In the \"new normal\" economy, these two aspects are increasingly the focus of government and theoretical circles. In order to research the interrelation among the rationalization, supererogation and economic growth, rationalization and supererogation of industrial should be measured. On the basis of constructing vector auto-regressive model, the mutual influences between these two industrial structure indicators and economic growth are analyzed. The research result shows the effect of rationalization is positive and remarkable, while the effect of supererogation is poor. Therefore, when formulating industrial policies, the government should vigorously promote the rationalization, and pay attention to coupling input and output structure. In addition, the supererogation and the transformation of industry-oriented structure into serviceoriented industrial structure should be promoted in a moderate way. {"title":"Analysis on the Characteristics and the Causes of Spatial-temporal Evolution of Population Distribution in Heilongjiang Province","authors":"Chaojun Ni, Xiangli Wu","doi":"10.2991/jahp-19.2019.104","DOIUrl":"https://doi.org/10.2991/jahp-19.2019.104","url":null,"abstract":"In order to analyze in depth spatial distribution characteristics of population in Heilongjiang Province and further master the regularity of population distribution, this paper took 13 prefecture-level cities in Heilongjiang Province as the subject investigated, and used the relative change rate of population density, structure index of population distribution, population center of gravity as methods to research spatialtemporal characteristics and variation trend of population distribution in Heilongjiang Province from 1986 to 2016. The results showed that: The population of Heilongjiang Province during the study period was steadily increasing, but thirteen areas belonging to Heilongjiang Province were distinctly different because of the differences in geographical location, economy, resources and other factors; the population density of Heilongjiang Province showed a trend of steady increasing in time, in space population density in southwest region was largest, followed by the eastern region and northwest region was the smallest. Population distribution of Heilongjiang Province in 1986 to 1996 was more balanced, later population gradually migrated to developed areas; the changing trajectory of population gravity center had certain regularity which was gradually moving from the northeast to the southwest. Marine tourism talents have become a short-term and important breakthrough for tourism development in Guangdong, Hong Kong and Macao. The marine tourism of Guangdong, Hong Kong and Macao Greater Bay Area has played an increasingly important role in driving the related industries in the coastal area. Marine tourism talents are an important driving force for the sustainable development of marine tourism. The rapid development of marine tourism in GBA requires accelerate the training of marine tourism personnel, gradually forming a tourism education system that meets the requirements of marine tourism development to provide a talent guarantee for the development of tourism industry. As the most developed marine tourism destination and the most prosperous marine tourism source market in China, the GBA is extremely deficient in research on Marine tourism talents, which does not match the development level and status of Marine tourism in the greater bay area. Driven by new technologies, the concept of New Retail was introduced in 2016 integrating online and offline resources to accurately grasp customer needs and better serve consumers, it ultimately cushion the slowdown in the growth of Total Retail Sales of Consumer Goods. For many clothing retailers, the rapid development of online e-commerce has boosted their sales, but then has greatly impacted sales performance of their physical stores. However, the past three successive years from 2016 to 2018 have witnessed UNIQLO's great success of being clothing sales champion in TMALL. As a foreign brand, it continues to expand in China even as the clothing industry slows down year by year, with more brands closing stores sharply. Therefore, this paper attempts to analyze how UNIQLO applies the New Retail marketing modes in China to accurately meet the needs of consumers, maximizing shopping experience based on the 4C principles. Due to the influence of the \"executive-led\" tax collection and management system in China, this right has not been stipulated in the law. Although the \"Revised Draft Tax Collection Management Law\" (Draft for Comment) in 2015 has strengthened the taxpayers' rights awareness to a certain extent, the degree of protection for the rights of taxpayers is still far from sufficient, and the problem of tax evasion and the abuse of power by other tax collectors is becoming more and more serious.
