At the moment, innovation development is among key priorities in the development of Latvian economy. According to European Innovation Scoreboard assessment, Latvia joined the group of Moderate Innovators in 2016. However, its level of innovation effectiveness only reached 54% of the average EU index. That said, it has to be noted that enterprises that are innovation active in the service industry only account for 23.4%. In view of this, diverse forms of innovation activity and clusters in particular, have become more and more relevant. In 2006 European Competitiveness Council defined clusters as one of nine priorities aimed to promote and develop innovations. According to the European Commission, clustering is a key factor for successful innovation and enhanced competitiveness. \u0000Aim and tasks. The subject matter of this article are tourism clusters as a type of innovation activity. \u0000Results. Scientific research as well as practical experience of a number of countries have shown that cluster approach in tourism business is an effective instrument to enhance competitiveness both nationwide and at the level of an industry.At the present time, entrepreneurs are facing serious difficulty in converting ideas into new products and services. This is true of the national economy as a whole as well as particular industries. That said, the primary objective is the development and implementation of a program aimed at the cooperation of a wide range of social partners involved in innovation activity, who are capable of facilitating the enhancement of economic effectiveness. \u0000Conclusions. The development of tourism sectoris regarded as a priority of Latvian economy. According to Central Statistical Bureau of Latvia, tourism is a major factor of Latvia’s economic development, an important source of export revenue, and a key factor of GDP growth. The development of Latvian tourism industry is part and parcel of global tourism market. Latvia has a strong potential for the development of business and health tourism. However, Latvia’s climate, its geographic position and the lack of world-famous architecture have an unfavorable effect on its tourism development opportunities. This is the reason why it is essential for Latvia to spur innovative activity in tourism industry with a focus on clustering. Control of waste management is a complex process that involves organizational-economic and economic-environmental components that are directly or indirectly related to the production and consumption of products, supply of raw materials, natural resources, related information and financial flows, etc. Transport and logistics occupy a special place among them, because of the specifics of waste as an object of management, as well as related issues of environmental pollution and the impact on the health of the population. Transport-logistics approaches are needed to allow the use of appropriate management levers and instruments aimed at solving a complex issue when production and associated material flows are considered in close connection with the movement of waste generated during production and consumption. \u0000Aim and tasks. The purpose of the article is to substantiate the conceptual approach to the management of transport-logistics processes in the field of responsible waste management on the basis of analysis of economic-ecological and organizational issues, and prospects of its development in Ukraine. \u0000Results. As a result of the research, it has been determined that reversible logistics is a means of achieving positive ecological-economic efficiency, the feasibility of which, first and foremost, of the transport component is confirmed by the fact that in the long run, Ukraine can significantly reduce the level of environmental pollution caused by the formation and placement of waste, but the volume of emissions in the transport sector will increase. Accordingly, it is necessary to increase the role of goal-setting functions and coordination of actions in the field of waste management; the main goal at the same time is to increase the ecological-economic efficiency of processes associated with transportation, as well as sorting, storage and disposal of household and industrial waste. This principle is the basis for integrating transport-logistics operations into a waste management system, the main elements of which are management functions and associated environmental-economic instruments for influencing waste management processes. The subsystem of ecological management within the framework of the waste management system, in particular, its transport-logistic component, which forms the ecological policy at micro and macro levels, deserves special attention; and is an effective instrument for implementing the concept of motivated liability. \u0000Conclusions. Non-repayment of loans by borrowers not only jeopardizes the profitability of banking structures, but also the ability to calculate them under liabilities - deposit and borrowed funds. This situation is dangerous for the entire banking sector of the country, as it raises a number of acute problems: imbalance of loan and deposit portfolio by volumes and terms; distrust of the population to commercial banks, financial destabilization in the state as a whole, and others like that. \u0000Aim and tasks. The main purpose of this work is to study modern domestic and foreign approaches to assessing the creditworthiness of borrowers. \u0000Results. Based on the analysis of the definitions it is expedient to use the following interpretation of the term \"creditworthiness\": the financial, economic and legal capacity of the borrower to obtain a loan and return it to the commercial bank in accordance with the terms and conditions of the agreement. At the initial stages of the methodologies developing for the analysis of borrowers' lending, the leading role was played by the coefficient method, which by its nature is considered the simplest and is currently used as an express evaluation and preceded by other research. Currently, almost all commercial banks use a rating approach to assess the borrower's creditworthiness. Such methods also include calculation of coefficients, but contain a predictive component. The rating approach is valuable, because it requires a constant collection of updated information. Often, banks when building credit ratings use the methods of the relevant agencies. It is now believed that the formation of credit ratings allows you to get the most general idea of the borrower's creditworthiness (at the level of the commercial bank) and about the quality of the loan portfolio (at the level of the banking system of the state). Moreover, when assessing the creditworthiness of borrowers – individuals, the rating approach is most often used. \u0000Conclusions. The conducted studies indicate that improving approaches to assessing the creditworthiness of borrowers by commercial banks is particularly relevant for Ukraine. The article deals with problems and consequences of the Ukrainian economy deindustrialization under the neoliberal paradigm dominance in government's economic