One of the most famous followers of the Chinese revolutionary was Vo Nguyen Giap, under whose military leadership the Vietnamese defeated both the French and the Americans. Based on primary resources, this essay summarises the most significant ideas on guerrilla/partisan warfare by the two military theoreticians. {"title":"Reduction of Environmental Pollution Applying Decentralised Wastewater Treatment Systems in Small Communities","authors":"T. Karches","doi":"10.32565/aarms.2019.2.8","DOIUrl":"https://doi.org/10.32565/aarms.2019.2.8","url":null,"abstract":"Small size wastewater treatment plants are widely used as a decentralised treatment solution in regions, where the access to the sewer system is not available or the connection to an existing system is not economically sound like in small communities (e.g. schools, hospitals, army camps, etc.). The local treatment of wastewater can be performed by small size units applying activated sludge or attached growth biomass. In this paper the performance and operation of a process unit applying conventional activated sludge is analysed. For this purpose, a simulation tool with mass balance modelling was used. In the model, various influent wastewater qualities were set in order to examine their effect on each process. Operational parameters were fine-tuned to increase the capacity by utilising additional aeration. The shooting was performed with the aim of determining the geometry of the spall cone caused by the spallation on both sides of the target armour plate when a bullet is penetrating through it. During the measurement, armour plates made of different materials with different thickness were shot through using different bullets. Stuxnet is considered to be the first cyber weapon, used by a nation state threat actor in a politically motivated cyberattack. It has significantly changed the cybersecurity landscape, since it was the first publicly known malware that could cause physical damage to real processes or equipment. Its complexity and level of sophistication, due to the exploitation of four different zero-day vulnerabilities in Windows and the usage of two stolen certificates, has triggered a paradigm shift in the cybersecurity industry. The recently uncovered cyber espionage campaign known as SolarStorm is a worthy anniversary celebration for Stuxnet. Especially because now the tables have turned. This campaign targeted the United States Government and its interests with a highly sophisticated supply chain attack through the exploitation of the SolarWinds Orion Platform used by thousands of public and private sector customers for infrastructure monitoring and management. This method of support (besides the Host Nation Support) is destined for covering the gaps in the national military capabilities and capacities. It is indispensable these days to employ contractors for capitalising on their technological knowledge, as well as for achieving cost savings and a growth in the capabilities. The NATO Support and Procurement Agency (NSPA or Agency), the ‘contract integrator’ organisation of the NATO also support the NATO and the nations this way. {"title":"Institutional Adoption of a Learning Management System in Higher Education: A Case Study of the Corvinus University in Budapest","authors":"Péter Balkányi, Z. Since it is an open source platform with a prominently rich functionality, the system has been introduced in more than 100,000 organisations3 worldwide in the last decade, including numerous Hungarian higher education institutions (Szent István University, Óbuda University, University of Pannonia) and many organisations in the public administration. We have been operating with one of the largest user (12,000 visitors daily) and course (more than 1,000 active courses per semester) numbers in Hungary, a Moodle based system since 2007 at the Corvinus University of Budapest (CUB) with a high level of user satisfaction. We managed a major, overall system improvement project at CUB in 2016. The development included a version upgrade to the newest Moodle 3, a full redesign, introduction of several new functions regarding the professors’ needs and core improvement on the system’s stability and security among others with a comprehensive load-impact test. In this paper, we discuss the success factors and pitfalls of the whole renewal process. We will further focus on analysing the group discussions with the major stakeholders and evaluate the comprehensive load-impact test. {"title":"Specific Apparatus of Vatican Diplomacy – Charity Organisations","authors":"Lóránd Ujházi","doi":"10.32565/aarms.2019.1.10","DOIUrl":"https://doi.org/10.32565/aarms.2019.1.10","url":null,"abstract":"Throughout of its existence, the Catholic Church has always tried to protect the most vulnerable members of society. This is proven by the fact that even the earliest Church documents show how the new church tried to alleviate some acute social problems. The religious and secular legal regulations which govern the operations of Catholic charity organisations and the whole institutional structure of these bodies were created by a long historical process which led to the birth of the current web of multiple different Catholic charities. Furthermore, these institutions are not merely NGOs or humanitarian relief agencies. Instead their activities are based upon the activities of the Founder, Jesus of Nazareth, and upon the spirit of the Gospels. Catholic charitable actions are mainly motivated by theological concepts and the social teaching of the Church even if these activities are executed by formal institutions. The current Pope expects a more active participation of national and international Catholic charities in multiple areas like looking after the poor and the refugees and in the struggle for universal peace. International cooperation, partly because of the universal nature of the Church, is not an unknown concept for the Catholic Church. Therefore, its charities are willing to work with every national and international institution, including secular governments, which work to make life on Earth more bearable for mankind. Since many contemporary humanitarian catastrophes take place in war zones, Catholic charities must find acceptable ways of cooperation with the various armed forces operating in these territories. This paper demonstrates the legal framework governing the work of Caritas Internationalis, which is the official charity service of the Holy See and which also acts as an umbrella organization for the more than 160 national Catholic Caritas bodies.
