The purpose of the study is to reveal the nature and significance, relationships and interdependencies of key and professional competencies of the staff of tourism enterprises in accordance with modern requirements of the tourism industry. Research methodology. In the process of research general scientific and special methods of scientific knowledge were used, which allowed to take a comprehensive approach to solving the set goals and objectives. To achieve this goal, a dialectical method of cognition was used in order to study and detail the object of study and logical generalization in order to systematize the basic principles and concepts. Methods of analysis, synthesis and comparison were used to compare and contrast the key and professional competencies required by professionals in the field of tourism for professional activities. The graphic method was used for visual presentation of materials and schematic representation of theoretical and practical results of the research. The system-structural method is used for theoretical generalization of research results and formation of conclusions. The theoretical basis of the study consists of scientific works of domestic and foreign scientists on management in the field of tourism, official statistics, the results of their own research. Results. The quality of service at the tourist enterprise depends on the professional competence of the staff. This proves that professional competence is a kind of measure of the level of professionalism of the staff of a tourist enterprise. The greater the set of key and professional competencies in the field of tourism, the better the relationship between key competencies for lifelong learning and professional competencies, the more staff will be able to develop and learn on the job. Therefore, the article considers the relationship between these competencies, which are important for improving the skills of the staff of the tourist enterprise, which in turn is an important component for improving the competitiveness of the tourist enterprise. The purpose of the study is to develop methodological principles for making public management decisions, in particular, investigated marketing tools to ensure the competitiveness of tourism businesses distentions, which will have a positive impact on tourism businesses. Methodology. The article used research methods: induction, deduction, objectivity, system, generalization, which allowed to present and justify the main results. Results. In today's conditions, there is an urgent need to preserve tourist facilities and socio-economic development of individual regions and increase the competitiveness of tourism entrepreneurs in local communities, which requires strengthening measures to use marketing tools. One of the marketing tools for the development of tourism businesses in local communities and ensuring their competitiveness is a tourist card. The article considers the development of a tourist map, which will increase the attractiveness of the tourist destination, increase the tourist flow of individual tourists (who leave more money than organized groups with short stays), and hence income from tourism in hospitality - hospitality, catering and in retail. As foreign experience shows, the use of tourist product cards is not only beneficial to tourists, but also forms in them an idea of the variety of attractions and attractions in the destination. Obviously, the tourist is not able to visit all the interesting places at once, however, he will get an idea of the unrealized prospects for recreation, which can be returned in the coming seasons. Thus, the card system influences the formation of new motives for re-visiting the community. \u0000The practical significance of the study lies in the applied nature of the proposed program, which will create a competitive tourism product that can best meet the tourist needs of the community, on this basis to ensure integrated community development while preserving ecological balance and historical and cultural heritage. Optimizing the use of tourist resources will allow further formation of the tourist product, which will increase revenues to the budgets of all levels and contribute to the socio-economic development of the community. Properly formulated diet has a significant impact on the health of young people, increases efficiency, mental and physical development, creates a basis for longevity. \u0000In modern conditions, the problem of nutrition of young people is becoming more urgent. This issue is relevant because for a balanced diet it is necessary to take into account individual characteristics: age, sex, weight, metabolism, physical activity. This means that each diet can be recommended only to a certain group of the population (children, youth, etc.). \u0000It is analyzed that the state of health of modern youth is characterized by a fairly high level of morbidity, namely the persistent spread of endocrine and cardiovascular diseases and those associated with metabolic disorders. The main factor in this situation is an unbalanced menu: the vast majority of the diet consists of fast carbohydrates (pasta, potatoes, semi-finished products, sweets). There is also a significant imbalance in the amount of food on the menu (exaggerated caloric intake in accordance with physiological needs). \u0000The menu of young people is mostly characterized by insufficient consumption of natural products: fish, meat, dairy products, fruits and vegetables. Consumption of such products provides the body with the necessary nutrients. \u0000It has been found that today many young people usually do not follow a diet, eat in front of the TV or computer without controlling the amount of food consumed. This has a negative effect on the health and hormonal activity of the body. Constant overeating leads to chronically elevated levels of insulin in the blood, which increases the proliferation of cells and microorganisms, tumors, causes the so-called \"diseases of civilization\": atherosclerosis, hypertension, heart attacks, strokes, allergies, cancer, osteochondrosis, diabetes, obesity and obesity. etc. \u0000It is established that a balanced diet of young people is an individual norm of the required caloric content, depending on physical indicators and load, with the calculated amount of macronutrients (proteins, fats, carbohydrates). \u0000It is determined that nutrition plays an extremely important role in the proper course of physiological processes in the body of young people. Proper nutrition depends on the normal functioning of organs and systems of the body, its resistance to various pathogens. Modern young people