policy. The problems of deindustrialization in transition economies during the period of postindustrial transformation in developed countries and the neoliberal economic thought dominance has so far been overlooked. The subject-matter of the study is structural shifts caused by deindustrialization and diversification of the economy. The methodological principles of research involve joint application of a set of well-known common scientific methods as well as special research methods in economics, such as retrospective analysis method to investigate the origin of modern neoliberal economic doctrines. \u0000Aim and tasks. The purpose of the article is to distinguish the fundamental differences in structural changes in the economy of Ukraine and developed countries and to identify key areas for restructuring the domestic economy on the basis of modernization and reindustrialization policy. \u0000Results. The fundamental differences between dramatic reduction of the industrial sector share in the Ukrainian economy and economy diversification with a relative decrease in the share of industry that occurs in mature economic systems under transition to the postindustrial stage of development are revealed. It’s proved that formal signs of a transition to a postindustrial society may reflect diametrically opposed trends of economic development. A critical analysis of the theoretical postulates of economic thought that underlies leading international organizations’ cooperation with individual countries is conducted. It’s argued that neoliberal economic paradigm relies on abstract, sterile, and unfeasible hypotheses based on ideology, not the experience of successful structural transformations. Key areas of Ukraine's economic policy transformation include a set of tools of budget, infrastructure, tax, customs and foreign trade policies to ensure structural changes in output and export. It’s argued that such measures, as introducing a local component criterion in public procurements, free connection of industrial objects to engineering networks, tax incentives for industrial park residents, barriers to raw materials exports, revision of Ukraine’s obligations under WTO, launching of an export-credit agency, deploying a network of official trade missions in key partner countries, etc., will trigger reindustrialization of Ukrainian economy. \u0000Conclusions. Implementation of a full-fledged industrial policy in developing countries is hampered by the rule of neo-liberal economic ideology, which denies the possibility of effective state governance of structural changes in the national economy. The article puts forward a critical view on the mainstream economic ideology and discusses its destructive impact on the Ukrainian economy that is worth to be introduced in masters’ graduation programs in economics. The active movement of Ukraine towards integration into the world economy, the liberalization of customs regimes, the expansion of sales markets and the introduction of innovations have created new prospects for the progress of the production of exports-oriented agricultural products. Foreign economic activity plays a significant role in the economy of the country, affects its internal dynamics and competitiveness, so the research of trends in the formation of commodity exports are of current importance. \u0000Aim and tasks. The aim of the article is to research the dynamics of progress and the current state of the agricultural sector of the economy of Ukraine in the field of crop production, the contribution to it of the main categories of farms and the role of the agricultural sector in the formation of the exports potential of the country. For the solvation of this problem, a number of statistical materials, scientific publications and Internet resources on the indicators of production activities of agricultural enterprises were used, the methods of mathematical statistics and economic and mathematical modeling were applied. \u0000Results. The conducted researches allowed to evaluate the contribution of the main categories of farms to crop production in 2010-2017. To estimate the distribution of land between agricultural enterprises the Lorenz curve was constructed, the Gini coefficient and the Hoover index were calculated. Calculations showed that 81.5% of enterprises had 13.4% of the total land area, and in order to achieve an equal distribution of land between enterprises, it is necessary to redistribute 68% of the land areas. It has been established that in the agricultural sector of Ukraine there is a polarization in the production of agricultural products – small-scale forms of management dominate in the production of labor-intensive and low-income goods, while products of powerful agricultural enterprises have a high yield and low labor intensity. One of the leading places in crop production is the cultivation of sunflower due to its high profitability. Linear and multiplicative regression models of dependence of the volume of sunflower production. It was determined that high levels in the structure of commodity exports of Ukraine belong to sunflower oil, wheat, corn, barley, rapeseed and soybeans, and it was noted the important role of agricultural holdings in forming the exports potential. \u0000Conclusions. Agricultural enterprises, in particular, holdings, which have more opportunities than households for increasing their production through the introduction of innovations and the scale of production play a growing role in the production of agricultural products . The relevance of studying realities and perspectives of human resources development is predetermined by the growing importance of the role and place of man in all socioeconomic processes. At the same time, these studies become significant within certain branches, including the construction industry, which is the main driver of the economic development of the region and the country as a whole. \u0000Aim and tasks. Determining realities and perspectives of human resources development of construction companies, which includes: research of the dynamics of indicators on labor in the field of construction; definition of prediction trends of the basic labour indicators in the construction sector and their predictive values; development of a model which determines the power of influence and interrelation between the level of remuneration and the volume of construction works, as well as enables to determine the number of employees in the construction sector, depending on the values of the selected factors; determining specific features of human resources development in the construction sphere. \u0000Results. The use of dynamics series enables to determine the realities and reveal trends in the sphere of the construction industry, among which we have established the reduced number of employees, increased wages in the construction sphere, the high intensity of migration, increased volumes of construction works, almost the same number of vacancies in absolute terms; by means of economic forecasting methods, we have established optimal predictive equations: the third-order polynomial function for