kurangnya pengetahuan calon PKH tentang prosedur PKH mengakibatkan terjadinya masalah seperti ketika para calon PKH telah terdaftar menjadi penerima PKH namun saat validasi ternyata tidak susuai dengan syarat yang telah ditetapkan, seperti harus adanya komponen pendidikan, kesehatan dan kesejahteraan sosial, sehingga terjadilah kecemburuan sosial antara masyarakat tersebut.\u0000This study aims 1) To determine and analyze the efforts of the Bone-Bone sub-district government, North Luwu district in improving the welfare of the community. 2) To find out and analyze what factors hinder efforts to improve community welfare in Bone-Bone sub-district, North Luwu district. This study uses a qualitative method. Data was collected using the following techniques: observation, interview, online data search and documentation. The types and sources of data in this study were obtained from primary data and secondary data. The results showed that the efforts of the Bone-Bone sub-district government of North Luwu Regency in improving the welfare of the community had gone well enough but there were still some things that needed to be improved and better managed, such as PKH facilitators not involving the general public in PKH socialization so that many people who should have received PKH assistance but did not receive assistance. Pendekatan dalam penelitian ini menggunakan deskriptif kualitatif. Teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi kepustakaan. Tujuan dari penelitian ini adalah: (1) Untuk mengetahui sistem pengembangan SDM kepustakawanan terhadap pelayanan di Universitas Hasanuddin; dan 2) Untuk mengetahui hambatan yang dialami dalam pengembangan pustakawan di perpustakaan Universitas Hasanuddin. Hasil penelitian menunjukkan bahwa: (1) Sistem pengembangan kepustakawanan di perpustakaan Universitas Hasanuddin dilakukan melalui berbagai macam kegiatan. Untuk mengembangkan SDM pustakawanan melalui pendidikan dan pelatihan (diklat) dilakukan dengan berbagai bentuk kegiatan, seperti seminar, webinar, workshop atau sharing knowledge (diskusi kecil), uji kompetensi, dan sertifikasi. Sementara itu kegiatan non diklat dilakukan dalam bentuk rotasi pegawai di lingkungan perpustakaan. Untuk tugas belajar belum dilakukan secara langsung melalui inisiatif kelembagaan perpustakaan, karena itu selama ini dilakukan secara mandiri. Untuk promosi jabatan belum dilakukan sesuai dengan yang diatur didalam Menpan RB Nomor 9 Tahun 2014 tentang Jabatan Fungsional Pustakawan dan Angka Kreditnya. (2) Hambatan dalam pengembangan SDM kepustakawanan di perpustakaan Universitas Hasanuddin secara internal berkaitan dengan sikap dan etos kerja para pustakawan yang cenderung abai dan tidak peduli dalam upaya mengembangakan keterampilan yang dimilikinya. Sementara berkaitan dengan hambatan secara eksternal dimana masih banyak pustakawan yang ada di perpustakaan Universitas Hasanuddin yang tidak dapat mengoperasikan layanan secara elektronik berbasis digitalisasi.\u0000This research was conducted at the Hasanuddin University Library which was held in February-March 2021. The approach in this study used descriptive qualitative. Data collection techniques through observation, in-depth interviews, and literature study. The aims of this research are: (1) To find out the librarian HR development system for services at Hasanuddin University; and 2) To find out the obstacles experienced in the development of librarians at the Hasanuddin University library. The results of the research show that: (1) The librarianship development system in the Hasanuddin University library is carried out through various activities. To develop human resources for librarians through education and training, various activities are carried out, such as seminars, webinars, workshops or knowledge sharing (small discussions), competency tests, and certifications. Meanwhile, non-training activities are carried out in the form of employee rotation in the library environment. The learning task has not been carried out directly through the library institutional initiative, because so far it has been carried out independently.
