This is amplified if there is poor relief aid humanitarian distribution. Logistics seeks to obtain efficiencies related to response reducing transportation costs; according to humanitarian institutions, they constitute the second largest general expense after labor. Humanitarian distribution challenges are reduce costs, maintaining distribution service, and designing reliable delivery routes in a context where infrastructures may be non-existent, unavailable, or inoperative. This chapter addresses the problem of optimizing the distribution of humanitarian aid by comparing different clustering strategies for the medicines warehouse in charge of the national hospital services entity in Metropolitan Lima and Callao. The chapter is organized as follows. First, a review of the literature on problem of vehicle routing for resilient networks are presented. One particular form of organizational design, emerging from the need to deal with organizational complexity and environmental uncertainty, is modularity. There are several studies in the literature dealing with organizational modularity. However, neither a common definition nor a complete measurement model is proposed for this concept. What are the common properties of an organization characterized as highly modular? How are these properties related to organizational design parameters? None of these questions have been adequately addressed in the literature. Therefore, control over the logistics surrounding the resulting human mobilization process is fundamental to minimize the impact on the Islands' natural resources. This research gathers relevant information regarding the operation of the maritime transportation system of the islands and the waste management of its floating population based on official sources as well as in-situ observation. This chapter includes three sections with the purpose of maximizing the range of information analyzed. The first section covers the maritime cargo transportation from the continent to the islands. The second one covers the transportation of people between the islands, and the third covers the transportation and management of waste produced by each island.
