All components of the research are based on the main principles – sientificity, historicism, objectivity, systematicity, development, the priority of concrete truth, pluralism, as well asmethods of learning socio-economic processes of social development-analysis, synthesis, problem-chronological, comparative-analytical, archeographical, content-analysis,retrospective, statistical,system andintegrated approach. Work methodology. In the process of researching the specified issues, we took as a basis the main provisions: the history of Ukraine, economic history and the history of economic thought, the work of domestic and foreign scientists and practitioners in the specified field, Fund of the Presidents of Ukraine (iinterview, speeches of the President of Ukraine L.M. Kravchuk in front of domestic and foreign mass media), materials of the information service of the President of Ukraine, etc. Work results. In the context of the mentioned problems, we investigatedeconomic initiatives of the first President of independent Ukraine through the prism of studying periodicals. Field of application of results. The results of this study can be applied in the field of studying the problems of economic history and the history of economic thought, the history of the development of the national economy, and the history of Ukraine. Conclusions. So, researchof the economic initiatives of the first President of independent Ukraine through the prism of studying the periodicals of 1991-1994 gives reason to assert that Leonid Makarovych quite clearly understood what the economic course of a young independent state should socially oriented market economy, which proclaims the diversity and equality of all forms of ownership, including private ownership of the means of production, establishes the rights of the state to conduct its own economic policy, create its own budget, tax and banking system, monetary unit, labor market, valuable papers, as well asassistance to foreign investors, in particular, foreign business entities should have equal rights with domestic entrepreneurs, including property rights, reinvestment and repatriation of the corresponding share of profit with preferential taxation. Along with constant willingness to develop various ties with Western partners, priority and vital importance for L. M. To achieve the goal, the following were used: а systematic analysis of the evolution of solving the issue of the common agricultural policy of the European Union, which contributed to the formation of recommendations for the definition of innovative tools of state policy for the development of agricultural production and rural areas in Ukraine; management approach - to strengthen the control function of state management in the implementation of state programs related to the support of agriculture as a sensitive industry and the development of rural areas. Conclusions. The development of sensitive industries in each country has not only economic, but also social and political significance, since it is about preserving jobs, consumer opportunities of the population, generating GDP and deducting taxes to the local and state budget, reducing the depolarization of economic growth between individual regions and strata population, and, therefore, socio-political peace in the state. Ukraine's integration into Euro-Atlantic structures, such as the European Union and NATO, creates new opportunities and requires enterprises to meet standards and requirements. It is substantiated that the formation of competitive advantages and competitiveness of agricultural enterprises is formed by groups of factors of internal organisation and resource potential; customer orientation; competitors; and prospects. However, in the context of martial law, the factors of finance and security of agricultural enterprises have become of paramount importance. Security is understood as protection from missile attacks, invasion, mine contamination and mine explosions, safe accommodation and protection of people. The priorities of agribusinesses are to recover costs before generating profits. Financial performance remains a priority for innovation, staff development, and social responsibility and inclusion programmes. Field of application of results. The conclusions and results of the article can be used in the educational process in the training of students of economic specialities. Conclusions. In writing the article, general scientific and special methods of research and management of the competitiveness of higher education institutions were used. Results of the investigation. Іn the course of writing the article, it is determined that the full-scale invasion of the Russian Federation into the territory of Ukraine has radically changed the conditions of functioning of higher education institutions (HEIs), which has affected their competitiveness. It is determined that one of the key issues in the context of Ukraine's recovery is the issue of ensuring the sustainable functioning of the higher education system, which requires the reconstruction of partially damaged or even destroyed higher education institutions. It is analyzed that as of today, 45 higher education institutions in Ukraine have been completely destroyed and 61 have been damaged. It is emphasized that when addressing the issues of restoring higher education institutions, it is necessary to take into account market conditions and sectoral needs for training specialists for a particular sector of the economy of a particular region. It is determined that the competitiveness of a higher education institution is the ability of a higher education institution to compete effectively in the educational market, providing quality education that meets the needs of higher education students and society, while maintaining sustainable popularity and attractiveness; this is a complex process that requires efforts on the part of the university administration, teachers and