The quality of learning becomes low when educators only stick to conventional teaching materials. Strengthened by the existence of Islamic Education teachers delivering teaching materials with the lecture method so that the learning process feels boring, monotonous and less attractive to students. So it is necessary to choose the right learning method in the learning process, one of which is the problem solving method. The problem solving method is interactive learning using one that can improve the quality of learning with active, innovative, creative, effective, and fun learning (PAIKEM) as well as being happy and having weight (Gembot). The purpose of this study is to determine the planning, implementation, evaluation, impact and supporting and inhibiting factors along with their solutions. With the aim of this research, the researcher asked a research question on how to manage problem solving methods to improve the quality of Islamic education learning. To clarify the background, the authors describe management, the quality of learning, problem solving methods and PAI. The description of the results of this study shows that the problem solving method in Islamic Education learning is very popular and understood by students with learning indicators using group discussions and independent tasks in completing case studies. As for infrastructure, the ability of educators and students are supporting and inhibiting factors in learning problem solving methods. The regional government 's very strong attention to religious education in Sukabumi District , the lack of conditions for MDTA infrastructure, inadequate learning management at MDTA, limited sources of activity funds, and the structure of the MDTA curriculum that has not been fully understood have become the focus of problems in this research. This study presents the results of research on Learning Management in Improving the Quality of Madrasah Diniyah Takmiliyah Awaliyah Graduates in Sukabumi District. This study is a qualitative research with descriptive methods were performed on MDTA in three (3) the District, the District, Cicantaya n , Caringin and Cisaat. The data collection technique combines field observations, in-depth interviews and documentation studies. Inductive data analysis resulted in the following conclusions: in general, the management of Learning in Improving the Quality of Madrasah Diniyah Takmiliyah Awaliyah Graduates (MDTA) in Cicantayan, Caringin and Cisaat Districts, Sukabumi Regency has not run optimally. In particular, first, the policy product of the Sukabumi Regency Government in the provision of education at MDTA has been successfully implemented even though the realization of the operational assistance budget and the pattern of guidance and supervision are still not optimal. Second, the achievements of the results of the implementation of learning at MDTA so far have been sufficient to meet the graduation standards of students, but in the implementation of learning activities still do not meet the standards of the learning process. Third, there are some inhibiting factors faced in the form of limited budget, weak understanding of the methodology and the mindset of teachers in learning, inadequate learning facilities, and the absence of a national madrasah diniyah curriculum standard. Fourth, the future demands are in the form of community support for the development of MDTA with a modern and innovative perspective, the formation of the diniyah teachers' deliberation forums and the professional training of teachers. Fifth, several improvements have been made in the form of holding MDTA accreditation and strengthening the Diniyah Takmiliyah Communication Forum (FKDT). And the sixth is the impact obtained from the implementation of education at MDTA in the form of a religious community environment, holding back the moral decadence of the younger generation and creating religious figures in the Cicantayan, Caringin and Cisaat Districts. The conclusion of the PKU research results with the mission \"Islam Wasathiyah\" MUI West Java province has implemented proven management functions in; (1) Analysis of planning needs is characterized by the formulation of a vision, mission, objectives, material structure, focus methods, instructors, facilities, participant requirements, infrastructure, consolidation and outreach, and budget, conducting the opening ceremony, and successfully getting positive responses from various parties; (2) Analysis of the need for an organizational function marked by the composition of the committee, division of tasks, coordination, consolidation and outreach; (3) Analysis of the needs of the implementation function characterized by students, learning schedules, instructor assignments, the learning process, applying varied methods, and material conveyed, carrying out field studies; (4) Analysis of the needs of the monitoring and evaluation function is indicated by routine supervision, establishing rules of order, conducting motivation, having grid questions, carrying out final examinations and field studies, and managing administration; (5) Barriers and constraints analysis; (a) there are some managers who are less active; (b) less than optimal budget, (c) the backgrounds of students are too diverse; (d) the scoring system is still semi-formal. PAI on Schools. This regulation has implications for the implementation of PAI supervisor duties at schools. This research was motivated by the inadequate implementation of the activities of Islamic Education Supervisors at schools in the Sukabumi District Education Office. The focus of this research is the implementation of Regulation of the Minister of Religion (PMA) Number 2 of 2012 for Islamic Education supervisors at schools in the Sukabumi District Education Office. The purpose of this research is to find out about: 1) Implementation of PMA Number 2 of 2012 for PAI supervisors in the Education Office of Sukabumi Regency; 2) Problems faced by PAI supervisors at the Education Office of Sukabumi Regency in implementing PMA Number 2 of 2012, and 3) Efforts to improve in the future in implementing PMA Number 2 of 2012. This study used a qualitative approach with descriptive methods, data collection was carried out through interviews, observation and documentation study. This is to make a systematic, factual and accurate description of the phenomenon under study. The results of the research findings show: 1) The implementation of PMA Number 2 of 2012 for PAI supervisors at the Education Office of Sukabumi Regency is not running optimally; 2) The root of the main problems faced by PAI supervisors: Policy standards; Budget; Psychological burden; Coordination; and performance appraisal. 3) Improvement efforts are made by: Directorate of PAI by compiling a draft revision of PMA Number 2 of 2012; The Sukabumi District Education Office issues a SK to assign a school supervisor to the PAI supervisor; The Ministry of Religion of Sukabumi Regency has substantially increased the pattern of guidance; PAI supervisors increase creativity and motivation in carrying out their duties and supervisory functions.
