The Practical project-based approach can improve the problem of the separation of theoretical learning and training. It accords with the connotation development of higher education and is suitable for the needs of China’s modern police talents. To some extent, insurance may decrease the cost of medical service. However, due to moral hazard (such as pianbao), people are more likely to use their health insurance. Both situations are possible in daily life. After running the regression using Stata and the data from China Health and Nutrition Survey, it comes to a conclusion that people may use more healthcare if they have health insurance. This paper provides a new idea about the relationship between insurance and expenditure. It ends by noting how Chinese government would deal with this kind of problem. In this paper, the concept of industrial college was introduced, the connotation of industrial college was explained and clarified, and the different mode of industrial college was summarized. Based on the discussion on the operating mechanism of industrial college and the consideration of 3E-construction, the basic approaches and steps of building up industrial college were given. Existing research focuses on the behavioral performance of dropouts and participants, but ignores the mining of completer behavior patterns. In this paper, Kmeans clustering method, descriptive statistics, one-way analysis of variance, and chi-square test were used to systematically study the behavioral characteristics and academic performance of 1,388 MOOC completers. The results show that there are significant differences in resource and task preferences, effort levels, and so on, and learners can be divided into hard-working harvesters and punch-in participants; there is no significant difference in demographic characteristics. In terms of curriculum objectives, three “pillars”--namely “knowledge and skills”, “thinking abilities, judgment and expression power”, and “study ambition and human nature”, of training high school students are emphasized. In terms of curriculum content, three subjects—The Public, Ethics, and Politics and Economy, are set up to constitute the new curriculum system of citizenship. In terms of teaching requirements, specific requirements are made for the “quality and ability” objectives of each subject to be achieved on the “three pillars”. Some countermeasures and advises to the critical thinking and innovative ability training of undergraduates were suggested. An explicit paths and methods of the undergraduates’ critical thinking cultivation have been integrated into the curriculum in Huaiyin Institute of Technology (HYIT), China.
