It looks at the salience of DI in government discourse, on conceptual grounds and on more concrete references. The report also aims to define the position of the French government (broadly understood as a set of institutional actors) on differentiated integration over time and to assess its stances on specific mechanisms and instances of differentiated integration. It shows that the salience of differentiated integration (DI) has increased over time in France. Notably, Emmanuel Macron engages more than his predecessors with European issues and DI in terms of concepts and models. On the other hand, DI mechanisms are more salient in parliamentary debates, particularly during two EU institutional crises: the 2012 eurocrisis and the 2016-2018 Brexit crisis. In both cases, the emphasis put on enhanced cooperation or opt-outs relates to economic issues. Conceptual references to differentiated integration in political discourse in France are generally neutral or positive. Two factors seem to be shared by all the French presidents: a need for enhanced cooperation on strategic issues (defence, foreign affairs, economic issues) and an emphasis put on Franco-German cooperation. Debates in parliamentary committees on differentiated integration and different models of it reflect a consensual position: DI is desirable, but needs to be debated with caution. To this end, multi-speed Europe is generally connoted negatively, while references to multi-end Europe are more positive. Positions on DI mechanisms follow a pro-European line: the French government (in the broad sense) usually views enhanced cooperation positively and opt-outs negatively. In particular, the French government seems to actively promote enhanced cooperation on economic issues. It focuses mainly on the formulation of EEA-relevant EU legislation and its incorporation into the EEA Agreement. The paper shows that over the past 25 years various institutional arrangements have been added to the initial institutional framework of the EEA in order to increase and maintain substantive integration. However, the European Union (EU) has been consistent in protecting the autonomy of its decision making which is why the EEA EFTA States have far-reaching access to EU policy making but never the right to vote. The EEA EFTA States therefore insist on separate EEA decision making whenever possible. This has given them a surprisingly large amount of room for manoeuvre for instance, by deliberately delaying the incorporation of politically sensitive acts, and by making EEA-specific adaptations to EU acts. On the other hand, they were also forced to introduce simplified procedures for EEA decision making in order to cope better with the high legislative dynamics of the EU. These procedures give priority to the efficacy of the EEA over the decision-making autonomy of the EEA EFTA States by establishing a more or less automatic rule transfer from the EU to the EEA. Thanks to its far-reaching functional and institutional integration the EEA provides a good example for the analysis of the legal and political feasibility of external differentiated integration. The widespread consensus on the need to modify current fiscal rules has triggered a wave of new studies and reform proposals. The aim of this paper is to reflect on whether it is possible to find an optimal design of fiscal rules to promote sound and effective fiscal policy conduct in the EMU in most circumstances. This question is discussed under three different dimensions: i) the political economy of fiscal rules in the current political and economic environment; ii) the renewed theoretical debate about fiscal policy roles and objectives; iii) the currently incomplete nature of the Economic and Monetary Union and the prospects for its completion. Focusing on some of the key findings, we assess whether they are legally and economically correct. We conclude that a) though still unclear, the test for establishing de facto contingency on import substitution subsidies is probably too demanding; that b) though legitimate, the interpretation of the remedy of removal of the adverse effects for actionable subsidies is the weakest and most deferential possible; that c) the hesitation in confirming that quantitative methods are the key tool to define the relevant market is unwelcome; and that d) the Appellate Body correctly recognise the importance for Panels to consider, in the context of the serious prejudice analysis, whether the like product of the complainant has been subsidised. Most importantly, the analysis of this case, set within the broader jurisprudence and practice, has led us to conclude that WTO subsidy disciplines are not particularly strong. The review of the main economic theories justifying subsidy control (strategic trade policy, terms of trade, private information, commitment theory) has shown that no single theory is able to fully account for subsidies and the need to control them. This paper examines how the governance of reception has evolved between 2011 and 2018, a time during which the reception system went through two major yet contrasting reforms while at the same time facing an emergency. Based on desk research and qualitative interviews with reception workers, the paper looks simultaneously at the interplay between the changes in terms of regulations, actors and modalities, and the economic aspects of reception governance. The paper adopts the concept of moral economy of reception, which enables to analyse the evolving context in which are differentiated those deserving and undeserving of reception, and the meaning attached to reception. An overarching goal of the BRI is to reduce trade costs between China and partner countries, in part by helping to integrate regional markets. The large-scale borrowing associated with BRI projects has given rise to potential debt servicing and sustainability concerns. The rate of return of BRI regional infrastructure projects depends in part on the integrity of public procurement processes and realizing value-for-money objectives. To date BRI projects financed by Chinese institutions have been largely awarded to Chinese companies. We exploit differences across local labor markets in the exposure to Global Value Chains (GVCs), Chinese import competition and automation to study the drivers of this labor market polarization. Using value added trade data, we are able to correctly assign trade-related shocks to local labor markets, based on the source of value added. Across the 722 commuting zones that approximate US local labor markets, we find that employment polarization is mainly driven by their exposure to automation. GVCs lead to an increase in the employment share of relatively high-wage occupations (which we call ‘skill upgrading’), while import competition from China leads to an increase in the employment share of relatively low-wage occupations (which we call ‘skill downgrading’). More recently, but especially during the Juncker Commission (2014-2019), this position has evolved significantly. In fact, the EU should be credited for being the first political system to have developed legislation exclusively targeting online platforms. This transition has been incremental and is far from concluded. But as the emergence of online platforms has called for dedicated regulation, it has also exposed the limits of the EU to deal with them, especially in terms of competence. Known locally as Yekatit 12, the massacre almost wiped out both the centre of colonial resistance and the country’s intelligensia, and remains a hidden history for most Italians. Indeed, it is for most Europeans. Yet in 2012, a small town in Lazio, Affile, the birthplace of Marshall Rodolfo Graziani, a key figure in the massacre, used regional funds to create a memorial to this fascist Viceroy of Italian East Africa. The ensuing global criticism of this local heritage-making revealed the faultlines not just in Italy’s heritage sector, but between public memory and the transnational entanglements of heritage-making in the present. The Addis Ababa massacre and the Affile monument are emblematic of how colonial memory is ‘staged’, and illustrates a failure of contemporary heritage-making to live up to its promise of social transformation, and to further the social inclusion of the country’s residents. This is despite a series of efforts, in film-making, local activism, theatre and literature - Italy’s ‘postcolonial turn’ - to problematise the country’s cultural projection of itself. Italy’s colonial pasts also matter within a broader European context of slow institutional recognition and limited attempts to represent colonial pasts in reflective ways in the continent’s major memory institutions.
