Steinberg","doi":"10.4000/eac.1913","DOIUrl":"https://doi.org/10.4000/eac.1913","url":null,"abstract":"The diplomat, jurist and historian, James Bryce (1838-1922), the “Byron” of Armenia, as one Armenian text referred to him, was the greatest advocate for the Armenian cause in Britain for over four decades. Although Bryce attempted to influence British policy from the late 1870s, he only enjoyed partial success. Following the massacre of Sasun (1894), a certain change occurred when Bryce’s unceasing pleading for the Armenian communities received greater support in Britain. During the 1894-1896 period, maybe for the first time since the “Bulgarian Horrors” of 1876, there were calls in Britain for substantial action against the Sublime Porte due to its ill-treatment of the minorities living under its rule. Relying on vast archival material, this essay explores Bryce’s view of the internal British political, diplomatic and public spheres in the years preceding the massacres and especially between 1894 and 1896. Official language provides evidence useful in understanding the ways in which the government authorities conceptualized and responded to these events. It suggests that through the constant use of the passive voice and euphemistic statements, the imperial authorities sought to neutralize the violence committed against a particular segment of the population and tried to conceal the agency of perpetrators in the mass killing of Ottoman Armenians. The official narrative—or the deployment of the concept of provocation as a direct explanation for violence—did not simply arm the Ottoman authorities with a rhetoric they could effectively use for domestic and international consumption, but it also freed them from moral responsibility and the punishment of perpetrators. Historians have shed light on the structural reasons behind the event and identified the individuals in charge but the collective aspect of the massacres has so far been neglected. In this study, the narratives produced before, during, and after the event are isolated and compared in order to reveal a fundamental change in how the event was described. This presentation is based on several hitherto unused sources which focus on the Assyrian experience. One is the narrative of Makdisi Habib Jarwe who was a Syriac Catholic priest serving in Mardin and who died in 1915. The second source comes from a diary-like notebook composed by the American missionary Alpheus Andrus, based in Mardin. This extreme state violence must be understood as part of a much broader phenomenon: the efforts of the Ottoman Empire to control its upland spaces during the nineteenth century. Ottoman state efforts to conquer and control the mountains throughout the empire were accompanied by its attempt to control legitimate narrative. In this region, the massacres were witnessed by a small group of American Protestant missionaries, who were proselytising there under the auspices of the American Board of Commissioners for Foreign Missions. Utilising the archival records of the missionaries and other sources, the article explores the impact of the massacres upon the missionaries as well as the Armenians. Events in the countryside are still less known than those in the major towns. This article is a micro-historical approach to the massacres of late autumn 1895 in two rural districts of Bitlis province, Hizan and Şirvan. Both districts particularly attracted the attention of contemporary observers because of alarming reports of thousands of conversions to Islam. On the basis of hitherto unused Armenian, British and Ottoman reports, after an introduction of geographical, ethnic, and socio-economic character of the districts, the article sets out to reconstruct the events aiming at an inventory of incidents and an estimate of the number of victims.
