The certificate’s genesis and trajectory were rooted in and inflected by contemporary interest in the field of American studies as offering a means of conducting cultural diplomacy by disseminating information about the US, its way of life, and the benefits offered by the democratic system. The history of the program, like that of the field as a whole, thus reveals how American studies assumed an ambassadorial role abroad for the nation in its new capacity as a world power. This narrative revived the debate on the treatment of immigrants and immigration in cross-national media. Within this context, this study analyzes the construction of the image of the Mexican migrant to the United States by both (former) President Enrique Peña Nieto and President Donald Trump during the first 100 days of the latter’s presidency, through news stories published in two U.S newspapers and two Mexican newspapers. Successive “generations” of city diplomacy approaches have emerged over this period, with a heyday of networked urban governance in the last two decades. The covid-19 pandemic crisis presents a key opportunity to contemplate the direction of city diplomacy amid global systemic disruptions, raising questions about the effectiveness of differing diplomatic styles across cities but also the prospect of a new generational shift. A series of recent books and articles published in the field of the history of emotions lays however the groundwork to question this traditional analysis. This article thus aims to examine the possibility of a broader and more strategic use of emotions in early modern diplomacy than is often acknowledged, and therefore the possibility of what can be called an early modern emotional diplomacy. I will first provide a summary of what the honnête homme culture of Europe’s ruling class meant for an ambassador in terms of emotion control. I will then show, through a few examples from diplomatic occurrences during Charles ii of England’s late reign, some of the possible uses of emotion in early modern diplomacy. Thirdly, I will study through one very memorable display of emotion from the English king the way such a display could be prepared and staged in order to achieve full effectiveness. Engaging in colonial diplomacy was very important because the demise of the voc (1796) and two short periods of British rule in Ambon (1796–1803 and 1810–17) had shaken Dutch rule to its foundations. To reestablish its legitimacy with these local rulers, the colonial state made use of diplomatic protocols, documents and rituals which had been drawn up and negotiated by the voc.
