However, development planners in the disaster sector often fail to understand and give a role to the community. This study aims to provide an overview of community participation in planning to support preparedness for the threat of volcanic eruptions. By using a systematic review, various related scientific sources are analyzed. The results show that participatory planning can be a forum for identifying existing conditions of threats, vulnerabilities, and community capacities and resources to minimize risks; encouraging the effectiveness of disaster preparedness policies; become a public space for the citizen to exercise their democratic rights and practice the ability to voice their interests in the implementation of disaster risk management in their area. This research is qualitative research. The results of this study is seen from the lack of authority (decentralization) given to the chief of the administrative village with limited space and role, the community is less empowered and involved in the planning and implementation of village funds. However, this beautiful natural object has not been maximized, the number of tourists who come to Bawean Island is still less than some other areas in Indonesia. There are several aspects that can attract tourists, including tourist attractions, infrastructure, accessibility, institutions, participation, and hospitality. Therefore it is important for the government to make policies and regulations to assist stakeholders in realizing all aspects of supporting tourism with the aim of increasing the number of tourists on the island of Bawean. While the type of research used in this research is a case study. Case Studies are qualitative strategy in which the researcher explores in depth a program, event, activity, process, or one or more individuals. What is done in this research is to collect and analyze data on regulations and government policies related to tourism, especially from the number of tourist visits. It even ranks 5th out of the top 10 shallot producing regions in Indonesia. Shallot is one of the leading horticultural commodities in Nganjuk Regency and has good prospects for meeting national consumption, a source of income for farmers, and foreign exchange. The problem is, shallot farmers still have low income due to limited access to business services and capital. The purpose of this study is to describe the process and phases of empowering farmers in the Sukomoro Municipality in processing shallot agricultural products as an effort to increase their ability and competitiveness. This research uses descriptive qualitative method. The results showed that the empowerment carried out resulted in the processing of shallot agricultural products in the form of seeds and fried shallot products. The processing is supported by the awareness phase, the transformation phase, and the improvement phase from the farmers. The Social Rehabilitation Program for Uninhabitable Houses in the City of Surabaya (Rutilahu) is critical because settlements are one of the basic human needs essential in increasing human dignity and prosperous quality of life in a just and prosperous society. This study aims to explain coordination in social rehabilitation services for uninhabitable houses in Surabaya. The research method used in this research uses descriptive qualitative research. The problem is that until now there has been no clear mechanism of work pattern after land redistribution to then be offered to aid providers. This study uses a qualitative method. The results of this study are that the implementation is still limited to asset management through land redistribution and minimal access management. Only a few beneficiaries had access to capital, and none of the beneficiaries received other assistance. COVID-19 has an impact on all sectors, especially the tourism sector in Batu City. As an effort to protect its citizens, the Batu City Government issued a policy in the form of Mayor Regulation Number 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 2019 in the Transitional Status of Emergency to Recovery. The results of the study show that the implementation of the Mayor's Regulation Number 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 19 (COVID-19) in the Transitional Status of Emergency to Recovery, especially for the tourism sector in Batu City, has been carried out well from the policy implementation model. Van Matter and Van Horn. This research is intended to explore the waste management policy in developing country to reflect on how the local government with their limited capacity and resources deal with solid waste problems. It is kind of descriptive research that is conducted through qualitative approach by using semi-structured interview. This inquiry has been conducted in Kediri Regency as one of developing region with growing GDRP over years in Indonesia. In addition, the analysis process of this research has applied an interactive model which is suitable to administer the narrative-based data. The author uses a measuring instrument value for money as a measure of the performance of regional apparatus. The author divides the discussion into 2 focuses, namely efforts to reduce poverty and efforts to improve the regional economy. In the poverty reduction sector, there are programs from the social service, while in improving the regional economy there are 8 sectors which include Food, Community Empowerment, MSMEs, Investment, tourism, agriculture, trade and industry. There is a grouping of these sectors into 3 sections of regional development which include Compulsory Non-Basic Services and Options. In the Non-Basic Service Compulsory group, it includes the Food sector, Community and Village Empowerment, MSMEs, Investment. Meanwhile, tourism, industry, and trade are the sectors of choice.
