The 18 mile long line extends the existing Banfield Eastside line rail service from downtown Portland to downtown Hillsboro. Primary power is provided by the utilities at 12.5 kV and rectified by the mainline 750 kW traction power substations to deliver 750 DC power to the trains. The alignment includes at-grade street crossings, street-running operation, fully grade separated sections and a 3-mile tunnel. This paper provides a general description and discussion of the traction power supply system. The major items discussed are: dual primary feeders with automatic transfer supplying power to the tunnel traction power substations and auxiliary power systems, substation features, substation buildings, PLC controls, wayside distribution, testing and energization. Also discussed are the advantages of the built-in-place buildings versus pre-fabricated substations. These advantages include integration of the buildings with the stations where the power demand is the greatest, reduced land costs, and \"hotel\" loads fed from the substation auxiliary power thereby simplifying the electrical services reducing electric utility construction in the vicinity of the stations, resulting in reduced overall costs.","PeriodicalId":233147,"journal":{"name":"Proceedings of the 1999 ASME/IEEE Joint Railroad Conference (Cat. The authors' work to develop methods of resisting lateral buckling of trains has led to a thorough study of the conditions under which it occurs. In this paper, they present a review of accidents to show when buckling occurs in practice for passenger trains. The bulk of the work to be presented is based on the application of a collision dynamics computer model that incorporates several important train and track parameters, including: track/train interaction; derailment; three-dimensional motion of the vehicles (including yaw, pitch and roll); curved motion; coupler/bellmouth interaction; and end crush of the vehicles. The analysis is carried out to study the effects of number of vehicles, track curvature and collision speed. The results show that lateral buckling is quite difficult to induce unless there are many vehicles (over about 8-10) in the case of a head-on or rear-end collision with another train, or that the train can continue moving for some distance after, say, impacting a relatively light object in a grade crossing. The authors also present a method to prevent or minimize lateral buckling in passenger trains and apply the computer model to assess its effectiveness.","PeriodicalId":233147,"journal":{"name":"Proceedings of the 1999 ASME/IEEE Joint Railroad Conference (Cat. Wheel slides cause wheel spalling. The results of the tests indicate that empty/load devices with improved response characteristics that provide a lower braking ratio significantly reduce the incidence of wheel slides. Kanehara","doi":"10.1109/RRCON.1999.762414","DOIUrl":"https://doi.org/10.1109/RRCON.1999.762414","url":null,"abstract":"It is interesting and worth while to study on method of measuring rail/wheel contact point and contact force of running railway vehicles, since many things in real rail/wheel contact phenomenon are still unknown, In this paper, the Japanese conventional method of measuring vertical load and lateral force is introduced. The strain of the disk surface is used for measuring forces. A new method, which detects the contact point as well as vertical load and lateral force, is proposed also in this paper. Firstly, the surface strain on disk type wheel is analyzed by an FEM program, NASTRAN, under the condition that vertical, lateral or longitudinal force separately acts on various points along the wheel profile. By the calculated result, it shows the possibility of detecting the rail/wheel contact point by means of measuring lateral distribution of compress strain which changes according to the load position, i.e. rail/wheel contact point. Secondly, the idea above is verified by static load experiments using an actual disk type wheelset. The location of an area where lateral force affects little on surface strain is investigated, since the lateral distribution of strain should be measured in such an area to avoid the interference of bending by lateral force. Pham","doi":"10.1109/RRCON.1999.762401","DOIUrl":"https://doi.org/10.1109/RRCON.1999.762401","url":null,"abstract":"In 1986, during the final stages of completion of the Tri-Met Banfield Light Rail System in Portland, Oregon, the office of the Oregon Attorney General ruled that light rail systems are not railroads and therefore not exempt from inspection to the National Electrical Code (NEC) by the State authority under the State of Oregon Electrical Safety Law, ORS Chapter 479. The 1997 Oregon Legislature passed Senate Bill 147, which requires the Department of Consumer and Business Services to adopt new regulations related to the application of the NEC and other standards to light rail traction electrification, signals, and communication systems. To that end, Senate Bill 147 Rule Making Committee comprised primarily of members of the State Electrical Board and Tri-Met representatives, has been formed and tasked with examining the issues, advising which standards will apply to light rail installations, and making recommendations how the State should enforce the mandated compliance. This involves solving the unit commitment problem, whereby the rotary converters can be in three modes of operation: disconnected; in full operation; or in idle rotation with only the motor connected. With appropriate assumptions, it is shown that sections of the railway contact line can be considered separately from each other, which greatly reduces the dimension of the overall optimization problem, enabling several small problems to be solved instead using a full dynamic programming algorithm. A fast power flow calculation method is used to obtain power injections for each converter station at every time step. To bring Maglev transportation into everyday use in the United States there is a need to identify relevant existing standards and specifications as well as to develop guidelines more specific to this new technology. The purpose of this paper is to identify relevant sources and the type of standards and criteria that will largely govern the fundamental aspects of \"low speed\" Maglev-specific components. As an example the HSST-100S vehicle has been evaluated. The distinguishing characteristic of all Maglev technologies is the use of magnetic forces for vehicle propulsion without any physical contact with the guideway. Electromagnetic suspension (EMS) and electrodynamic suspension (EDS) are two design approaches which enable a vehicle to levitate. The criteria for the use of these electromagnetic and control devices, as well as the operating limitations, is heavily dependent upon performance-based criteria for the specific vehicle as developed and built by the manufacturer. These limitations impact the basic design requirements in other areas such as guideway geometry, structure clearance and ancillary substation electrical equipment. Standards related to the Maglev aspects of the vehicle were largely adopted from the experimental work and testing of the prototype vehicles (Trans-Rapid and HSST).","PeriodicalId":233147,"journal":{"name":"Proceedings of the 1999 ASME/IEEE Joint Railroad Conference (Cat.
