Optical time domain reflectometry (OTDR) was demonstrated as a method for a fiber optic transceiver to fault isolate fiber optic cable plant interconnects to ten centimeter resolution [4]. BIT-capable fiber optic transceiver transmitter and receiver signal strength indication was also demonstrated [5]. One centimeter fault isolation resolution was demonstrated by integrating a OTDR application specific integrated circuit within transceiver packages [6–7]. While attempts have been made in the past to utilize this material property, the overall device performance has not been as sensitive as expected due to a number of special considerations that were not made as a result of the off-diagonal nature of barium titante's electro-optic coefficient. Research and development in photonics is also growing on a global scale and will have an impact on the next of segment of the economic growth integral to advances in 5G and adaptive/reconfigurable mesh information networks [4,5,6]. It is critical to note that to take full advantage of what photonic technologies have to offer, they must achieve higher levels of integration of their key components and further merge efficiently with mainstream semiconductor technologies in order to be most effective as more and more data needs to be represented with very low latency.
