The high potential of cultural and natural heritage in the territory of the Bilyar settlement and in its surroundings, which is currently not fully used, is noted. The identified heritage of the \"Great City\", the most important political and administrative, craft, commercial and cultural center of Volga Bulgaria, allows us to talk about it as one of the largest archaeological sites in Europe, and the Bilyar Museum-Reserve itself can become one of the interesting and promising museum centers of the Republic of Tatarstan. Both general directions of promising development of the Bilyar Museum-Reserve and specific museum and infrastructure projects are proposed. Proposals are formulated for the museumification of archaeological heritage, for the use of natural and landscape potential, for the creation of an ethnographic exposition, for the development of events' tourism, the formation of the \"Craftsmen City \" as well as proposals for the development of infrastructure on the territory of the museum-reserve and the Alekseevsky district of the Republic of Tatarstan. Cultural  heritage  topic  should  be  addressed  within  the  context  of  the  development  of  regional social and economic processes, and be based  on  principles, that allow integration  of all  available  resources  of  the  territory.  This  concept,  based  on  the  use  of  cultural  heritage as  a  structural  element  of  a  socio-economic  complex,  was  developed  on  the  example  of  the Tyumen  region.  It  was  assumed,  that  the  organizational  and  economic  basis  for  the  use  of heritage  was  a  cultural  framework,  that  could  form  the  basis  of  a  new  strategic  direction for the development of both historical cities and small rural settlements.Within  the  framework  of  the  project,  practical  research  works  were  carried  out  to identify  cultural  heritage  objects  in  all  districts  and  urban  territories  of  the  south  of  the Tyumen  region.  About  150  settlements  were  examined  in  detail,  with  the  fixation  of  architectural  buildings  and  structures,  that  have  signs  of  cultural  heritage  objects.  Design  proposals have been developed for the use of existing and newly identified heritage sites, in order  to  form  the  cultural  and  landscape  environment  of  historical  settlements,  the  development  of  museum,  cultural,  educational  and  tourist  activities.  Proposals  have  been  formulated  for  the  socio-economic  development  of  urban  settlements  and  municipal  rural  areas, based  on  the  identified  potential  of  cultural  heritage.  As  an  example  of  how  the  use  of  cultural heritage and cultural practices can affect the life  of a  particular historical  settlement, design  developments  for  the  village  of  Usalka  in  the  Yarkovsky  district  are  given.  This branch work within the Tyumen Industrial University may become the basis for creation of its own scientific school for the preservation and use of cultural heritage objects, for the development of a methodology for integrating heritage into modern economic reality.","PeriodicalId":300414,"journal":{"name":"Heritage and Modern Times","volume":"92 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-04-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124018009","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Russian cultural  heritage  use  is  insufficient  and  inefficient,  which  demonstrates  the  need  to  develop new  strategic  approaches  to  realizing  this  important  potential  of  the  country.  The  concept  of forming  a  cultural  framework,  that  can  become  the  organizational  and  economic  basis  for the use of heritage is proposed on the example of the Tyumen region. Shulgin","doi":"10.52883/2619-0214-2021-4-1-68-92","DOIUrl":"https://doi.org/10.52883/2619-0214-2021-4-1-68-92","url":null,"abstract":"The  huge  layer  of  unrevealed  cultural  heritage  in  the  Tyumen  region  is considered.  Tyumen  region  hosts  about  two  thousand  monuments  of  history  and  culture, included  in  the  united  federal  register,  and  about  1300  more  identified  objects  of  cultural heritage.  However,  the  identification  of  historical  and  cultural  monuments  is  far  from complete.  Detailed  field  expeditionary  studies,  conducted  in  all  districts  of  the  region  during  2017–2020,  made  it  possible  to  identify  about  a  thousand  more  historical  monuments with signs of cultural heritage.Examples  of  objects  of  traditional  rural  wooden  architecture  (both  residential  estates  and  outbuildings),  decoration  of  rural  wooden  houses,  stone  construction  in  the  village  (retail  shops,  residential  merchant  houses)  are  given.  The  preserved  historical  layout of  rural  settlements  has  been  regarded  as  a  special  kind  of  heritage  objects.  Examples  of industrial  architecture  in  rural  settlements,  architecture  of  railway  stations  and  station complexes are shown. Isachenko","doi":"10.52883/2619-0214-2020-3-4-55-72","DOIUrl":"https://doi.org/10.52883/2619-0214-2020-3-4-55-72","url":null,"abstract":"The network of specially protected natural areas (SPNA) of Saint Petersburg in 2020 included 8 nature reserves and 7 natural monuments of the regional level, with a total area of 6143 ha, or 4.3% of the city's territory. Almost all urban protected areas bear traces of anthropogenic impacts of various ages, and therefore their landscapes can be considered as cultural. Many historical and cultural monuments of the XVIII–XX centuries are preserved within the protected areas of Saint Petersburg. The article considers SPNA of Saint Petersburg: 1) as landscapes that preserve the results of human activity of different ages, including cultural heritage sites; 2) as emerging special cultural landscapes of the metropolis. The article analyzes the contribution of human activity to modern landscapes of SPNA and describes the associative value of cultural landscapes. The difficulties of creating new protected areas and contradictions between the tasks of preserving natural and cultural heritage in the management of SPNA are discussed. It is proved that the protected areas of Saint Petersburg are becoming more and more famous not only as places of \"traditional\" short-term recreation, but also as locations for new types of activity, including walks on ecological trails.
