{"title":"Digitalization and cybersecurity in the context of national security of the Russian Federation: challenges and solutions","authors":"Aleksey Vyacheslavovich Kirnichuk","doi":"10.33920/pol-01-2305-04","DOIUrl":"https://doi.org/10.33920/pol-01-2305-04","url":null,"abstract":"This paper examines the current state of digitalization and cybersecurity of the Russian Federation in the context of ensuring national security of the state, as well as the impact of these factors on the social sphere. The relevance of the study is due to the increasing number of information threats to modern society. Thus, the number of attacks on Russian cyberspace, which has become another space for the socio-economic processes of the state, increased significantly in 2022, and unfriendly countries openly declare a cyber war waged against Russia. In this regard, the purpose of the work was to study the current state of digitalization and cybersecurity in the Russian Federation using the SWOT analysis method, as well as to develop practical recommendations based on the data obtained. Russia has all the prerequisites for further digitalization and transition to «Industry 4.0», although there are still a number of obstacles to the final completion of the «Revolution 4.0». However, to complete this process, it is necessary to overcome obstacles in the form of imperfections of the regulatory framework, uneven process of regional digitalization, dependence on foreign technologies, and personnel shortages. For the further development of this sphere, it is necessary to systematize national legislation and create a unified information security code that would contain a specific definition of the boundaries of «information security» and «cybersecurity». Therefore, it is also necessary to update the concept of information security and adopt the concept of cybersecurity. Modern geopolitical conditions are both a threat and a window of opportunity. The political leadership should provide the maximum possible support to the domestic IT sector in order to stop the outflow of personnel and finally eliminate dependence on information technology. We should emphasize that the issue of informational competence of civil servants gains its significance within democratic and administrative reforms and rapid general changes in social life which distinctly characterize modern Russian society. Some scientists directly point out that it is the state personnel policy focusing on high qualification of the staff that enables to cope with problems of public management professionally. It should be noted that recently in Russia the issue of informational competence of civil servants is not being deeply researched in scientific politics and law, besides this problem is rarely concerned in scientific publications. This paper focuses on the issue which has been considered quite seldom in recent scientific publications. The issue regards informational competence of civil servants as the most essential factor of full realization of information rights and freedoms of Russian citizens, optimization of administrative procedures, and focus on national interests in the information field. The national information resource is today one of the main sources of economic and military power of the state. Penetrating into all spheres of state activity, information acquires specific political, material and cost expressions. Today, anything carries some kind of information. Even elementary household appliances can be presented as a carrier of information — information about the principles of its design and operation. Modern Russia is at the stage of transition to a post-industrial economy and an information society. The success of this transition directly depends on the normal circulation of information and the optimization of social management. In the light of the social nature of society and a person, information freely circulating in society creates the prerequisites for creating a more developed society, at the expense of a more intellectually developed person. In this regard, it is advisable to talk about the need to organize the optimal provision of a citizen with a wide variety of information, meet the information needs of the individual and achieve the information openness of society. Legal access relations are one-sided, i.e. The rights of the consumer to receive information correspond to the obligations of the supplier to provide it. Enough questions arise in determining the characteristics that information must have in order to be considered usable. In modern Russian legislation, among others, the terms «completeness», «reliability», «objectivity», «distortion» appear, but the content of these categories has not been established.
