Marconi, Isabela Agostinelli dos Santos, Rafael de Souza Nascimento Miranda","doi":"10.1590/s0102-8529.20224402e20210045","DOIUrl":"https://doi.org/10.1590/s0102-8529.20224402e20210045","url":null,"abstract":"Abstract The COVID-19 pandemic has been (re)creating new global geographies of death, which specifically impact the Global South and expose its continuum of vulnerabilities – unequally distributed in terms of race, gender, class, and so on. In the Americas, we can identify the emergence of a new regional governance of death, associated with a set of practical recommendations by the Organization of American States (OAS) constraining states’ policy responses to COVID-19 and installing a new global governance lexicon. Recommendations concerning the disposal of dead bodies, full respect for both collective and family grief, and indications of alternative ways to conduct funerals and memorial services, for instance, seem to evoke new multilateral responses, paving the way for a new governance model: one that centres death within regional policymaking. This points to a change in the treatment of death from a purely private to a politically infused issue. Theoretically, this article aims to bridge the gap between Death Studies and Global Governance literatures. While Pan-Africanists advocate for African unity as a strategy to rupture trade relations between the two continents in question, Afro-European integrationists assert that the quest for African unity should not be divorced from deeper exchanges between Africa and Europe. The AfCFTA is embedded in an ensemble of Africa-EU free trade institutions and therefore is bound to be perceived by Pan-Africanists as Africa yielding to European domination and mobilized by Afro-European integrationists as a vindication of the validity of their assertions. With the aid of Bob Jessop’s regulation analysis, Radhika Desai’s concept of combined development, and my notion of syndic neo-corporatism as well as the method of sequence analysis, this paper makes a case beyond the normative perspectives of the two schools. Very often development cooperation programmes, particularly those labelled as part of South-South cooperation (SSC), use policy transfer as one of their key implementation tools. However, irrespective of cross-cutting dimensions and shared commonalities, both fields of practices have generated research traditions that have followed specific disciplinary (and sometimes interdisciplinary) trajectories which have seldom met. Policy transfer promoted by national and international, state and non-state agents of the Global South via development cooperation raises several questions that remain unexplored and overlooked by the scholarly literature. This dossier intends to promote a dialogue between these two fields, thus analysing how policy transfer through SSC may create new power relations, identities, world visions and practices.
