And with these challenges, the need for scientific pattern as a foundation for e-government information resource management decisions continues to increase dramatically especially when policy and management decisions are highly dependent on the quality and quantity of the available information. Adaptive management will be required to maximize the benefits of any option for e-government information resource management and to achieve long-term objectives through implementation of information ecosystem management. This paper proposes and populates a framework that can be used to scope adaptive allocation of e-government information resources and investigates its relation with goals/objectives of e-government information resources management. The structural elements of the framework include analyzing the complexity and uncertainty of e-government information resources allocation, creating mode of adaptive allocation, adaptive allocation environment, and platform of adaptive allocation. This article divides into 4 sections: The first is to review current situation of the E-SCMP and point out there are a few weaknesses in the theories and application of E-SCMP on the International. The second is to analyze main six differences between Chinese Supply Chain and foreign Supply Chain and suggest that foreign mode can meet the requirements of Chinese Supply Chains not well, as is main factor that leads most famous Chinese enterprises to fail in E-SCMP. The third is to describe how to plan and design the E-SCMP in detail from three aspects. The last is evaluate the E-SCMP based on the Elman ANN and apply its model to two examples in China. Modeling to plan and evaluate the E-SCMP based on the Elman ANN is a comparatively novel methodology and complicated system engineering. In this paper the dynamic optimization problem of land requisition is aimed at by the government. A dynamic analysis method is utilized through Optimal Control Theory. The dynamic optimization model is established with no budget-constraining then its optimal solution and phase diagram are shown in its approaching way. The dynamic equilibrium is illustrated as a different picture from the static equilibrium in many aspects. Then based on the proposed model above, the author does content mining and semantic analysis on the Web data of five big cities (Beijing, Shanghai, Wuhan, Guangzhou, and Chengdu) with the help of self-made ROST Content Mining System, to get first 30 high-frequency e-government words respectively, and takes Shanghai for specific analysis; Meanwhile, the author, using ROST WebSpider to collect the web page from level 1 to 3 of governments’ websites in Beijing, Shanghai, Wuhan, Guangzhou and Chengdu, constructs the evaluation model SCISS to do comparative analysis on the development of the five metropolis’ e-government. In global value chain, the relation between upstream enterprises and downstream enterprises is a key for us to understand economic globalization. In this paper a game model analyzing the relation of upstream and downstream enterprises is constructed. From the proportions accounted for by upstream enterprises and downstream enterprises, we have the conclusion that the downstream enterprises are low-locked. There are three obstacles of breaking through the low-locked condition. On basis of the previous literatures, this paper studies inventory control of perishable product in one-to-one supply chain, obtains optimal retailer’s inventory strategy on view of retailer or supply chain. The architecture of mobile knowledge service based on document knowledge base includes context-awarer, knowledge service manager, and end application components. The application of the architecture is contributed to personalize knowledge service to different tasks for different people with existing document knowledge in an enterprise. Context-awarer mainly gets row context, then reasons or interprets it to the high lever context information and saves it in context base. Knowledge service manager mines individual knowledge related to the current task from document knowledge base, according to the context. End application components include users, applications and so on, which is not only the service object, but also the part source of context. The result shows that the source of load contributes much less output of Chinese electronic communications industry than the source of funded by the investors themselves, but higher than the source of government.