the indicator of the number of employees in the construction industry; the second-order polynomial function for the volume of the construction works performed; the second-order polynomial function for the average monthly remuneration, and we have calculated the predictive values of the main indicators in the work area; regression and correlation analysis enables to reveal the level of interconnection between the number of employees in the construction sphere, the volume of construction works and remuneration, which will determine the number of employees in the construction industry depending on the factors of influence: insignificant, but direct impact on the level of remuneration, and more powerful, but adverse effect of the volume of construction works. This is the basis for making managerial decisions on the development of human resources in the construction industry. The authors have summarized the peculiarities of the construction industry with regard to the development of human resources in three main directions, namely: peculiarities of personnel training for the sphere of construction, peculiarities of employment and peculiarities of personnel management in the construction industry. \u0000Conclusions. Factors that hinder in the successful development of regional tourism, external and internal, has been revealed. The importance of combining the efforts of a number of territories to form a common tourist offer and its promotion both the level of Latvia and internationally. Successful initiative that promotes the development of regional tourism is a creation of tourism clusters at the national and regional levels. \u0000As a promising direction for the development of regional tourism, it’s possible to point out the expansion of the circle in territories of Latvia that have received resort status. \u0000Rural tourism contributes to development of regional tourism, but there is a certain range of problems that impede the attractiveness of this type of tourism for foreign tourists. In the order to gain a competitive advantage, Latvian regions need to step up their efforts to form an unique tourist offers. More marketing activities to promote regional tourist product in local and foreign markets require attention. \u0000Conclusions. Latvia has high potential for regional tourism, but there are a number of factors hindering its development. In analysis of regional tourism development programs Latvia has shown that regions are trying to conduct active work of the development, support and regulation of foreign and local tourism. Military conflicts cause a lot of destructive influences not only on the political situation in the country but of course on its the financial system. That’s why in this article, the main emphasis of the research was done on risk-ratio analysis of the Ukraine and Israel economies since the role of military budget expenditures in the whole financial system is growing. Military finance is one of the biggest components of the financial system of Ukraine. So, according to the nowadays situation and military conflict in Ukraine appears the necessity of searching for new ways to increase this kind of expenditures efficiently. \u0000Aim and tasks. The problem of the research was to measure risks of the economies according to the GDP trends and to find the place of the military expenditures in all government expenditures. \u0000Results. In the research results, it should be mentioned that the most difficult approach for comparing is the international currency, which is weighed against the depreciation of cash flows in time. However, the research used the current exchange rate for convenience. But, this does not have a significant effect on the interpretation of the results of the research, presented in the form of a CAPM analysis of the economies of countries and their defense expenditures. After all, trends are generally observed over a period of time that has been analyzed. The general state of financial systems in the regions was analyzed as the value of volatility, aggregate risks and the overall growth of the economy. The US GDP, as for an example of the largest economy in the world, served as a comparative basis. It correlates and affects all other financial markets. The obtained results made it possible to draw conclusions about the attractiveness of the state for potential investors, despite armed conflicts with neighbors in the territory and areas of influence on the regions under control. In this paper, a standard statistical analysis package was used using an example of linear regression with one variable. The power of the influence of military expenditures was measured by the ratio of variables and their correlations. The obtained results were characterized by a high level of interconnection power and reliability of the hypotheses obtained. This gives an opportunity to describe the role of military conflicts and support the Armed Forces for the state economy. \u0000Conclusions. The result of the presented research of the role of support and financing of the Armed Forces as one of the key elements of the stability of the Ukrainian economy and ensuring its sustainable growth is the sustaining of the military expenditures for Ukraine. The presented conclusion was approved on the Israel example and calculations. Minimization of losses, which is formed at the expense of the reserve fund of the state budget, is based on outdated methods of the post-Soviet era. The emergence of a new number of subjects of the market of agro-insurance of all forms of ownership also does not have enough lifting for its development and covering losses from unforeseen weather conditions. The threat of bankruptcy, fierce competition, prompts entrepreneurs to apply new market-based methods for reimbursing potential costs and doing business. \u0000Thus, insurance of agricultural products and their further development will lead to the solution of the current urgent problem of agro companies to cover losses from unforeseen natural disasters and natural disasters, and will provide the reliability, solvency and financial independence of each company in this business. \u0000Aim and tasks. The purpose of the article is to consider the theoretical foundations for the development of the insurance market of agri-insurance and its importance. \u0000Results. The agri-insurance market plays an important role in the national economy of the Ukrainian state, and therefore needs further development, increased attention from both the state and the scientists of the insurance industry. Without agrarian insurance, the Ukrainian agricultural sector is not possible, because every year losses from weather conditions are occurring, which leads to a shortage of gross crops and significant losses.The article reveals the basic concepts of agri-insurance. Conducted competitive competitive analysis and statistical survey of agri-insurance market in recent years. The ways of development of the market of agrarian insurance are offered. \u0000Conclusions. The national agro-insurance market is slowly developing, although more and more agricultural enterprises trust insurers.
