Meritocracy in the system of placing officials at the central and regional levels is an urgent need. However, today meritocracy is still at the level of discourse that needs to be fought. There are many obstacles surrounding the achievement of a merit official placement system. Political obstacles still revolve around configurations that reduce spoil loyalty between elected officials and their supporters. The culture of nepotism that is still thick in the public bureaucratic system, money politics, also adds to the barriers to the ongoing merit system. The purpose of writing this article is to describe one form of public sector innovation that aims to prevent intervention in the placement public officials. The method used is descriptive qualitative method using researchers as a tool based on library studies. Culture is a positive value. Corruption behavior is a negative value, so corruption is not a culture. Many factors cause corruption to flourish in Indonesia, so from year to year it is difficult to eradicate it. This study tries to identify the causes or conditions underlying corruption in Indonesia. The method used in this study is Systematic Liteature Review (SLR), which is by identifying, assessing, and interpreting all findings on a research topic to answer the research questions that have been previously determined. The results of a theoretical study that individual behavior will be influenced by four things, namely motivation, ability, role perceptions, and situational factors, abbreviated as MARS. The conclusion of this theoretical study is that corruption behavior is the output of an individual's thinking system as a counterproductive behavior that is formed due to individual character factors and organizational culture's contribution. Including the constraints and implications of the transition of authority over the implementation of good governance mining practices in Banten Province after the issuance of Law Number 23 Year 2014 concerning Regional Government. This study uses descriptive qualitative methods. The results of the study indicate that the process of transferring mineral and coal authority in Banten Province still encountered several obstacles and obstacles. First, mining business licenses are not permits that are only administrative in nature but are closely related to technical and non-technical readiness in the field. Secondly, the authority to administer mining business licenses that have been delegated since the end of 2014 to the Banten Provincial Government has brought its own constraints to the Banten Provincial Office of Energy and Mineral Resources (Mining and Energy Service) as the technical service provider for technical recommendations. Third, is the delegation and submission of mining data in Kabuaten / cities throughout Banten Province. Fourth, is the overlapping financial obligations imposed on applicants for mining business licenses. The Banten Provincial Government has also not yet prepared regulations related to the issue of mineral and coal mining. This condition will have an impact on the application of good meaning practice in Banten Province, where in its implementation it must pay attention to environmental aspects, community development. Mantri Tani Desa sebagai pendamping penyuluh pertanian di Kabupaten Lebak tentu tidak luput dari hambatan-hambatan yang dihadapi oleh petugas Mantri Tani Desa karena peran Mantri Tani Desa sebagi pendamping penyuluh memegang peranan penting dalam mendukung keberhasilan pembangunan pertanian, perikanan secara nasional. Peneliti mengindetifikasi bahwa implementasi kebijakan tentang Mantri Tani Desa peranannya sebagai pendamping penyuluh pertanian di Kabupaten Lebak dalam upaya meningkatkan hasil produksi PAJALE baik di pengaruhi oleh aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Aspek-aspek tersebut akan berpengaruh terhadap berhasilnya tidaknya Program Mantri Tani Desa.
