Industrial efficiency is determined not only by internal factors but also by external factors. This study aims to measure industrial efficiency in regencies and cities in East Java Province and to determine the determining variables of industrial efficiency so that it can be used as material for government policy in the development of the industrial sector. The data used is secondary data sourced from the Central Statistics Agency. Meanwhile, the analysis tools used are efficiency analysis and multiple regression analysis with panel data. The results showed that in general the industrial sector in districts and cities in East Java was not efficient. Meanwhile, the external variables that affect the efficiency of the industrial sector are the inflation variable and the district/city minimum wage. Government spending on education and health is part of government spending that can encourage improvements in the quality of human capital. This study aims to determine the interaction relationship between government spending and human development. This research was conducted in 491 districts / cities in the 2010-2019 time period. The use of the Fully Modified OLS (FMOLS) analysis method with panel data. The results of this study indicate that the interaction of government spending on education and health has a long-term impact on improving the quality of human development. Government spending on education and health is known to have a positive effect on improving human capital. In early 2020, the Government of Ponorogo Regency established a new building as a production and promotion center for SMEs actors, namely the Industrial Center. This research aims to analyze the feasibility of business financial aspects and development strategies of reyog craftsmen after the construction of industrial centers. Research method using quantitative descriptive approach, informant selected using purposive sampling technique as many as 9 craftsmen. The method of data retrieval through interviews combined with a list of open questionnaires and field observations. Feasibility analysis uses NPV, PBP, IRR and B/C Ratio calculations, while development strategies are analyzed with SWOT. The results of the financial feasibility analysis of 3 types of handicrafts, namely barongan head, bujangganong mask and kelonosewandono mask indicate that the development of reyog handicraft business is feasible and continued. Likewise, a various development success is determined by the quality of planning and accurate data. In general, the development planning is highly specified by an ability to provide financing sources scenario where one of which is investment as it is impactful in increasing economic growth rate and community welfare level intended.This research aims at determining ICOR value and investment needs estimate in Gorontalo Province and at determining sectors with a higher or lower capital productivity in Gorontalo Province. The research employs ICOR analysis to measure certain amount as a comparison between growth of capital (investment) with production. Through these indicators, the economic development planners can determine investments needed to increase the economy in compliance with the predetermined target. The research findings reveal that: 1) ICOR value from 2018 to 2020 is 0.29 on average and it is impacted by annual capital change (∆K) and output change (∆Y), 2) food industry sector in Gorontalo Province indicates a sufficiently low value of ICOR, and it is good due to the economic runs efficiently. Meanwhile, the chemistry and pharmacy industry sector shows massive capital productivity where a higher value of ICOR indicates capital-intensive technology use. Also, an ICOR-based sectoral investment projection signifies that the researchers set top three of future leading sectors in 2025 for investment projection in Gorontalo. They are food and plantation crops; trade and repair; and construction, 3) a stay-at-home policy urged by the government during the covid-19 pandemic has led to a significant change in community’s consumption style for basic needs such as water, electricity, gas, food, and medication. This study aims to analyze the internal and external sides of SMEs, measure financial stability and lending to banks, analyze whether credit provision has been efficient or not in improving banking performance for SMEs. In addition, strategic policy measures are taken through a roadmap for developing competitive and sustainable SMEs. The research method used is a survey method. The data obtained were processed based on the principles of descriptive statistics, namely the analysis of Non Performing Loans (NPL) to determine the ratio of NPL and the average NPL. The time period used for analysis needs is 2019 and 2020. The results of the SWOT analysis, Non Performing Loans (NPL), effectiveness and efficiency, indicate that banks have not been effective and not efficient in disbursing credit. This needs to be a concern for banks in disbursing credit to SMEs, by providing easy administrative requirements for SMEs proposing credit, so that SMEs can have business capital for the development of competitive and sustainable SMEs. On the other hand, the results of the NPL calculation are below 5%, this shows a healthy banking performance, meaning that there are no bad loans, as a result of relaxation and stimulus from the Government to SMEs when SMEs experience a chaotic situation due to the COVID-19 pandemic.
