Conscious of the necessity of establishing such a utopia, he was of the opinion that the newly founded ecologist movement should ‘organise so as to establish itself permanently as an influence in French political life’ (Dumont, 1974: 5). Twenty-five years later, this utopian movement has been replaced by a complex organisation. In a quarter of a century, the Greens have had the opportunity to try out a number of organisational approaches and to test various electoral strategies and to develop novel internal practices based on their own particular motivations and identity. Gradually, however, they have been forced to accept a dose of political reality and adapt their membership practices in the interests of electoral success. By the end of the 1970s, four parties of approximately equal strength were monopolising over 90 per cent of the vote in their respective left and right blocs (Parodi, 1989). Nevertheless, this end-state had taken twenty years to produce, concluding in 1978 with the formation of the UDF. The UDF managed to create an unprecedented alliance between liberal, Christian democrat and radical currents,1 taking its place as the second right-wing pole next to the Gaullist RPR. The UDF represented the desire to institutionalise the centrist coalition formed around Valéry Giscard d’Estaing, who had been elected president four years earlier. At the same time, however, none of the constituent parties of the new confederation had ever agreed to merge themselves into a single organisational entity.2 It was only on 16 May 1998, by a single motion passed by its national congress, that DL ended twenty years of the ‘moderate alliance’ by withdrawing from the confederation.3 DL represented the largest component of the UDF, accounting for around one-third of its members and elected representatives. Its separation allowed the creation of a significant new party, even if some of its members did not defect from the UDF. With a parliamentary group of 44 deputies in the National Assembly, together with 46 senators,4 DL immediately asserted itself as an indispensable partner. These events by no means marked the end of the UDF, but the secession did significantly alter its format. Lacking one-third of its former activists and a large chunk of its liberal wing, the balance of power noticeably shifted within the UDF. In particular, the descendants of the Christian democrat courant have become the dominant force. During the Third and Fourth Republics, the fragmented structure of the party system, along with the parliamentary basis of political power, had a direct and divisive impact upon governmental stability. Even 'strong' parties, such as the Parti Communiste Français (PCF) and Rassemblement pour la République (RPR), relied more on the logistical infrastructure provided by municipal government than on their formal party organisations. The chapter identifies the stresses and strains and maps out the important changes that occurred in the 1980s and 1990s. Left parties had cooperated previously according to varying formulae. The type of majority known as concentration républicaine (Goguel, 1946) is arguably the first manifestation, followed by the hegemony of the délégation des gauches in the 1900s, which put through anti-clerical measures of ‘republican defence’. The interwar period witnessed the cartel des gauches – tactical electoral alliances of Radicals, SFIO and selected ‘left republicans’ – invariably unstable and short-lived. Famously, the 1936 Popular Front, a formal alliance of the three main left parties plus smaller allies, managed to campaign on an agreed programme but, although a government was formed and enjoyed some success, this too fell apart under various pressures. After the Second World War, formulae for broad left cooperation ran from tripartism (SFIO and PCF without any Radicals, but including the new force of Christian Democracy) to the more restricted and temporary defensive arrangement of SFIO, Radicals and centre oddments in ‘Republican Front’ alliances excluding the by-now pariah PCF. Under the Fifth Republic, the growing reality of bipolarisation drove the left’s leaders to the inevitable – a pact between the PS (as it now was) and the PCF, resting on a detailed and ambitious programme to which the incoming coalition government would be committed. The break-up of the Common Programme alliance generated sufficient movement to bring about Mitterrand’s 1981 win and, significantly, for him to feel obliged to involve the PCF in government for the first time in thirty-four years. Nonetheless, the demand side of the equation also provides an important context to party success because it helps define the political space in which parties must compete for voters. In this chapter, then, we focus on French political space over the last fifteen years as defined by the socio-demographic and attitudinal profiles of the voters. We build upon findings from the two major studies of French voters in the last ten years, namely L’électeur français en questions (Boy and Mayer, 1990) 1 and L’électeur a ses raisons (Boy and Mayer, 1997). The first of these studies was based upon SOFRES data from the 1988 presidential post-election survey and depicted the French electorate as occupying a bidimensional space defined by economic liberalism – state intervention versus laissez-faire – and cultural liberalism – libertarian versus authoritarian – axes. The latter used the 1995 presidential survey to update the analysis and presented a new model of political space at the electoral level – a tripartition into left, moderate-right and extreme-right political blocs – representing a radical departure from the traditional quadrille bipolaire, and exploding the bidimensional account into a series of cultural subdimensions. Employing these two datasets, together with the CEVIPOF legislative post-election survey from 1997 to update the analysis, we consider changes in the social and attitudinal determinants of political space since 1988. It illustrates the institutional constraints of the French party system, and how its competitive demands helped to structure the internal organisation of the PS. The chapter shows how the PS has shaped the development of the French party system. It considers how PS factionalism and organisational changes structure the internal debate and shapes the PS approach to the two dimensions of political strategy. Although genetically programmed to operate under a majoritarian system inducing rassemblement in the second ballot, the PS proved adept at pursuing other strategies for different kinds of elections.
