The curriculum has continued to change according to the times and advances in science and technology. This study uses a qualitative method by producing descriptive data as an observable social reality, namely the educational curriculum. The social reality is then analyzed using public policy theory. This article concludes that the curriculum as a political policy from the Indonesian government in the field of education is a logical consequence of social change and development of science. From 1999 to 2013 there were three changes to the curriculum, namely the Competency-Based Curriculum (KBK), the Education Unit Level Curriculum (KTSP) and the 2013 Curriculum (K-13). Each curriculum has its own focus and emphasis point. The purpose of the curriculum changes carried out by the government from a theoretical point of view of public policy is oriented towards fulfilling the needs and interests of the community. This shows how the Aceh government continues to implement Islamic law through the law of caning rather than maintaining health and safety by avoiding crowds, considering that this law has requirements to be carried out in public and displayed. In other words, the caning is still carried out in open spaces even though it is stated that they have complied with health protocols. The hypothesis of this paper is that the Government has a double standard against the crowd prohibition policy. The government issued a ban on the community to congregate, but in the implementation of this whip execution, the government actually attracted the people to assemble in public places through the implementation of the caning law in public spaces. This paper will try to look at: First, discuss the problems of appointing acting regional heads related to the mechanism of the appointment process in general from the Indonesian scale and a special analysis of phenomena in Aceh Province. Second, discussing the pros and cons of the phenomenon when serving as a leader who then sees its relevance to the concept of democracy. Then, it will provide an evaluative description of the impacts that may arise so that conclusions and recommendations can be drawn for the running of an effective and efficient government in the future. This research is normative research using qualitative methods with a case study approach. Based on the results of the analysis of the findings with the theory used, the phenomenon of the appointment of acting regional heads by the central government is proven to be contrary to the concepts and principles of democracy, where procedurally the position is obtained through determination not election by the people. The recommendations put forward are that it is necessary to formulate a regulation that specifically regulates this matter and there is a need for the involvement of stakeholders in the regions to create an effective and efficient regional government. Fenomena penunjukan penjabat kepala daerah oleh pemerintah pusat untuk mengisi kekosongan jabatan yang disebabkan oleh penundaan pilkada menuju pilkada serentak 2024 mendatang melahirkan dampak politik yang serius. Tulisan ini akan berusaha melihat: Pertama, membahas problematika pengangkatan penjabat kepala daerah terkait mekanisme proses penunjukannya secara umum dari skala Indonesia dan analisis khusus fenomena di Provinsi Aceh. Kedua, membahas mengenai fenomena pro dan kontra saat menjabat sebagai pemimpin yang kemudian melihat relevansinya dengan konsep demokrasi. Kemudian, memberikan gambaran yang bersifat evaluatif dari dampak yang mungkin muncul, sehingga dapat ditarik sebuah kesimpulan serta rekomendasi untuk jalannya pemerintahan yang efektif dan efisien di masa yang akan datang. Penelitian ini merupakan penelitian normatif yang menggunakan metode kualitatif dengan pendekatan studi kasus (case study). Berdasarkan hasil analisis temuan dengan teori yang digunakan, maka fenomena penunjukkan penjabat kepala daerah oleh pemerintah pusat terbukti bertentangan dengan konsep dan prinsip demokrasi, dimana secara prosedur jabatan tersebut diperoleh melalui penetapan bukan pemilihan oleh rakyat. In the discussion process to analyze the problem using political system theory in the formulation of public policy according to David Easton which consists of input, withinput, and output. Researchers chose to use a qualitative approach because a qualitative approach is believed to be able to assist researchers in interpreting and describing the phenomena that occur. The process of expansion of the Kandang Makmur sub-district is full of political elements. The political element is the efforts of Mayor Suaidi Yahya and the Aceh Party to control the legislature of the expansion agenda of the Kandang Makmur sub-district. This is in accordance with the concept that in the policy making process there is the use of interests and power in order to form a policy. So in the formulation process there is a conflict