This research is included in Soft System Methodolgy with the category of theoretical research practice or research interest. According to Checkland and Scholes (1990) and Checkland (1989) is a reflection on problem situations in the real world based on a certain methodology and intellectual framework. The results of the study are expected to show that the Development of the Integrated Policy Network Model Harmonization of ATFM and A-CDM is also determined by the HOTS (Higher Order Thinking Skills) of aviation personnel on the three main capabilities needed for the future, namely: analytical, critical, and creative. Personnel are expected to be able to recognize the complexities and possible problems that exist in the provision of aviation services to support Decision Making. And it is expected to be an input for the government and the highest leadership of an aviation industry as policy makers, in order to improve the Development of the ATFM and A-CDM-based Harmonization Network Integrated Policy Model HOTS. The purpose of this study was to determine the markedness of active and passive voice in Indonesian and their implications. The theory used in this study is the concept of markedness proposed by Waugh and Lafford (1994: 2378) and Croft (1990: 64). This research was conducted qualitatively and quantitatively. The results of the study are as follows. The active voice in Indonesian is an unmarked construct, that is, a simple, productive, context-insensitive, more universal sentence, and easier to understand. The passive voice in Indonesian is a marked construct, that is, a more complex, less productive, context-sensitive, more particular sentence, and harder to stand. This markedness has implications for grammar and language learning. For grammar preparation, active voice explanations should be the basis for passive voice explanations so that the rules for forming both types of sentences are easy to understand. Failure to secure ideal locations exacerbates settlement issues, ultimately contributing to the proliferation of urban slums. Denpasar City, in particular, grapples with various problems stemming from slum growth. As part of its responsibilities in urban development, the government is tasked with providing public services, safeguarding low-income communities, promoting regional growth, ensuring environmental sustainability, and upholding national integrity. However, the phenomenon of migrant influx in Denpasar City presents an additional challenge for governance. Traditional villages play a pivotal role in managing migrant populations by leveraging pecalang (traditional Balinese security forces) and customary rules to maintain community cohesion. To effectively address slum proliferation, customary villages must align their development goals and strategies. This qualitative research utilizes primary and secondary data to explore the role of institutions in slum management. Despite various programs aimed at mitigating urban challenges, the effectiveness of institutions like the PKP Working Group and DLHK remains suboptimal. Employing three legal theories—basic legal values (Gustav Radbruch), legal system theory (Lawrence Friedman), and the welfare state—the research method incorporates both normative juridical and empirical juridical approaches. The findings reveal that nominee agreements, though legally questionable under Article 1320 of the Civil Code, serve as a means for foreign investors to secure their interests in Indonesian mining ventures. An Environmental Analysis of Law (EAL) employing the Cost-Benefit Analysis (CBA) method indicates a positive impact on the welfare of communities in Morowali and Kutai Kartanegara regencies due to these agreements. Proposing an ius constituent approach, the study advocates for relaxed foreign ownership regulations, allowing up to 51% ownership during the initial establishment period, accompanied by a mandatory divestment to 49% after ten years of exploration. Such a policy shift obviates the need for nominee agreements, ensuring both investment security and legal clarity. Supervisory mechanisms are recommended to oversee divestment and reinvestment processes, ensuring equitable distribution of mining dividends and bolstering legal certainty in mining operations. Utilizing a quantitative methodology employing Partial Least Squares (PLS) analysis, the study assessed 14 hypotheses, relying on coefficient values and significance levels for hypothesis validation. While the choice of analysis model and rationale behind its selection were not explicitly elucidated, the study ensured rigor through pilot testing of the questionnaire to establish validity and reliability. From 140 distributed questionnaires, 87 were returned, and 79 met the inclusion criteria for analysis. The findings suggest a significant positive influence of transparency, fund type, financial statement presentation, and accessibility on financial management accountability. Additionally, internal control factors such as transparency, fund types, financial statement presentation, accessibility, and internal supervision underscore the importance of these elements in bolstering accountability. However, it is noteworthy that the direct impact of the control environment on financial management accountability was not observed within the study's context. While the identification and operationalization of the studied variables were not extensively detailed, it is acknowledged that the relatively small sample size and the focus solely on non-profit organizations in Indonesia may constrain the generalizability of the findings. Employing a qualitative research design, the study draws upon various data sources, including a series of interviews with key stakeholders, extensive field observations, and a comprehensive review of pertinent literature. Our findings underscore the transformative potential of ICT initiatives in addressing key challenges encountered in urban agriculture in Bengaluru, such as limited access to information, inadequate market linkages, and constrained financial resources. Specifically, we highlight ICT's role in optimizing crop management practices, fostering stronger market connections, facilitating financial access, and promoting social inclusivity within urban agricultural systems. Furthermore, this paper discusses the implications of these findings for policymakers and practitioners in Bengaluru and offers insights that extend to urban agricultural contexts beyond this region. By emphasizing the potential of ICT to revolutionize urban agriculture, this study contributes to the broader goals of sustainable urban development. Data collection involved pre-tests, post-tests, questionnaires, observation, and documentation, with statistical analyses including normality tests, homogeneity tests, mean difference tests, N-Gain score tests, and observation data tests, each briefly explained for clarity. Results demonstrate a significant increase in post-test scores for historical consciousness (50 to 75) and patriotism (49 to 74), with a significant difference observed between experimental and control groups in post-test results, despite an overall lack of statistical significance.
