The author considered the ways of influencing and interconnecting between ministerial and cabinet stability and highlighted the ways of analyzing ministerial stability. It was stated that ministerial reshuffles, ministerial turnover and ministerial stability explain and clarify cabinet stability, although they are directly dependent on the factors that determine cabinet stability. The study also noted that ministerial stability can be positioned as an independent factor in the study of cabinet activity, as it can independently answer the questions concerning the peculiarities of formation, functioning and responsibility of cabinets. Thus, the researcher found out that ministerial stability and ministerial reshuffles depend on such factors as the level of uncertainty in the choice of a potential official of a cabinet, the importance of political and technical expert skills of the future official, the degree of inter-ministerial trust in a cabinet, restrictions for appointments and dismissals of cabinet’s ministers. It emphasizes the gap between the value and functional levels of corruption perception by the citizens of Ukraine and describes the phenomenon of corruption pragmatism. A society, understood as a general public by their electoral rights, is still, to a lesser extent, aspiring to take direct part in the election of the head of state. Such a right is granted to all citizens of the country in which the presidential election take place, as defined in point 2 of the Constitution of the Republic of Poland at the latest on election day ends 18 years of age. It is worth noting that not everyone who crosses this magic threshold can be identified as a voter. It was stated that political parties, based on the constructions of their formation and functioning (in the struggle for power and being in power), are variational, since they are determined by different ideological positions in the left-right spectrum. Therefore, they are naturally characterized by covariance (coalitions) or opposition, which are tangential to such categories as party polarization, proximity and convergence. It is argued that it is always advisable to understand the expected number of parties in legislature and their ideological positioning in the left-right spectrum when assessing party competition. The main purpose of the article is to analyze the programs of political parties in Ukraine to determine the party spectrum of political parties that formed parliament in 2019. The results of the study indicate a weak ideological articulation of parliamentary parties in Ukraine, a tendency to centrism. It is emphasized that it is through public initiatives that the vector of the state to its democratization and Euro-Atlantic cooperation has been modified. It has been revealed that the features of the lustration and liberalization of police system in post-communist Poland, Hungary, Czechia and Slovakia were extremely various and therefore they were able to lead to various organizational and functional consequences and results of police functioning: both at the level of its transformation from an instrument of protection of the autocratic regime into a democracy oriented institution and at the level of processes of its demilitarization, professionalization, specialization, demystification, reduction, decentralization, decriminalization and so on. The author argued that the problem of all the analyzed countries of the region was the fact that the lustration of police system was used (or still continues to do so) to a large extent as manipulative technology by political rivals and media. In Ukraine, the formation of political parties was carried out in accordance with the model of “mass political party”, formulated by M. Duverger. Accordingly, regulations on political parties clearly define the requirements for formal membership. The main versions of the information on the number of members of political parties in Ukraine have been analyzed; its secrecy and impossibility of verification have been emphasized. On the basis of interviews with party activists of Lviv region, the parameters of membership in regional party branches have been determined. The influence of a number of factors on the involvement of non-party employees in party organizations has been clarified and their role in the work of party structures has been outlined. It has been proved that the low level of membership in regional centers is evidence of the crisis of the mass party model. This is researched in view of the fact that the migration processes in the region have intensified and began to manifest themselves in an extraordinary variety of forms dur- ing the recent decades. The author found that the legal framework for regulating migration and migration processes in the European Union, in particular in retrospective and prognostic sections and mainly on the eve of the European “migration crisis” (i.e. until 2014–2015), was mostly gradually liberalized and simplified, although it provided for greater responsibility.