of interest between the executive and the legislature. The Lhokseumawe DPRK as the legislature rationalized the expansion policy of the Kandang Makmur District by providing an alternative policy to the executive as the party proposing the expansion policy of the Kandang Makmur District. This study aims to analyze issues relating to employment and its policy in Indonesia by using literature review from a Scopus database for the purpose to describe findings on 1) development publication trend and the highest citation on articles, 2) a map or entanglement articles seen from co-authorship, 3) a map or entanglement articles seen from co-occurrence keywords writer, 4) information related to the issue of articles that have been analyzed. Bibliometric analysis and analysis content used in the following analysis of articles with using Microsoft Excel and Vosviewer software as analyzing and visualizing data tools. The analysis shows that a publication highest seen in 2022 with the total number of 12 articles and article with highest citation named Policies, Political-Economy, and Swidden in Southeast Asia with 208 citations. In terms of mapping articles based on co-authorship formed 57 cluster with Indonesia as a country with the highest writers with total 27 publications. As for the analysis of the map in terms of articles co-occurrence based on keywords writer formed 7 clusters. So it is necessary to analyze the determinant factors of e-government usage by citizens in th etechnical and social aspects. This research was conducted in the Probolinggo City, Indonesia as one of the cities that has implemented e-government system in public administration. This study uses evaluation models that integrates information system factors from the DeLone McLean model, social capital factors, and digital literacy factors. Data was collected through distributing questionnaires to respondents who have participated electronically with a sample of 210 people. This study uses quantitative methods with analytical techniques using Structural Equation Modeling - Partial Least Square (SEM-PLS). The results of this study indicate the influence of information system factors, social capital factors and digital literacy factors on use of e-government. As well as measuring the effect of citizen satisfaction and perceived usefullness on the continuance intention to use and recommend it. This study uses a qualitative approach with bibliometric analysis methods and a systematic literature review. The data in this study were obtained from the Google Scholar database using the Publish or Perish application and processed using the Vosviewer application. The results of this study indicate that Indonesian open government studies are quite attractive to researchers. Although fluctuating, in the last decade there have been 52 publications on Indonesian open government studies, and 267 of them have been cited. From these figures, an h-index score of 10 and a g-index score of 15 are obtained. There are 83 keywords divided into 15 clusters, with the number of keywords in each cluster varying. Of these keywords, there are 412 links, 440 total link strength, and 132 occurrences. In 2020–2022, the Government of Indonesia established 18 policy models to support the achievement of open government. Pada Penelitian ini memperjelaskan sistem presensi wajah dalam meningkatkan kinerja ASN di BKPSDM Kota Banda Aceh dan kendala dalam pemanfaatan Presensi face recognition dari segi pengguna maupun pemerintah di BKPSDM Kota Banda Aceh. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan teknik wawancara, observasi serta dokumentasi. Hasil penelitian menunjukkan bahwa sistem presensi wajah face recognition sudah diterapkan dengan baik dan dapat mendukung dalam pelaksanaan tugas dan fungsi di BKPSDM Kota Banda Aceh dalam melakukan aktivitas pelayanan untuk meningkatkan kinerja ASN. Namun terdapat kendala yang sering terjadi menyangkut dengan permasalahan jaringan dalam melakukan akses web, hal teknis lainnya seperti batas waktu Presensi hingga pemadaman listrik dan kesulitan mendeteksi wajah. The use of a face recognition presence system as a form of application of an electronic-based presence system. BKPSDM Banda Aceh City is the second OPD (Regional Apparatus Organization) that uses face recognition in the Banda Aceh City Government environment. Face presence as a web-based application using the face recognition feature and city interconnection network and integrated with the Banda Aceh City E-performance system. This research clarifies the facial presence system in improving ASN performance at BKPSDM Banda Aceh City and the obstacles in using face recognition presence from the user and government perspective at BKPSDM Banda Aceh City. This study uses a qualitative method with a descriptive approach. Collecting data using interview techniques, observation and documentation. The results of the study show