We address the change of the regulatory arrangements of how the police can ask for assistance from the military during a crisis and how the military and the police cooperated to implement the regulations on how to protect important public buildings and facilities. The processes and outcome is analyzed from a hierarchical perspective, a negotiation perspective and an institutional approach focusing on the cultural features and administrative traditions. The question before the AB is whether the European Union complied with earlier rulings on its antidumping procedures. Broadly, the AB found that the EU had not, generally ruling in favor of the People’s Republic of China. In the process, the AB raised interesting questions about what it means to be a Non-Market Economy (NME) in the WTO. While NME status has traditionally led to large dumping margins, the AB approach in this case may lessen the consequences for China. Among other things, the case raises the interesting and important question of how pervasive the taint of NME status may be when calculating margins. These reveal a steady and substantial movement towards adoption of similar approaches and illustrate that cooperation to reduce the trade-impeding effects of differences in RoO across jurisdictions is feasible. Concerns about possible negative regulatory consequences of services liberalization is one reason for this. In this paper we provide quantitative estimates of the impact of governance quality on the magnitude of the potential productivity gains of external services trade liberalization, and, in the context of the EU, their distribution across member states. Our findings suggest that greater effort to design trade agreements with a view to improving economic governance would benefit both the EU as well as its trading partners. It considers the rationale for negotiation of Deep and Comprehensive Free Trade Areas with neighbouring countries based on research that assesses the design, salience and incentive effects of such agreements. It makes a case that developments in the global economy and the experience with using trade agreements to pursue deeper integration of markets suggest that alternatives to DCFTAs may be more effective instruments for cooperation for both sides. The 2015 review of the ENP creates new opportunities to consider such alternatives. The size of procurement spending stands in most developed economies at double-digit percentage points of GDP. However, despite the size and importance of these markets, the factual information available to trade negotiators remains scarce. Although public procurement patterns (e.g. size of procurement markets, composition of procurement spending and level of government procurement) can be derived from traditional national accounts statistics, these figures fall short of capturing the international dimension of public procurement. This paper proposes several mechanisms to help make policy more supportive of regulatory cooperation initiatives that are aimed at reducing excess costs that negatively affect supply chain trade and investments, and that can be incorporated into trade agreements. We show that contextual factors such as country, city and industry together explain up to 30% of the variance in firms’ productivity. Our results show also that African firms can take advantage from agglomeration externalities when they locate in cities more densely populated by firms specialized in different sectors (urbanization economies), while their performance worsen when they face direct competition from firms in the same industry. These effects are similar in the services and the manufacturing industries, even if in the latter positive spillovers are found to be conditional to the presence of backward and foreign linkages with nearby firms. The contending issue now is the appropriate specification and estimation techniques. This paper presents a review of current controversy surrounding the specification and estimation of gravity model with zero trade data, which we called ‘gravity modeling estimation debate’. Different positions in the literature were enunciated with the view of bringing the readers to the frontier of knowledge in this area of empirical strategies revolving on the gravity modeling in the presence of zero trade. By and large, the identification of the most appropriate estimation technique in the presence of zero trade is still an empirical issue.
