Especially, under the duel drivers of legislative enforcement and economic profit, product recovery has been given greater attention by many manufacturers. However, the uncertainties within the reverse flow leads to a more complicated experience in operating product recovery networks. This paper aims to develop identification of the uncertainties within reverse logistics, and examine the effect of them on economic performance by developing a system dynamic model. The simulation result suggests that expanding the reverse logistics network, i.e. increasing collection points, will lead to profit up to a point, with the extent of this profit dependant on the number of collection points. However, this must be combined with legislative enforcement. The optimization of ground handling fleet management is considered with the aim of minimizing aircraft delays at departure in addition to the operational cost of the ground service fleets. The complexity of the resulting optimization problem and operational considerations lead to propose a decentralized management structure to solve the nominal as well as the real time fleet management problem. Then, after proposing a collaborative scheme between ground handling fleet managers, airlines and airport authorities, an heuristic approach is proposed to solve each fleet management problem. The problem is to affect every new passenger request to one of the vehicles and to design a new route and schedule for this vehicle. This affectation must be done in real time. To do this as a first part, we used two approaches of the data envelopment method: The input -oriented method to measure the efficiency of the public transport network and the output oriented one to judge their effectiveness. In addition, in the second part of this study, we will determine the factors that influence the efficiency of the companies. The results obtained in the first part show that the input-oriented model achieves an average efficiency slightly more beneficial than the output-oriented one (92.44% compared to 90.13%). Thus the results of the second part suggest that the length of the network is significant and positively act on pure technical efficiency.
