The characteristics of these areas that are important for conducting operations are position, location, shape, size, the method of construction, the layout of the street network, the existence of underground facilities, plants, etc. Their complexity is one of the greatest challenges for planners of these operations. To conduct operations in urban areas, forces are expected to be modular and thus flexible, and adaptable to a constantly changing environment. It is necessary to focus on smaller units that are in the field, up to company level. Their most important feature is to disperse fast, and then quickly concentrate towards target. The discussion between scientific and military circles is whether to establish special forces to fight in an urban area or to use the existing ones with certain technological solutions and futuristic weapons. The consideration of the type of weapons that will be used in these military operations in urban areas is primarily related to the issue of the protection of civilians. The use of weapons that have limited effect (do not break through several walls) and weapons that do not cause additional effects (such as fire, unnecessary destruction) should be the choice of modern armies in military operations in urban areas. The issue of command and control is also one of the challenges that modern armed forces conducting military operations in urban areas face. In this context, modern technology (robots, sensors, satellites, etc.) can be of great help to the forces conducting these military operations. On the other hand, they are very expensive for most armies in the world. The logistical challenges are also very great when it comes to military operations in urban areas. The increased use of food and water, as well as greater consumption of ammunition pose additional challenges for planners and logisticians of these operations, which, above all, have to be taken into account when planning these operations. In any case, the issue of future military operations in urban areas should not be a taboo subject because it is expected that there will be more and more of them in the future. Population movement has made suburbs huge and a major challenge for military forces, even greater than urban centres. Distinguishing combatants from non-combatants, providing basic necessities for civilians during operations, the use of conventional and unconventional combat equipment are some of the challenges that planners of operations in urban areas have also to consider. The detailed analyses of previous operations in urban areas, transformation of these identified lessons into lessons learned, adaptation of training and equipment for such operations are some of the first steps that should be taken. Raduški","doi":"10.5937/vojdelo2002037r","DOIUrl":"https://doi.org/10.5937/vojdelo2002037r","url":null,"abstract":"Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities (\"old\" and \"new\") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. Veličković, Dobrivoje Mutavdžić","doi":"10.5937/vojdelo2104071z","DOIUrl":"https://doi.org/10.5937/vojdelo2104071z","url":null,"abstract":"The organization of command in the mechanized section on M80A infantry fighting vehicle is defined by the regulations and textbooks of mechanized units. The problem that is not covered in the regulations is the organization of subordination of soldiers of the mounted crew when performing tasks outside the vehicle. The regulations stipulate in principle that command is executed by single seniority and subordination, but that the mechanized section commanders organize their crews in the way they think is appropriate, in accordance with a certain mission and tasks. The decision-making on transfering commanding competencies and organization of subordinates in the chain of subordination within the mechanized section is a dilemma even for experienced commanders of mechanized units because this is defined by general principles of performing activities, whereby it is not known where the riflemen, sniper and machine gunners should be when they are outside the fighting vehicle. During preparation and execution of activities, the mechanized section commander should adapt the model of subordination in relation to task, space, time and other factors that occur in combat operations. Thus, it can happen that the commander or deputy commander divides the mounted part of the mechanized section into several smaller units (groups, teams) in order to perform some task. The research performed by the analysis of content in regulations and textbooks, observing the way of work during the performance of activities, anticipating possible situations and discovering examples of good practice of the mechanized section commanders, the models presented in this paper have been formed. After studying literature and questioning professional military personnel, the results of the research are the models of subordination in the mechanized section when the mounted part of the section is outside the vehicle. Matić, Aleksandra Mirović-Janković","doi":"10.5937/vojdelo2203113m","DOIUrl":"https://doi.org/10.5937/vojdelo2203113m","url":null,"abstract":"The paper analyses the role of soft and smart power as a strategic means by which it is possible to defend the vital national interests of the Republic of Serbia regarding Kosovo and Metohija. These means of foreign policy gain particular importance in the context of turbulent and dynamic changes at global level, primarily in the sense of rearranging global power relations and shifting power towards new, growing centres, along with the reshaping of the world order towards multipolarity. In the introductory part of the paper, a theoretical approach is taken to consider the main terms and concepts covered by the subject of the research. The central part analyses the elements that make up the Serbian soft and smart power in the light of the aforementioned changes in international relations. In this regard, the most important documents related to the resolution of the issue of Kosovo and Metohija have been analysed. The position of Serbia in relation to the key factors at international level is also discussed, as well as their positioning in relation to this problem.
