A proposed navigation project known as the Paraguay–Parana Waterway (or Hidrovia) would deepen the Paraguay River channel to facilitate year-round navigation through the Pantanal. The possibility of decreases in river levels (stage) has aroused concerns in relation to the potential environmental impacts, however the poor understanding of the hydrological relationships between rivers and floodplains has hampered evaluation of these impacts. The present study evaluates the potential impact of river modifications on adjacent floodplains by examining the relationship between the Paraguay River stage and the extent of floodplain inundation. Satellite observations of flooded area (from passive microwave emission; monthly data for 1979–1987) are plotted against river stage from several stations throughout the region to show the stage–inundation relationships for eight subregions along the Paraguay River. Scenarios in which the Paraguay River stage is decreased from the 20th and 80th percentile values reveal large potential impacts on inundation. For stage decreases of 0.10 and 0.25 m, the total flooded area is reduced by 1430 and 3830 km2 at low-water, and by 2410 and 5790 km2 at high-water, respectively. The floodplains of the two northernmost subregions appear to be most susceptible to reductions in flooding, losing more than half of their flooded area with a 0.25-m decrease in the low-water stage. The ecological impacts of these reductions in flooded area may be particularly severe at low water, when the few areas that typically remain flooded throughout the dry season serve as important refuges for aquatic animals. These results underscore the need for better understanding of the hydrology of the integrated river floodplain systems in the Pantanal before river channel modifications are carried out. Such studies normally require daily time-series representing the natural conditions in a catchment. The generation of these time-series by means of deterministic physically based daily models is a time consuming approach. This paper describes more pragmatic alternative techniques for generating daily flow sequences using the available observed daily flow records at the neighbouring gauging stations. The daily time-series representing natural flow conditions at any site of interest may be generated by means of a non-linear spatial interpolation technique, which is based on 1-day long-term flow duration curves for each calendar month of the year. This technique is used to transfer the daily flow information from a source site(s) with data to the destination site where these discharge data are either insufficient or completely missing. The transfer process is based on the assumption that daily flows occurring simultaneously at sites located close to each other correspond to similar probabilities on their respective flow duration curves. Several methods by which to establish the required 1-day long-term flow duration curves representing the natural flow regime at the destination site are presented and the conversion of these curves into a complete continuous time-series of daily discharges is illustrated with the examples from modified streams in South Africa. Flow alteration of these streams varied from mild (some aspect of all natural flow components was transferred downstream) to severe (nearly 100% of the flow was diverted for 10–11 months of the year). The analysis was separated into periods of frequent (diversion gates often opened and closed; April–October) and infrequent flow fluctuations (stable low flows due to constant diversion; November–March). Invertebrates appeared resilient to mild flow alterations as neither the abundance, diversity, nor spatial and temporal variation in abundance and diversity differed upstream versus downstream during either period. In severely diverted streams, however, total invertebrate density downstream from the diversion was only 50% of upstream. Invertebrate diversity was also reduced; ten taxa abundant upstream were absent in downstream sections. Chironomids, ostracods and Ameletus spp. comprised 80% of total invertebrate density during constant, low flow conditions in the severely diverted streams. Although all taxa in the severely diverted streams recovered (drift) during the period of frequent flow fluctuations, spatial and temporal variation (coefficient of variation) in both density and the number of taxa was significantly greater downstream. Depending on the frequency with which free-flowing conditions were re-established, many invertebrate populations (especially mayflies and some stoneflies) declined or were even locally extirpated (e.g. Hesperoperlapacifica, Megarcyssignata, Neothremmaalicia, Polyceliscoronata). Downstream communities in severely diverted tributaries appeared to fluctuate between two stable endpoints; a depauperate low-flow community dominated by chironomids and ostracods and a more abundant and diverse natural-flow community dominated by mayflies, chironomids, ostracods, stoneflies and caddisflies. Introducing water from the main channel can increase oxygen levels in backwaters, but can also increase current velocity and reduce temperature during winter, which may reduce habitat suitability for fish. In 1993, culverts were installed to introduce flow to the Finger Lakes, a system of six backwater lakes on the Mississippi River, about 160 km downstream from Minneapolis, Minnesota. The goal was to improve habitat for bluegills and black crappies during winter by providing dissolved oxygen concentrations >3 mg/L, current velocities 1°C. To achieve these conditions, we used data on lake volume and oxygen demand to estimate the minimum flow required to maintain 3 mg/L of dissolved oxygen in each lake. Estimated flows ranged from 0.02 to 0.14 m3/s among lakes. The response of Cladophora glomerata, Oscillatoria spp., miscellaneous phytobenthos species and periphyton was studied over 18 weeks using three treatments: (1) undisturbed control cobbles from the submerged zone; (2) cobbles desiccated and replaced into the submerged zone; and (3) cobbles desiccated and replaced into the varial zone. Periphyton density and compositional response resulting from these treatments were also examined. Desiccation treatments were significantly different in biomass from controls throughout the study. The biomass of desiccated and replaced river cobbles averaged B30% of the controls for C. glomerata and periphyton during the 18-week recolonization period. In contrast, the biomass of the control Oscillatoria and miscellaneous phytobenthos species averaged only 3 and 50% of that in the desiccation treatments, respectively. Cladophora, the dominant alga, comprised 77% of the phytobenthic biomass. A significant positive relationship between discharge, Cladophora and periphyton biomass was present in all treatments, while there was a negative relationship with discharge for Oscillatoria and miscellaneous phytobenthos species. There was a significant inverse correlation, as well as a pattern of separate biomass dominance, between C. glomerata and Oscillatoria. Cladophora was the dominant phytobenthos species on cobbles below the baseflow and Oscillatoria was dominant on cobbles in the varial zone. In general, the Cladophora biomass decreased under intermittent drying conditions, while Oscillatoria declined under permanently wet conditions. Diatom composition was not significantly different between treatments; however, their density was lower on desiccated cobbles. Diatom density on desiccated cobbles in the submerged and varial zones averaged 69 and 42% of that of the controls, respectively. Recovery and maintenance of benthic resources are hindered by fluctuating flow regimes driven by electricity and irrigation requirements. Already from early in this century it was recognised, wherever water resource management problems began to manifest themselves, that the most appropriate level upon which to study and confront these problems was the river basin. This paper reviews various approaches that have been taken to river basin management and the way in which these have surfaced from the particular range of problems and the political context from which they emerged. Since the end of the 1970s, the rapid development of Thailand has brought into focus the need for integrated resource management as a basis for overcoming increasingly severe problems of drought and flood. Deforestation is seen as a major cause of these problems and so it is in watershed management that the first initiatives are being taken. The boat-mounted portable sonar equipment was used to record water depths and river width measurements for direct storage on a laptop computer. The field data collected from repeated traverses at a cross-section were evaluated to determine the precision of the system and field technique. Results from validation at two different sites showed average sample standard deviations (S.D.s) of 0.12 m for these complete cross-sections, with coefficient of variations of 10%. Validation using only the mid-channel river cross-section data yields an average sample S.D. of 0.05 m, with a coefficient of variation below 5%, at a stable and gauged river site using only measurements of water depths greater than 0.6 m. Accuracy of the sonar system was evaluated by comparison to traditionally surveyed transect data from a regularly gauged site. We observed an average mean squared deviation of 46.0 cm2, considering only that portion of the cross-section inundated by more than 0.6 m of water.
