The proposed prediction algorithm can compensate the weak point of individual usage of spatial or temporal prediction. Firstly, a new prediction block is selected in the temporal previous frame. Next, the selected block in the previous frame is used as the reference data to perform spatial prediction with the same reference direction as traditional INTRA modes. The coding process can also be reconstructed in decoder side without additional bit transfer. It focuses the effort on optimizing the process of insertion in order to override depth cue conflicts between occlusion and stereoscopical disparity caused by the insertion, thus, providing a method to control the 3D QoE after the insertion. The authors propose an algorithm based on disparity estimation modified to meet the needs of this particular task. Based on Census transform disparity estimation, the introduction of reduced disparity maps and mode filters offers the possibility to increase the disparity range and achieve subjective visual improvements while keeping the amount of physical resources needed. Visual discomfort avoidance versus objective stereoscopical analysis performance is a key point of the study, because it enables the possibility of overriding heavy algorithms keeping the quality of experience at a high level. Here, the processing order is determined based on the importance of the input picture content. Furthermore the processing can be interrupted at any time and the image can be send to output. In this way, real-time processing can be guaranteed. At the same time, the typically limited platform resources are properly targeted to achieve the best possible output quality. We clarify the principle on the example of an PP-deinterlacing algorithm. The proposed algorithm first calculates the filter coefficients for the current frame by using the prediction and original images of the previous frame. Then, filtering is selectively applied to each inter-predicted macroblock (MB) according to the rate-distortion (RD) optimization. By using the proposed adaptive filtering, the error between the original and prediction signals is alleviated, which results in the reduction of the total bitrate. The high demand and the expected supply shortages, additionally triggered by Chinese export restrictions, lead to a significant increase in rare earth prices. This is also triggered by the fact that currently China produces more than 95% of the global rare earth volumes and has therefore effective control over the rare earth market. This steep increase is not only a burden for manufacturers and consumers. It offers the chance to address the problem of today's rare earth supply in more depth and to build up a sustainable rare earth economy in all relevant sectors. The low prices in the past led to a significant waste of resources. Until now, there has been almost no recycling of rare earths. The new prices might be a starting point to build up recycling systems for rare earth compounds. Especially after the 2004 development of its High Profile (HP), it has become one of the primary formats in high definition video content delivery. Recently, a joint Call for Proposals (CfP) on video compression technology has been issued by ISO/IEC MPEG and ITU-T VCEG, targeting at the next generation of video compression standards with substantially higher compression capability than H.264/AVC. As a response to this CfP, Fraunhofer HHI proposed a newly developed video coding scheme which achieves bit rate savings of around 30% when compared to H.264/AVC HP. The proposed SVC framework uses Discrete Wavelet Transform (DWT) as a hierarchically signal decomposition for multi-resolution analysis and H.264/AVC as a source coding and compression technique. The output streams are divided into four streams with different priorities. UEP is applied in two different dimensions, the first dimension is defined under the video scalability and the second dimension gives higher priority to I-frames over P-frames. UEP is realized using a combination of Hierarchical Quadrature Amplitude Modulation (H-QAM) and Forward Error Correction (FEC) based on Rate Compatible Punctured Convolutional Codes (RCPC). A method to find the optimal selection of parameters for the H-QAM and the rate used by the RCPC is proposed to achieve a certain predefined quality of service based on the received SNR distribution due to lognormal shadowing within the network cell.
