With the rise of online payment credit cards have had a huge role in our daily life and economy for the past two decades and it is an important task for companies to identify fraud and non-fraud transactions. As the number of credit cards grows every day and the volume of transactions increases quickly in tandem, fraudsters who wish to exploit this market for illegitimate gains have come to light. Nowadays, it’s quite easy to access anyone’s credit card information, which makes it simpler for card fraudsters to do their crimes. Thanks to advances in technology, it is now possible to determine whether information gained with malicious intent has been used by looking at the costs and time involved in altering account transactions. The Credit Card Fraud analysis data set, which is obtained from the Kaggle database, is used in the modeling process together with The Logistic regression method and Naive Bayes algorithms. Using the Knime platform, we are going to apply machine learning techniques to practical data in this study. The goal of this study is to identify who performed the transaction by examining the periods when people use their credit cards. The Logistic regression approach and the Naive Bayes method both had success rates of 99.83%, which is the highest. It comparatively analyzes the evolution of the fields of informatics, computer science and information and communication technology in Azerbaijan during the Soviet Union period and independence years based on archival documents. Studies are conducted on the activities of the Azerbaijani scientists who played a significant role in the emergence and development of informatics in Azerbaijan, and their central scientific achievements are presented. The measures implemented for the establishment of the national network infrastructure of the Internet in Azerbaijan and the manufacture of national products in the field of ICT are reviewed. Computer generations in Azerbaijan, state policy in the field of informatics, measures implemented for the development and application of modern technologies, personnel training in this field, leading scientific schools, higher educational institutions, as well as the provision of information sovereignty in Azerbaijan and the implementation of the IV Industrial Revolution are explored, some statistical indicators on the development of information technology are presented. Verification of two of these criteria is carried out by empirical analysis using the example of the most well-known signal recognition methods, such as DTW, DDTW, as well as methods based on the Wavelet transform and Fourier transform. Two artificial sets of images are used as recognition objects, formed by uniformly shifting the base image both horizontally and vertically. In general, the goal of this research is to develop a new method for extracting recognition features using the example of the image of the State Emblem of the Republic of Azerbaijan. For many years, numerous research centers have been conducting intensive research on the direct communication between various devices through mobile communication systems. These studies are realized to manage mobile communication systems and computers, mobile devices and other equipment. Therefore, special attention is paid to the development of mobile communication systems both in Azerbaijan and in the world, and it is considered one of the most promising fields of application of information technologies. The article also provides information about the fifth-generation mobile communication system, which is a new generation of wireless network technology for digital mobile networks. This is a huge advantage for companies or farmers that plan to steadily expand their ecosystem of the IoT devices and over time introduce new intelligent agricultural solutions. Managing several solutions and upgrading them on a single IoT platform ensures rational operation and predictable results. The Selection of cluster heads is also very important for the energy efficiency of the network. In the past, researchers have proposed multiple routing protocols; however, problems are still alive and need to be resolved because of the diversity of WSN applications. This article presents an energy-efficient routing protocol using the advanced approaches of Artificial Intelligence, the most promising field of computer science currently providing the best solutions. The proposed model uses the Deep Q-network to select the cluster head. Moreover, collected data at the cluster head is generalized as low, moderate, and high values using the fuzzy logic technique. After that, the Predictive coding theory algorithm is used for the data compression, and the lossy compression technique is applied to the data. Its compressed form also gives complete information of the data in small size and is delivered to the base station. Again, the transmitted data is reconstructed into its actual format. It studies the current situation regarding the application of artificial intelligence technologies to journalism, the problems encountered in this field. Examples of artificial intelligence journalism widely used in international media are indicated. Study provides information about companies offering AI services to global news organizations. It also emphasizes the need for journalism education to be constantly modern and keep up with the development of technology. The article explains the concept of inclusive journalism, the main task of inclusive journalism, the opportunities it can create, and the application of artificial intelligence to inclusive journalism. Academic research on inclusivity is reviewed. Moreover, the activities of inclusive journalism in Azerbaijan are studied and the current situation is evaluated. The study indicates that the application of information communication technology (ICT) to journalism will serve to provide information to people with physical disabilities. Also, the article explores the prospects of applying ICT to journalism and the problems it can pose. A digital twin is a digital copy that can be used to simulate the status of a physical object or system. The integration of digital twin technologies with the Internet of things, Big Data and Artificial intelligence offers innovative solutions for quicker detection of arisen problems (or problems to arise) related to changes in a real physical object and for making relevant decisions. The development of such solutions in the healthcare is crucial for preserving human health and providing people with higher-quality medical care. It is possible to get an early diagnosis of the disease and the selection of a more effective treatment method on the produced digital twin by transferring the patient’s physical characteristics and changes in his/her body to the digital environment. The article analyzes medical digital twins, categorizing their benefits into patient health, cost reduction, self-management, and other benefits. In order to ensure adaptability and effectiveness in disease therapy and healthcare management decision-making, the patientoriented ontology of healthcare is examined, and a four-level ontological model is suggested to create its digital twin. The creation of a patient-oriented digital twin of healthcare requires the creation of a digital twin of existing physical objects at each level of its ontological model. To this end, this paper analyzes intellectual potential as a multidisciplinary research field, and examines the main theories, concepts and approaches in this field. Relevant scientific literature on the evaluation of intellectual potential is studied, actual research fields are determined, and their current status is analyzed. The indicators for the evaluation of research activity and efficiency of science in research institutions and organizations are determined. This work explores the international experience in evaluating the activities of scientific organizations, and analyzes the purpose, organization and results of the evaluation in some countries.
