However, some groups are more difficult to reach and are often forgotten when it comes to political participation: migrants and refugees. Studies have shown that political participation can help migrants and refugees in settling within their host country. Therefore, it is necessary that refugees have the opportunity of participating in local and national politics as well. In order to find out how migrants and refugees can be reached via online participation, this paper will look at several projects of online participation and determine solutions of how migrants and refugees can get more involved within their community through online participation as a non-formal way of participating politically. The results will help local authorities in establishing tools to effectively involve migrants and refugees within local politics.","PeriodicalId":261509,"journal":{"name":"2020 Seventh International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"53 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125390140","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We aimed to evaluate the effectiveness of the algorithms used in different software and to develop predictive models of species ecological niche. The obtained results, have been a more efficient prediction being closer to reality, allowing to become a strategic tool in the planning of potential future projects. The chosen methodology for the models has been unlike prior used traditional methods, as it has been based on strategic information that covers records of vectors and infected persons, including the biophysical and biological variables as well as several chosen ecological criteria leading to a better understanding of the discrimination of the models.","PeriodicalId":261509,"journal":{"name":"2020 Seventh International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"9 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127068170","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This represents the 2.75% of the population. From them, 290,148 are adult citizens who are potential beneficiaries of accessible public websites. In 2016, the Ecuadorian Institute for Standardization published the Ecuadorian technical regulation RTE INEN 288 that applies to web content published on public and private Ecuadorian websites that provide public services. The regulation establishes that the level of conformity A of the Web Content Accessibility Guidelines (WCAG) version 2.0 must have been fully satisfied by 2018 and the level AA should be complied by August 2020. Soon, this regulation should be updated to the current version 2.1 published in June 2018. This study presents the results of a preliminary evaluation carried out with a sample of the five most visited Ecuadorian e-Government websites that provide online services to citizens. Two automated web accessibility evaluation tools were used: WAVE and Cynthia Says. The results reveal that all the evaluated websites have accessibility issues and fail to comply with the Ecuadorian regulation. The three most recurrent accessibility errors were a lack of alternative texts (WCAG Success Criteria 1.1.1 Non-text Content, Level A) and empty links (WCAG Success Criteria 2.4.4 Link Purpose, Level A). Overall, 74.8% of the issues found corresponded to Level A while 25.2% corresponded to Level AA.","PeriodicalId":261509,"journal":{"name":"2020 Seventh International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129667297","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, we use as a case study the public procurement data from Paraguay, available in the open data format of the Open Contracting Data Standard, to train an unsupervised learning model for anomaly detection based on the Isolation Forest algorithm. The Open Contracting Data Standard allows the developed technique to be replicated in other countries that implement the same data standard, thus achieving an interoperable solution. The resulting classification enables the scoring of contracts and procurement processes which can be used to identify anomalies and make it possible to obtain an intelligent sampling of the data. This can be utilized as a support in the task of the government in its role to regulate and control the public procurements. The effectiveness of the model is validated with local known anomalous procurement processes, which are: a)processes protested by entities involved in the contracting process, which were determined in favor of the protestant, and b)complaints about the contracting process from external entities with the possibility of anonymity. The results show an accuracy of over 90 % in detecting these known anomalies as early as in the tender stage and during the contracting stage. Thus indicating a feasible approach for anomaly detection in public procurements.","PeriodicalId":261509,"journal":{"name":"2020 Seventh International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134551456","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Despite such policy and regulatory frameworks for public participation being in place, county governments in Kenya are still characterized by poor public participation in governance and government processes. Additionally, despite several studies demonstrating that information technology (IT) is a critical enabler of public participation, not much is known on how county governments in Kenya are harnessing the power of technology for public participation. This research attempts to understand how IT is being used for public participation, and the current challenges associated with its application in the promotion of public participation in county governments in Kenya. This paper, presents the initial findings from one of the counties. The study used interviews with both junior and senior county officials. Additionally, county documents as well as information from county websites and social media platforms were used. The study findings have revealed that the use of IT was gaining prominence in county engagements with the public, more specifically, the use of social media. However, it would appear that civic participation through these platforms was minimal. Additionally, the county strategic documents reveal that e-participation is yet to be appreciated as a strategic factor in increasing and enriching public participation in county governance. Several challenges were also identified and these are presented in this paper. It was thus hoped that these findings would enable an increasing understanding of the prevailing local circumstances which inhibit e-participation within county governments. The findings have practical implications on how county governments in Kenya (and possibly other developing countries) may better position themselves to exploit technology for improved public participation.","PeriodicalId":261509,"journal":{"name":"2020 Seventh International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"26 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116654657","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