should eat at least four times a day, and for breakfast, lunch and dinner must be a hot dish. The body needs to consume milk, cheese, dairy products (sources of calcium and protein). Deficiency of calcium and phosphorus will also help to fill fish dishes. To conduct such a factor analysis is an extremely important problem is the choice of indicators that adequately reflect the forms of manifestation of the essence of the phenomenon under study. \u0000The practical significance of the study. In our case, 67 indicators were selected for three enterprises, which characterize the labor potential of these enterprises. From them, as a result of using the tools of mathematical statistics, were selected 36 most valuable, which served as useful information for factor analysis, as a result of which the authors obtained a matrix of factor loads of indicators characterizing the labor potential of the studied enterprises. To achieve the goal set in the paper, the following research methods were used: a system analysis to systematize the organizational and functional model of innovative transformation of regional transport and logistics systems; methods of statistical analysis to determine the share of the use of IT technologies in enterprises by type of economic activity \"Transport, warehousing. Postal and courier activities\"; for the distribution of transport and logistics enterprises by technological innovations, % to the total number of enterprises with technological innovations in 2016-2018. Results. The paper discovered that the development of warehousing logistics is primarily a business problem and the state and regional policy in the field of transport, logistics, innovation and investment has a significant impact on the development and innovative development of warehousing systems. Thus, it is important to pay more attention to the mechanisms of implementation of international standards and norms in the areas of customs control, technical and service standards, information security, technology transfer and other normative documents, their unification with those in force in the EU, which will accelerate the integration of transport and logistics systems and promote the rapid introduction of innovations. The organizational and functional model of innovative transformation of regional transport and logistics systems is substantiated, which specifies the distribution of tasks and priorities innovation and development of warehousing logistics with their distribution at the macro level, regional level and sectoral level. The definition of main functions and expected effects will promote the intensification of innovative development, engineering and reengineering of warehouses and transport and logistics entities in general and the construction of modern logistics centers that will provide high-quality services using the latest technologies. Practical tasks. At the regional level, it is important to build effective communication with the business environment, simplify and optimize regulatory activities, improve the business climate and develop mechanisms to stimulate investment in the development of transport and logistics systems, especially in poor areas. Methods. General scientific and special scientific methods were used in the research process. Interpretation of basic categories and concepts is based on using methods of analysis and synthesis, induction and deduction, theoretical generalization. Results. For many countries agriculture is the most important industry in terms of contribution to GDP and employment, i.e. for both economic development and reduction of poverty. Farms are an important component of the agricultural sector of Ukraine’s economy. They ensure the efficient use of agricultural resources, as the economic interest of the producers themselves, who are mainly the owners of the resources or use some of them on lease, is fully realized. The farm incomes are based on the sale of crop production and livestock products, products of its processing and other industrial products of own products and the provision of different services. Practical contribution. During 2014–2019, the structure of budget programs of the state budget changed annually. At the same time, the central executive bodies were responsible for implementing programs aimed at financing agriculture, fisheries, forestry and hunting. Thus, the structure of the main spending units of the state budget changed. In this context it is important to take specific measures intended for the improvement of production profile considering a market dynamic; to make changes in manufacturing processes; to use more efficient material resources that ensure the reduction of their costs in terms of value per unit of output; to improve management in production operation of an enterprise; to encourage employees to achieve higher production results. Prospects for further research. How are the proposed measures supported by the state? Why is it important to implement them? Which possibilities are for this? The response to these issues requires a reasonable agrarian policy and a creation of effective mechanisms of state support. Methodology. General scientific methods are used in the research, in particular, generalizations, comparisons – to analyse the views of scientists on modelling the relationship between utilities and partners, indicating the main forms of public-private partnership, the advantages and disadvantages of their use. Results. It is proved that the relationship between the state and business today is extremely strategically important for the state in the formation of sustainable development goals. Building effective relationships in housing and communal services will be a success for effective activities and will satisfy all participants: the state, business and the population. It is proved that in modern conditions, housing and communal services is a complex hierarchical system that combines many separate subsystems and has the characteristics of a spatial economy, i.e. regional structure and scale. The analysis of the legal and regulatory framework shows that there are only three players in the market of housing and communal services: managers, service providers and consumers. Also, there are various opportunities to establish partnerships with most existing stakeholders, including the use of public-private partnerships in housing and communal services. It is investigated that among the widespread variants of private capital raising in the communal sphere the following basic forms are identified: contract for works, contract for enterprise management, lease, concession, privatization. Thus, local public