The rule-based systems is particular fitted to address the diagnosing problem due to its interpretability. By transferring the measured data into belief rules, the extended belief rule-based systems(EBRBS) combines the advantage of both data driven method and the structure of rule-based systems and is proved to be effective in addressing many real word problems. Nevertheless, counterintuitive rule weight calculating procedures, that may deteriorate the performance of EBRBS, exists in the original method. In this study, we point out the existing problem and proposed a new rule weight calculation method. Afterwards, the proposed method is utilized to address real-world liquid ultrasonic flow meter diagnosis problems. However, it makes the estimation of signal sparsity difficult in the Adaptive-Rate Compressive Sensing (ARCS). In order to estimate the sparsity, a new ARCS method for monitoring video is proposed. The sparsity of the current frame of the video signal is estimated by observing the CS result of the previous frame, the computational complexity of sparsity estimation is simplified. Experiment results show that for each frame in the video, the proposed method can estimate its sparsity properly and achieve good reconstructed image quality. First, this paper presents the comprehensive detection process based on ultrasonic, UHF (Ultra High Frequency) and HF (High Frequency) method, and detection results show that it is helpful to approve the accuracy of partial discharge (PD) detection by using this comprehensive idea, which can play the role of mutual corroboration. Second, this paper presents the location process, which is carried out under the coordination guidance of UHFUHF location method and acoustic-UHF location method, and the defect position is located in the range between 10cm and 20cm. First, dictionary filters are obtained using convolutional dictionary learning with ADMM consensus. Then, each test visible-infrared images are decomposed into low-pass and high-pass components, and the sparse coefficient is structured using a convolutional sparse representation. Finally, image reconstruction is performed to obtain the fusion results. In comparison with the ASR-based algorithm, our method produces an improvement of 2.10% and 0.05% in QTE and QNCIE, respectively. The system established a speech corpus of garbage vocabulary at first, and then extracted Mel Frequency Cepstral Coefficients (MFCC) from each garbage word in the speech corpus, moreover, set up characteristic parameters pattern base. Finally, it can correctly classify the garbage word of specific person and non-specific person separately speaking based on Dynamic Time Warping(DTW) matching reference characteristic parameters pattern with test pattern. Input the I/O port of STC89C52 MCU for calculation and processing, realize automatic measurement of resistance, automatic shifting and resistance screening function. At the same time, the function of the potentiometer resistance curve test can be completed. In this paper, a region compensation method based on fixed background is to propos detect multiple players in soccer video captured by UAV. Through Effective marking of targets in aerial images and the framework construction of deep convolution network. The difference processing of two adjacent frames, the changing and unchanging regions in the image are distinguished, and different regions are given different update rates and added to the background frame, in order to achieve faster background reconstruction. Experimental results in different video sequences, the detection accuracy of the algorithm is more than 90% on average. The traditional license plate location mainly relies on manual extraction of features, and according to the shape and proportion of the license plate to achieve license plate positioning. However, the traditional license plate location method is difficult to meet the requirements of license plate size, shape, illumination and other changes, and it is difficult to achieve the robustness of license plate location. The license plate location technology based on deep learning does not need to select features and design classifiers manually. Its implementation is mainly based on the network automatically learning features of the data to achieve end-to-end license plate location. In this paper, we mainly study You Only Look Once (YOLO) algorithm, which is not accurate enough for the small target positioning, and in order to further improve the license plate location accuracy and speed, we propose to use the large feature map size of 14x14, improve the loss function by adding the Generalized Intersection over Union (GIoU) loss, and when it is training, the Intersection over Union (IoU) calculation method is changed to GIoU, the feature extraction network uses ShuffleNetV2, MobileNetV2 and other networks to extract more accurate features. In the data about campus bayonet vehicles, compared with Single Shot MultiBox Detector (SSD) and YOLOv2, the improved YOLO algorithm has better location accuracy and less location time. The Mean Average Precision (mAP) of improved DetNet59 have reached 99.79% and the precision (prec) has reached 99.97%.
