It examines the discourse generated by these officials to argue that the West German protests were either encouraged or condemned by different diplomatic figures. Most officials blamed the Soviet Union for the dissent in Germany and called for widespread concessions to the German government to better calm the situation. Some officials, however, supported the protests and protesters and looked to use the demonstrations to argue for increased contact with the Soviet Union and a thawing of the Cold War. Gifts were the material expression of the political dialogue between rulers. Their quality and quantity was a good barometer of relations between rulers. A close analysis of the gifts sent or received by the Borno rulers (present-day Nigeria) between the sixteenth and seventeenth centuries reveals a system of norms and customs on the part of the Borno chancellery. Their material value also raises the question of their economic dimension and how they were recycled. By focusing on the embassies between Tripoli and Borno in the early modern period, the aim of this article is to demonstrate that the gifts were a part of a normalized practice of diplomacy. While New Diplomatic History has shown that a much wider and more global range of actors participated in shaping diplomatic contacts than was traditionally assumed, we still remain some distance removed from a truly global account of the interactive development of diplomatic norms and practices. This introduction situates the contributions in the special issue on “Gifts and Tribute in Early Modern Diplomacy: Afro-Eurasian Perspectives” within a survey of recent literature. It suggests that future scholarship on early modern diplomacy ought to focus on the ways in which global entanglements affected the structures, norms, and practices of inter-polity relations on a global scale.