authorities have the opportunity to transfer utilities in concession or lease to private investors. However, this has not become a common practice due to the complexity of their organizational mechanism. Practical meaning. It is proved that the most effective form of public-private partnership for housing and communal services is a concession – the process of granting, in order to meet public needs by an authorized executive body or local government, concluding a contract on a paid and fixed basis, the concessionaire ) management of the concession object, on the terms of property liability by the concessionaire and possible division of business risk. Prospects for further research. Methodology. It was possible to characterize the essence and content of innovations in the social development, to identify factors that affect the efficiency of innovations implementation in the social development through the use of the methods of analysis, systematization, comparison, confronting, generalization of scientific literature and legal and regulatory framework. Results. It was found that in a broad meaning, scientists considered the social development as a change in society, resulting in new social relations, institutions, norms and values. In a narrow meaning, the social development could be seen as a change in the social structure, individual institutions of the society, as a result of which they appeared themselves in a new state. At the same time, the characteristic features of the innovative social development were: novelty for the social environment in which it was implemented; focus on meeting current social needs, solving social problems; had a practical nature of the development, involved the implementation of ideas; transformation of social relations. It was established that innovations in today's conditions were a basic condition of the social development which provided both innovative ideas and innovative methods, ways, technologies of their application. The key factors of the innovative social development were identified: legal support and financial assistance, favorable social-and-economic conditions, innovative resources, critical mass. It was found that efficiency in the implementation of the innovative social development could be achieved through the accumulation of human potential and economic support; formation of the corresponding legislative, financial, economic base; increasing the social activity of young people; modernization of social infrastructure; introduction of innovative technologies, etc. Practical importance. We hope that the results of the study, our observations and comments will contribute to the effective implementation of innovations in the social development, will help to create the necessary conditions, to develop appropriate measures to regulate the activity. Prospects for further study. Methodology. The theoretical and methodological basis of the study are the scientific works of scientists in the study of business process management in the system of competitive development of territories. To achieve the goal set in the work, the following research methods were used: theoretical generalization – features and forms of competition of regions; methods of positive and normative analysis – to define the concept of “competitive potential of the region”. Results. It is determined that the problems of interregional competition are high and constantly growing, there are many white spots in the theory of understanding the features and methods of assessing the competitive properties and competitive potential of individual territorial development entities, unclear ways and means to use assessments of competitive attractiveness in management. The ways of development of territorial competition and methods of stimulating regions to increase their competitive attractiveness are insufficiently studied. It is proved that the scientific and innovative potential and mechanisms of their support are the most modern and promising source of competitive advantages. It is determined that the most developed countries are trying to increase their scientific and innovative potential, because it is a factor in creating fundamentally new products to upgrade and improve the quality of products, inventing new technologies to increase productivity and reduce resource costs. The scientific and innovative potential of the territory helps enterprises to update products more often, reduce their cost, i.e. use these competitive properties of the place to strengthen their competitiveness. It is proved that competitive advantages can be understood as the competitive potential of the region, which provides the possibility of its additional development by increasing the demand of the territory in conditions of free competition. It is substantiated that the competitive potential of the region is a set of competitive advantages and attractive characteristics of the region, which contribute to the efficient use of available and external resources, and distinguish the region among other actors in terms of its opportunities for effective socio-economic development. Practical meaning. Generalizations of features and forms of competition of regions can be used by scientists, teachers and students. Prospects for further research. Methodology. The study’s methodological basis is the method of theoretical generalization, comparison, systems approach, and systems analysis. Results. The peculiarities of regulating the social development of rural areas from the demographic and economic point of view are characterized, the socio-demographic and socio-economic development of rural areas is generalized. It is established that the state of social infrastructure sets the task of successful social development of rural areas. The living climate in the rural territorial network highlights the latest research and publications of socio-demographic development of rural areas and theoretical and methodological provisions of socio-economic development of rural areas, analysed the features of solving problems of preservation of rural areas in Ukraine. It is revealed that the solution of problems of preservation of rural territories and labour potential is necessary by creation of social, industrial, engineering interaction of urban and rural areas. Practical meaning. It consists of the generalization of socio-demographic and socio-economic development of rural areas. Based on this work, the relevance of this topic for modern society is determined. Prospects for further study. Socio-demographic and socio-economic development of rural areas depends on the effective implementation of its own competitive advantages.