students, as well as effective cooperation with society and business. It is proved that in order to ensure competitiveness in the post-war period, higher education institutions must actively adapt to new realities, improve their approaches to teaching and research, introduce new technologies, and cooperate with various sectors of society to achieve success. Scope of the results. In order to solve the set tasks in the article, a set of methods of scientific knowledge was used, which made it possible to realize the conceptual unity of scientific research. The system method, the method of comparison, analysis, scientific abstraction and generalization is applied. Results of the article. The article examines the peculiarities of banking institutions in the financial market of Ukraine. Factors influencing the development and activity of banking institutions are systematized. The need for prompt response and adaptation of banking institutions to changes in the dynamic external environment for their successful activity was determined. The dynamics of the main activity indicators of Ukrainian banks for 2013–2022 were studied and analyzed. The dynamics of revenues, expenses, and financial results of Ukrainian banks were considered. It is noted that the profitability of assets and the profitability of banks' capital are important indicators that testify to the effectiveness of banking institutions in the financial market of Ukraine, their dynamics during the analyzed period were considered and relevant conclusions were drawn. Field of application of results. The results of the research can be used by banking institutions in order to optimize their activities. Conclusions. Banking institutions occupy an important place in the financial market of Ukraine. The study of the latest trends in indicators of the activity of banking institutions in Ukraine shows that during the analyzed period the number of banks is constantly decreasing. In addition, the banking crisis, which was observed in the period 2014–2017, was noticeable on the activity of banks. Also, the trend towards a decrease in the share of bank assets in GDP is characteristic of the modern banking system. The methods of economic analysis are used, in particular, comparative analysis of various competitive strategies, SWOT analysis, Porter's analysis, and others. Also used are methods of sociological research, in particular surveys of various groups of stakeholders, or methods of practical experience, including case studies of successful enterprises and their strategies. Results of the article. It has been established that in the conditions of globalization of markets, enterprises must develop competitive strategies that take into account the trends of global market development and the peculiarities of competition in different regions of the world. The main factors influencing the development of competitive strategies of enterprises in the conditions of globalization of markets are identified, in particular: changes in the political, economic, socio-cultural and technological environment, the growth of competition, changes in consumer requirements, the strengthening of the influence of regulatory bodies, etc. The main strategies that can be applied by enterprises in the conditions of globalization of markets, such as: differentiation strategies, cost reduction strategies, focusing strategies and combined strategies, are studied. It was found that the success of the company's competitive strategy in the conditions of globalization of markets depends on several factors, in particular: choosing the right strategy, effective management of resources, adaptation to local conditions and interaction with partners. During the research, historical, analytical-empirical, inductive-deductive, comparative research methods were used to implement the principle of objectivity of scientific presentation; the method of analysis and synthesis - when evaluating indicators of debt security; graphical presentation of research results - when calculating the weighted average yield of military bonds. Results of the article. The article examines the issue of the essence, reasons for the issue and profitability of government securities in the conditions of martial law in Ukraine, considers the need for the management of government securities as the only tool in subordinating the government from the standpoint of ensuring Ukraine's debt security in the conditions of a full-scale war. It is considered that a full-fledged and liquid internal market of government securities will allow to reduce the cost of state borrowing and reduce the risks of default. Attention is paid to the matter of the issue and profitability of a new financial instrument for Ukraine - military OVDP. Debt security is studied as a dynamic process taking into account the positive effects of the use of borrowed external and internal funds. It was determined that the full-scale war reversed the positive trend towards a decrease in the share of public debt in GDP and forced a departure from the strategy of strengthening debt security, and the growth of governamental debt during the state of war is a forced phenomenon. Field of application of results. The results of the research can be used in the theory and practice of public debt management in conditions of full-scale war. The assessment of debt indicators and their analysis will be a relevant source of information for developing ways to strengthen Ukraine's debt security in peacetime. Conclusions. The growth of the public debt during martial law is a forced phenomenon: tax revenues allow to finance expenditures by only one third. Having analyzed the structure of the public debt from the standpoint of instruments for attracting funds, we can come to the conclusion that government securities are the only state-controlled instrument for ensuring debt security in conditions of forced and uncontrolled growth, primarily of external state debt.
