Hereby, an unmanned aerial vehicles (UAV) flight has been realized, obtaining the NDVI indexes values as well as spectral signatures. Correlation has been performed between the NDVI values obtained with the spectroradiometer (NDVIE), from the automatically generated raster (NDVI1) and from the Red and NIR ortho-mosaics (NDVI2). Hereby, the value of R2 of NDVIE vs. NDVI1 indicates a negative correlation in the data. The data yielded, that this is due to the fact that the NDVI1 map did not perform an orthorectification, due to the difficulty in identifying control points. In the case of the NDVIE vs. correlation of NDVI2, the value of R2 has been very low, allowing only a weak correlation. However, the practical implementation of such e-solution could encounter several issues and challenges. This paper examines the current challenges raised during the implementation of the e-court system in the Sulaimaniyah Appellate Court in the Kurdistan Region of Iraq. This research employs a qualitative approach. We use three sources of data based on expert interviews of different stakeholders in the appellate court, personal observation by two of the authors in-site the project, and supported by analyzing current relevant literature. The outcome of this study summarizes numerous challenges in the e-court system implementation. In addition, it remains a term highly confused with respect to other areas of data science, such as data mining, and Big Data. There are few methodologies for its implementation, in addition, its complexity makes it non-participatory, with a certain degree of resistance on the part of the users. The knowledge and skills of users must be exploited when analyzing and producing the business intelligence necessary for the Data Analytic execution. In this position paper, we explore the possibilities of contribution through a Methodology for Data Analytic, which is extended with the incorporation of features extracted from a user-centered design (UCD) approach inspired by the ISEA methodology. In recent years, research on the effects of natural disasters through digital data has gained relevance, but there is little information regarding how the customer behavior changes after such an event in developing countries. In this work, we get hold of 23 millions anonymized transaction records that occurred in Ecuador in a three months period in 2016, the year when an earthquake of magnitude 7.98 on Ritcher’ scale, took place in that country. We analyze the differences between an area directly affected by the earthquake and a neighbor province, by aggregating the transactions at customer level. We find significant differences in the month when the disaster occurred: an increment of up to 45.47% in the average units sold per customer and up to 53.33% in the average expenditure per customer. These include targeted cash transfers (CTs), as well as targeted subsidies in health, education, housing, energy, childcare, and others. Due to the scale, diversity, and wide-spread relevance of targeted social policies like CTs, the algorithmic rules that decide who is eligible to benefit from them-and who is not�are among the most important algorithms operating in the world today. Here we report on a year-long engagement towards improving social targeting systems in a couple of developing countries. We demonstrate that a shift towards the use of AI methods in poverty-based targeting can substantially increase accuracy, extending the coverage of the poor by nearly a million people in two countries, without increasing expenditure. However, we also show that, absent explicit parity constraints, both status quo and AI-based systems induce disparities across population subgroups. Moreover, based on qualitative interviews with local social institutions, we find a lack of consensus on normative standards for prioritization and fairness criteria. The methodology is based on the interdependent interpretation of products from remote sensors, with the support of the geographic information systems. The Eloy Alfaro canton, which is part of Colombian Chocó Corridor, covers a total area of 466,285.81 ha, of which 55.791% (260,146.72 ha)corresponds to the NPC, which comprises forests, shrubs, and moist herbaceous and wetland, highlighting the slightly altered rainforest with 46.141% (215,148.43 ha), followed by moderately altered rainforest with 3.761% of the total cantonal surface (17536.75 ha). The Ecological Reserves Cotacachi-Cayapas and Cayapas-Mataje as well as the Pambilar Wildlife Refuge, which are part of the Governmental Natural areas Heritage (PANE), occupy a total of 147,486.78 has corresponding to 31.630% of the canton surface. The complete surface area of the Eloy Alfaro canton has been characterized and evaluated for its present alteration by the multiple anthropic activities, allowing a general view of the given circumstances of the actual stage of the NPC. Spectral, LAI and PAR data have been collected in controlled experiment, while a UAV flight has been realized, realizing spectral data in a commercial crop. We obtained in a controlled experiment, a SAVI reflectance-based equation, NDVI, CCI and SAVI indexes values as well as spectral signatures, curves and comparative graphs. In a commercial crop, RGB and multispectral images were captured through an UAV, also ortho-mosaics and NDVI maps, as well as numerical values of this index. Based on our data, we ratified in a controlled experiment, the optimal nitrogen fertilization dose in quinoa. It has been possible to encounter differentiations between quinoa with and without fertilizer and between its first phenological stages by spectral methods. Furthermore, there is a close relationship between NDVI, CCI and SAVI indexes. While the study of small states is a specialised research field of, not much has been written on the application of ICT in the public sector of small island states. This article outlines the key challenges of small island states on public administration ICT development. Using longitudinal data, ranging from 2003 to 2018, for more than 170 countries, we empirically investigate the main determinants of e-Government development by taking into consideration the impact exerted by the small island state status. Small islands exhibit lower average Online Services Index scores than the remaining countries and the regression results indicate that being a small island state has, on average, a negative effect on e-Government development. When we observe the evolution of the Online Services Index within the same income category, for the period 2003–2018, we find that the difference between small islands states and the remaining countries becomes smaller as we move from the low-income to the high-income group. For the small island states, the degree of openness of the economy appears to be a relevant determinant of e-Government development, but the same does not happen for the remaining countries. When it comes to political rights and the level of corruption, the results suggest it works the other way around.
