To this, two large perspectives are identified, ranging from framing social movements as able to preserve themselves against state determinations, or as subsumed to those bureaucratic -and no emancipatory-determinations. One of the conclusions of the work indicates that in the academic debate between the perspectives mentioned, some concepts were used as synonyms and some experiences were homologated under categories that need to be specified. Se argumenta que la provision de defensa publica y el acceso a la justicia resultan muy heterogeneas entre jurisdicciones debido a que el federalismo argentino otorga a las provincias amplias capacidades legislativas para definir el sistema legal local. El articulo describe la variacion en la forma en la que las provincias proveen defensa publica y analiza si la misma es atribuible a consideraciones administrativas, a necesidades de la poblacion local, a la oferta de abogados privados o a los niveles de competencia politica. Los resultados empiricos muestran que la forma en que las provincias proveen defensa publica no esta relacionada con las necesidades de la poblacion, sino con consideraciones administrativas y con el tamano del mercado local de abogados privados EnglishThe article compares the ways in which Argentine provinces provide free legal services and analyzes the factors that account for the differences in their provision. It claims that public defenders’ provision and access to justice are quite heterogeneous among jurisdictions, since Argentine federalism grants great legislative power to provinces to define their local legal system. The article describes the variation in the way provinces allocate public defenders and analyzes if the latter can be attributed to administrative factors, local needs, the supply of private lawyers or the levels of political competition. Respondemos esta pregunta mediante el examen de la adopcion y el desarrollo de la idea de bosque modelo en Argentina desde la segunda parte de los anos 1990. El concepto de bosque modelo nacio en Canada en 1991 como la etiqueta de un nuevo programa nacional orientado a promover la construccion de procesos y arreglos de gobernanza para el manejo sostenible de bosques en el nivel local. La idea pronto comenzo a viajar a traves del mundo gracias a las iniciativas de las agencias canadienses de cooperacion internacional y se convirtio en una referencia de programas de las Naciones Unidas. Argentina fue una adoptante temprana de la idea de bosque modelo: en 1996 la secretaria ambiental nacional firmo una carta de intencion con la Red Internacional de Bosques Modelo y comenzo a aplicar la idea en distintos puntos del pais. Como resultado, seis bosques modelos se formaron a lo largo del pais entre 1998 y 2008. Argumentamos que las redes transnacionales de burocratas, promotores e interesados directos ayudan a entender como los programas de gobernanza de recursos naturales viajan a traves de los paises. En funcion de los niveles de conflicto existentes en los lugares de adopcion, distinguimos dos tipos de adopciones: aquellas mas impulsadas tecnicamente y aquellas impulsadas socialmente. Esperamos que las adopciones impulsadas tecnicamente tendran lugar en contextos de menores niveles de conflicto y las adopciones impulsadas socialmente en contextos de mayores niveles de conflicto. Este trabajo constituye un primer paso de un proyecto mas amplio que busca comparar la adopcion y evolucion de bosques comunitarios en America Latina EnglishHow are international environmental ideas adopted locally? We answer this question by examining the adoption and development of the model forest idea in Argentina since the late 1990s. The concept of model forest was born in Canada in 1991 as the brand name of a new national program aimed at promoting the building of local-level governance processes and arrangements for sustainable forest management. The idea soon started travelling worldwide thanks to the Canadian international cooperation agencies’ initiatives and became a benchmark of UN programs. Argentina was an early adopter of the model forest idea: in 1996 the Argentine Secretariat for the Environment signed a letter of intent with the International Model Forest Network. As a result, six model forests formed throughout the country between 1998 and 2008. We argue that transnational networks of bureaucrats, advocates, and stakeholders help explain how natural resources governance programs travel across countries. We distinguish more technical-driven adoptions from societal-driven ones, as a function of existing levels of conflict. We expect technical-driven adoptions to take place in contexts of lower levels of conflict and societal-driven adoptions in contexts of higher levels of conflict. El presente articulo indaga sobre las causas de dicha falta de unidad. Se sostiene que la base tradicional del voto peronista ha sufrido una progresiva fragmentacion social, la cual explica la diversa oferta electoral de dicho partido. The present article evaluates the causes of this lack of unity. It stands that the traditional base of peronist voters has suffered a progressive social fragmentation, which explains the electoral dispersion of its candidates. After positioning the subfield in the studies on national defense, bridges are established between the concepts ‘defense’ and ‘strategy’ with the aim of having a better theoretical and analytical approach to what we will call ‘Strategic Dimension of the Defense Policy’ (SDDP), indicating that it is made up of four elements that, although closely related to each other, can be analyzed separately.
