Most work so far has aimed to provide an integration of these networks rather than their co-operation. In the mobile VCE III program, heterogeneous networks remain autonomous, independently-managed entities. In other words, networks are inter-worked and cooperate with each other to provide enriched services to users. The networks are owned by and under the control of their respective operators. The access cores of these networks are inter-connected via a logical interface enabling inter-working at the network and service layers. As part of the mobile VCE Core III program, we focus on mobility management, which is the key issue to support seamless roaming of the mobile users among these heterogeneous networks in an efficient way. These new particles possess spatial symmetries under whose all second order (pseudo-)tensors are reduced to (pseudo-)scalars. If then the contribution of higher order tensors is neglected, the particles are isotropic. To confirm that proposed particles still generate magnetic response, a quasi-static model, showing the qualitative behavior of the reported resonators, is proposed. Reliability assessment tools can be employed for various reasons, such as the calculating of investment windows, for the ranking of alternative designs or for locating weak points in the system. The paper analyzes the reliability indices and the factors that have significant influence on the system reliability indices. Failures of generating units and transmission lines are considered. Station components failures that results in line outages are accounted for adjustment in the line failure rates. The indices obtained from the statistical analysis of the historical data of the events occurred in the life of the power system has been directly related to the reliability of the supply as well as to the total value of unsupplied energy from failure.