that the face recognition system has been well implemented and can support the implementation of tasks and functions at BKPSDM Banda Aceh City in carrying out service activities to improve ASN performance. Langkah tersebut menimbulkan pertentangan dari kelompok masyarakat tertentu. Tulisan ini ingin mengkaji tentang fenomena sosial-politik yang ditimbulkan akibat adanya Qanun tentang bendera dan lambang Aceh. Metode penelitian yang digunakan adalah metode kualitatif-deskriptif. Alat pengumpulan data yang digunakan berupa wawancara mendalam, dimana teknik penentuan informan yang digunakan adalah teknik purposive sampling. Teknik analisis data yang digunakan adalah reduksi data, display data, dan verifikasi data. Hasil penelitian menunjukkan bahwa elite pemerintah, terutama Partai Aceh, mengidentifikasi Qanun bendera dan lambang sebagai simbol perdamaian dan sekaligus simbol pemersatu masyarakat Aceh. Namun hal tersebut ditentang oleh etnis minoritas karena tidak merepresentasikan Aceh secara menyeluruh. Walaupun begitu, respon etnik minoritas terhadap Qanun tentang bendera dan lambang Aceh terbagi menjadi dua kelompok, mendukung dan menentang. Berdasarkan penjelasan tersebut, diketahui bahwa rancangan qanun tentang bendera dan lambang Aceh sangat dipengaruhi oleh agenda politik identitas elite pemerintah. Perbedaan pemahaman antara elite pemerintah Aceh dan kelompok etnis minoritas mengakibatkan belum efektifnya penerapan Qanun tentang bendera dan lambang Aceh di Negeri Serambi Mekkah ini. The identity of the Acehnese people seeks to be depicted in the form of certain symbols, here, the elite tries to identify the people of Aceh through flags and symbols. This step led to opposition from certain groups of people. This paper wants to examine the socio-political phenomena caused by the existence of a Qanun on the flag and symbol of Aceh. The research method used is a qualitative-descriptive method. Data collection tool used in the form of in-depth interviews, where the technique of determining the informants used is purposive sampling technique. Data analysis techniques used are data reduction, data display, and data verification. The results of the study show that the government elite, especially the Aceh Party, identify the Qanun flag and symbol as a symbol of peace and at the same time a unifying symbol of the Acehnese people. However, this is opposed by ethnic minorities because they do not represent Aceh as a whole. Even so, the response of ethnic minorities to the Qanun regarding the flag and symbol of Aceh was divided into two groups, supporting and opposing. Based on this explanation, it is known that the draft qanun on the flag and symbol of Aceh is heavily influenced by the political agenda of the identity of the government elite. Adapun tujuan utama dalam tulisan ini adalah untuk mengungkap peluang dan tantangan yang dihadapi pemerintah daerah di Indonesia dalam praktik paradiplomasi, khususnya di kawasan Indo-Pasifik. Berdasarkan hasil kajian, peluang pemerintah daerah dalam ekspansi internasional di kawasan Indo-Pasifik cukup potensial karena negara wilayah di kawasan Indo-Pasifik memiliki banyak kesamaan yang menjadi salah satu indikator krusial dalam praktik paradiplomasi. Kesempatan ini sayangnya belum berjalan secara maksimal karena banyak praktik paradiplomasi yang sejauh ini tengah berjalan hanya sampai pada tahap perjanjian bersama atau MoU saja; kemudian adanya pandemi yang membuat sejumlah hubungan bilateral terpaksa vakum; dan masalah teknis lainnya. Walupun begitu, pemerintah pusat harus terus berperan aktif dalam mendorong pemerintah daerah untuk lebih bertaji dalam kerjasama luar negeri dalam lingkup kawasan.Awareness in conducting international cooperation must be raised by the central government to local governments. The dynamic development of the world requires the central government to be more open in every opportunity that exists for a more equitable development. This paper uses qualitative research methods by developing theories and concepts in the analysis process based on data collected from books, journals, and other open sources. The main objective of this paper is to uncover the opportunities and challenges faced by local governments in Indonesia in the practice of paradiplomacy, especially in the Indo-Pacific region. Based on the results of the study, the opportunities for local governments in international expansion in the Indo-Pacific region are quite potential because regional countries in the Indo-Pacific region have many similarities which are one of the crucial indicators in the practice of paradiplomacy. Unfortunately, this opportunity has not run optimally because many para-diplomacy practices that have been running so far have only reached the stage of a collective agreement or MoU; then there was a pandemic that forced a number of bilateral relations to be vacuumed; and other technical problems.
