A vision that encapsulates the great goals of a country in positioning itself both in an internal and external context as part of world civilization. This vision is at the same time a reference as well as a basis in the development of human resources (HR) to support its realization. The division of educational affairs between the Central Government and Regional Governments is a challenge to creating quality human resources. The Central Government on the one hand has the authority as a regulator of the standardization of the national education system. Regional Governments on the other hand want an education system that accommodates the needs, uniqueness, and advantages of their region. Then what is the role of both in the provision of quality education? What are the challenges that must be faced? This application is expected to facilitate classroom management according to student preferences. This research was research and development. Respondents were 198 people consisting of 30 teachers and 168 students at a Junior High School in South Bangka, Indonesia. The data analysis used quantitative data analysis techniques using descriptive statistics. The results showed that the application developed was feasible to be used to identify and analyze student learning styles and provide suggestions for learning methods and media that teachers should use in classroom management. The level of application eligibility in terms of technical aspects reaches 4.75, and the content aspect reaches 4.80. This application proved to be useful for teachers in class management as evidenced by the achievement of the usability test score by the teacher reaching 4.40.
