The wide operation frequency band is provided by the application of irises to obtain good matching and polarization characteristics simultaneously. The tuning option is provided by utilization of antiphase posts in the design. The height of the posts can be variable. This allows fine tuning of the differential phase shift between the fundamental modes with vertical and horizontal polarizations at the output of a waveguide polarizer. The structures of polarizers were divided into identical iris-post section. The section was analyzed using wave matrices technique and its characteristics were optimized. The general transfer matrix of the polarizer was obtained as the product of transfer matrices of iris-post waveguide sections and of equivalent transmission lines. Two designs of polarizers were developed for the operating X-band 7.7–8.5 GHz. The polarizer with two 45° sections provides voltage standing wave ratio less than 1.23 for both horizontal and vertical polarizations. Introduced differential phase shift is 90° ± 3.25°. Simulated axial ratio is less than 0.5 dB. The corresponding crosspolar discrimination is higher than 31 dB. Developed polarizer with three 30° sections provides voltage standing wave ratio less than 1.17 for both polarizations. The differential phase shift lies within the range 90° ± 2.2°. Simulated axial ratio is less than 0.34 dB. The corresponding crosspolar discrimination is higher than 34 dB. The necessity of determining the significant signs of informational and psychological influence in the tonality of the sound series is introduced. It was found that, first of all, such characteristics of music as pulsation, a binaural effect and changes in the main tone should be analyzed. It is proposed to determine the signs of information-psychological influence by analyzing the music used in multimedia messages, which destructive properties have been proven. The object of the study is the music of the song ≪Не хочу ни любви, ни почестей≫ (‘I want neither love nor honor’), which is used as a video background in the famous suicidal game ≪Синий кит≫ (‘Blue Whale’). To analyze the tonality of music on each quasi-stationary fragment, the time variation of the modulus, the real part, and also the imaginary part of the complex representation of the Fourier coefficient was calculated. During the calculations, the length of the quasi-stationary fragment was 1024 samples, which at a sampling rate of 44100 Hz corresponds to about 20 ms. As a result of the analysis, it was determined that significant signs of information and psychological influence are the low-frequency nature of the sound, the periodic nature of the amplitude-time indicators of the sound signal with a period of 5–12 seconds, the periodic nature of the amplitude-frequency indicators of the fundamental tone of the sound signal with a period of 5–7 seconds. To calculate and visualize these indicators, a software package specially developed in the MatLab 2018 environment was used. Such services gained high popularity during last decade in different spheres of human life, like entertainment segment, and using video-conferences for work or study. At the same time, due to the technical characteristics and limitations of modern communication channels, the requirements needed to ensure high quality of video services that use modern information and communication systems can not be fully provided. Reducing time delays in the delivery of digital video presentations by services that use infocommunication technologies to improve the video quality is an important scientific and applied problam. The method for solving this problem is presented in the article. It is shown and proven that an imbalance between the technical capabilities of modern information and communication systems (ICS) like the data transfer speed, and the rapidly growing requirements for high-quality real time video services is very large, especially for mobile segment and wireless connections. An information model to represent the set of influential elements of video coherence domains in the form of structural-positional numbers with the presence of properties of global and local inequality of adjacent elements is created. The fulfillment of the expected demand for electricity in 2035 can lead to issues when the transmission capacity limit and permissible power surge are reached. In this paper analyzed two scenarios when renewable generation output in South Kazakhstan dropdown for 50% and 80%. Permissible power surge in the north-south transit according to the dynamic stability conditions and their impact on the network reliability were assessed. The short-term (8 seconds) operating edges of the power system to avoid unstable regimes were calculated using the Power Factory modeling tool. Optimal Power Flow (OPF) modeling approach was used for the technical and economic assessment of the impact of RE penetration in the electric power system of the Republic of Kazakhstan. On the basis of a series of single elements of the matrix of a binary mask, the formation of a binary vector of indicators of signs of the dynamic component is justified. The model is constructed using a semi-Markov random process. The failures model uses the diffusion-nonmonotonic distribution law, which is inherent in electronic products as an electrical phenomena result. Analytical dependence of the technical use coefficient on the scale and shape parameters of the diffusion-nonmonotonic distribution, the maintenance periodicity, the duration of complete recovery the equipment, the probability of receiving a signal of failure is installed. Graphs of dependence of the coefficient of technical use on the specified parameters of the model are given. The existence of the optimal periodicity of maintenance is proved, at which the maximum value of the coefficient of technical use is provided. The main results were obtained using the numerical method of calculation. Everyone who deals with the need to make a choice (whether it concerns their own affairs or the interests of the company where you work) wants to be sure that the resources of time, work will not be lost or stolen by dishonest competitors. Because this will lead to significant material losses in order to bring everything back to its original state, when the data has not yet been created by outsiders. It is known that those who were able to defend themselves in cases that require the use of open information space, spend much less and earn much more profit. Therefore, the risk in such cases is at least unreasonable or, in simple words, unnecessary and unnecessary. Thus, one of the above tasks facing a person today is to choose a higher education institution (HEI) for the applicant and his parents. Since the epidemic that has spread around the world has made its adjustments, most higher education institutions provide a remote opportunity for this choice.
