The aim of this chapter is to outline the possibilities for the use of discourse analysis in the study of European foreign policy. Pure rationalists often dismiss EU foreign policy as ‘just words’ or ‘declaratory diplomacy’ as it is often labelled contemptuously: ‘Even in this area [the Middle East] . . ., although EC policies were fairly well coordinated, they were primarily declaratory and had little actual effect’ (Gordon 1997: 84). According to this view, what really matters in an analysis of the effects of EU foreign policy is implicitly or explicitly seen to be the effects of clearly identifiable non-discursive practices. In general terms, the argument in this chapter is that the study of EU foreign policy lends itself well to an analysis of discourse. Because a discourse approach sees language as a material part of social reality it can analyse aspects that, in particular, rationalists, downplay. Language is seen as a rich source of analysis rather than ‘just’ words. Struggles over social meaning as they are played out in declaratory diplomacy are seen as just as central to international relations as they are to other domains of social life. Something happens when social meaning is produced in texts and talk. Discourse analysis is a theory and a method for analysing this. This does not, of course, rule out the study of power or of ‘policy effects’. Neither does it necessarily lead to a neglect of the study of other than discursive practices (if such a distinction is relevant). But it means that language is seen as having an important independent status. It is not just a mirror of other social practices or a smokescreen covering up what is ‘really happening’. The focus in this chapter is on the research potential of discourse analysis rather than on a comparison of discourse analysis with all other possible approaches to analysing European foreign policy. The main point is that there is ample scope for the use of discourse analysis in the study of European foreign policy, and that much work remains to be carried out drawing more directly on the insights of discourse analysis. It provides a brief discussion of national and European role conceptions, based on a comparative study of British, French and German foreign policy in the context of the Common Foreign and Security Policy (CFSP). Role conceptions could metaphorically be thought of as 'road maps' which facilitate the foreign policymaker's navigation through a complex political reality. The stability of the European Union (EU) as a foreign policy actor is dependent on the member states consistently adopting common role conceptions and modifying their behaviour according to each others' roles and expectations. The membership of the enlarging European Union has set itself ever more ambitious goals in the field of foreign policy-making, yet at the same time each member state continues to guard their ability to conduct an independent foreign policy. As far as the EU‟s ambitions are concerned, basic foreign policy co-operation led first to co-ordination, and later the goal of creating a \"common\" foreign policy. However, behind each raised level of ambition was an unsatisfying reality of continuing policy incoherence and ineffectiveness. Similarly, early ambitions that Europe should develop a single foreign policy \"voice\" have been supplanted by aspirations to create a common security and defence policy – even as the Union‟s voice continues to be often fragmented and frequently tentative in its expression. At the empirical level of analysis, few would deny that the EU does indeed display unique characteristics, be it in its scope, institutional design, decision-making procedures or supranational legal identity. Yet many students of international relations would probably instinctively echo Moravcsik’s claim that ‘although the EC is a unique institution, it does not require a sui generis theory’ (1993: 474). The danger perceived by students concerned with global trends in international relations is that theories developed specifically to explain one particular manifestation of a more general phenomenon become so embedded in the more unique characteristics of their object of study as to seriously limit their range of general applicability. It is in this space between the richness of empirical observation and the parsimony required by theoretical generalisation that the sui generis problem arises. Long has suggested that ‘the sui generis problem . . . is at one level less acute with the CFSP’, given that ‘the CFSP is intergovernmental and is probably better characterized as a process rather than as an institution’ (1997: 188). Pijpers takes this argument one step further when arguing, with reference to realism and the study of CFSP’s antecedent, EPC, that ‘the traditional paradigm demonstrates that EPC is a less unique phenomenon than some integration theorists prefer to believe’ and that ‘considering the record of EPC so far, or its cooperation proce-dures, it is difficult to discover original aspects of the Twelve’s approach in world politics’ (1991: 31–2). Yet few analysts of European foreign policy cooperation, even those working within international relations theories, would probably go as far as Pijpers. Thus, Long concedes that, when analysing the CFSP, ‘the sui generis problem does not disappear altogether’, mainly because ‘the CFSP is not an ordinary multilateral institution or process’ (1997: 188). They cannot therefore be considered as general theories but rather as ideological models which reflect the state of the European construction, state the preferences and values of the actors in EU policy-making, and contribute to the inevitable compromises between them (Caporaso and Keeler 1995). From a constructivist perspective (Adler 1997b), one could say that integration theories are social and ideological constructs that contribute to shaping the reality of integration rather than to explaining it. European foreign policy is a case in point. Each area of foreign policy decisionmaking in the EU seems to be inspired by different ideological approaches to integration favoured by the different foreign policy actors. Accordingly, European foreign policy functions as a ‘system’ (Monar 1997) of multi-level policies structured in four levels, each of which refers indirectly to one of the main integration theories (Remacle 1997). This approach will be applied in this chapter to the field of arms export policies. Conflicting intergovernmentalism results from a perception of national policies as being the core of, and key to, explaining European policy-making. It is mainly inspired by the realist paradigm. Fundamental to this approach are the traditional application of the concept of sovereignty and the inter-state balance of power (Hill 1983; Pijpers 1991). The management of the Yugoslav crisis by EU countries best illustrates this aspect of EU foreign policy, as do national arms exports policies. Cooperative intergovernmentalism corresponds to theories of functionalism (Mitrany 1966), of adaptation (Rosenau 1970; Petersen 1998) and of maximisation of the national interest and/or convergence of preferences (Milward 1992; Moravcsik 1993; Pfetsch 1994). Illustrations of this type of European foreign policy are reflected in various forms of ad hoc biand multilateral cooperation between EU member states in the field of foreign policy.
