The authors focused on the diversity of scientific points of view on identifying the trends in the prospective development of retail chains, on the emergence of new approaches to financial management of distribution costs. Students living in large cities have better opportunities for higher education than those living in small urban and rural settlements. The conditions of school graduations during the COVID-19 pandemic further exacerbate these differences. As a result of a survey and diagnostic test of 97 first-year undergraduate students at the Smolensk State University studying in the teacher training program, it was found that there are differences between students who came from the regional center and small settlements. A smaller number of the latter confirms the territorial inequality of higher education opportunities. The authors present the definition of a high-tech company, it is shown that with the development of the digital economy, high-tech companies are increasingly effectively carrying out their activities in the economic market and have a multi-sided positive impact on the development of regions. In addition, the article shows that high-tech companies, through their own scientific developments, the introduction of advanced solutions in the activities of industries and spheres of the economy of the regions, contribute to the development of the business environment, training of the personnel of economic facilities, the quality of life of the population of the regions. The relevance and globality of sustainable development topic refers it to the sphere of state interests and scientific research. The scientific and technological progress necessary for society generates a global environmental catastrophe, but it is impossible to increase the effectiveness of social formation development in the future without it. The research objectives are: examine the actual approaches to evaluation the innovative component of financial and budgetary security; to develop on their basis a methodology for assessing the innovative component of the financial and budgetary security of the region; develop a list of indicators for assessing threats to innovative security; to test the proposed methodology by the case of the Komi Republic. The following methods were used: indicative method, comparison method, analysis, and synthesis. The article provides a brief description of approaches to assessing innovative security and presents the author's approach to evaluation the innovative component of the financial and budgetary security of regions. A list of indicators of innovative security and threshold values are developed. It is proposed to evaluate the state of the region's innovation sphere to identify and determine the degree of danger of security threats relying on these indicators. The modern practice of analyzing this phenomenon most often involves only analyzing the consequences of already realized risks, without factor analysis of the previous state of the system.
