Data collection was done using a semi-structured questionnaire and analyzed in SPSS version 20.0. Results show that among the challenges/constraints faced by breeders, the most critical were feeding problems, diseases, animal stocks, financial management, access to clean water for the animals and inadequate extension services. These challenges prevent family farms from embracing the transition to agribusiness. The study recommend that breeders should mobilize themselves into Common Initiative Groups, associations as well as seek relevant agricultural insurance policy, this will enable them to manage risk/challenges in Livestock.","PeriodicalId":272088,"journal":{"name":"South Asian Research Journal of Business and Management","volume":"43 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124156032","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Before they take the decision, allcountries are expected to perform a risk assessment. They should not reject any refuge applications by distressed vessels before carrying it out. Often, the requested access to the place of refuge is also granted to vessels which constitute some potential thread. However, even if the shelter provision was based on a perfect risk calculation, severe undesired damages may exceptionally occur. Moreover, they may outweigh the values that were expected to be rescued. Such exceptional situations are not entirely ruled out, regretfully. They raise the issue of risk justification: as to whether it was reasonable or not to undertake the risk. This issue makes it necessary to clarify the general concept of risk. Refusals of admittance in cases of distress are not ruled out either. They may also raise questions about justifications in penal law. Mostly, such questions concern the state of necessity, when the distress has been caused intentionally and to make the costal authorities grant access to a targeted place of refuge. Under Article 36.1 of the Somali Penal Code, admittance shall be refused in this case. However, the author maintains the opposite solution; he argues that the Article should be modified, accordingly, as in most foreign countries.","PeriodicalId":272088,"journal":{"name":"South Asian Research Journal of Business and Management","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133213781","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

They not only have direct but also indirect role in; oversight, management, monitoring and evaluation of the implementation of government funded projects in accordance with prescribed guidelines set by the Ministry of Education. Most of the Boards of Management don’t perform this role fully leading to poor performance of CDF projects in secondary schools in Kenya. In Teso South Sub County of Busia County in particular, the situation is worse to the extent that most Principals have overpowered and ignored Boards of Management, leading to failure of CDF projects to achieve their desired goals in secondary schools. Some CDF projects are never completed due to embezzlement of funds by Principals. Other factors contributing to this scenario are yet to be established. The purpose of the study was to establish the role of Boards of Management in monitoring and evaluation of Constituency Development Funded (CDF) projects in public secondary schools. It consisted of 221 BOM members and 26 Principals of Secondary schools. Saturated sampling technique was used to sample out 26 Principals while Simple random sampling was used to sample out 72 BOM members. Data was collected by questionnaire and interview schedule.
