Russia is very particular about having buffer zones, client and neighbouring states with limited sovereignty on its borders. The aim of this article is to analyse the specificity of the Russian Federation’s military presence in Belarus. In the following article, two hypotheses have been verified using factor analysis. Firstly, sustaining control over the territory of Belarus is of particular importance for the military safety of Russia, while at the same time, it detrimentally affects the stability of the Central and Eastern Europe countries. Secondly, the Russian Federation does not have a permanent military base within Belarusian territory and its military presence is solely confined to the use of military and transport infrastructure, which is indispensable for rapid accommodation and deployment of the Armed Force formations as well as for the rotation of strike forces. Due to political reasons, a permanent military presence enables Russia to keep Belarus within its area of influence. The analysis was conducted in a broader context – Poles’ attitudes towards science and technology as well as their knowledge about modern technologies. In addition to an analysis of the literature on the subject, the article will present the results of two parallel studies conducted using three research methods: the focus method, in-depth expert interviews and a questionnaire conducted on the basis of direct interviews at respondents’ homes. The article reflects on, inter alia, questions about the attitudes of Poles to the development of science and technology, in particular to 5G technology, and whether the development of modern technologies is a cause of social anxiety among Poles. Research on the social perception of the 5G network in Poland shows that Poles are not familiar with 5G technology. Their ignorance results from poorly conducted technological education, insufficient public information provided by state authorities, public distrust of the authorities as an unreliable source of information, and the hermetic language used by telecommunications specialists. This transformation is ongoing, and Poland, due to its high dependence on coal and high emissions has a challenging task to perform. Hence, the article aims to indicate the activities undertaken by Poland as part of the energy transformation related to the European Green Deal and the impact of energy transformation on the Polish economy. Therefore, the issues discussed include: explaining the principles characterizing the European Green Deal programme, describing the current state of the Polish energy sector, indicating activities that will make Poland a zero-emissions nation, and highlighting the economic implications of this energy transformation at the national level. The analysis shows that the transformation of the domestic energy sector is a long-term, ongoing process. The share of green energy in the national mix is systematically, albeit slowly, growing, and energy sector emissions show a downward trend, although in the current difficult energy situation in Europe, this trend may slow down. Moreover, for systemic and financial reasons it is not possible to quickly replace energy production from coal with other low or zero-emission energy carriers. The aim of the analysis is to show the role of Turkey in the war between Ukraine and Russia, as well as to indicate the most important opportunities and threats that result from it for this state. The research process uses a descriptive-explanatory approach to help answer the following questions: How are Turkish-Russian and Turkish-Ukrainian relations shaped? What influences Turkey’s policy and its attitude towards the Russian-Ukrainian conflict? What is the role of Turkey in the Russian-Ukrainian crisis? What opportunities and threats does the war in Ukraine bring for Turkey? The consumer movement in Europe was synthesized and the freedom of association in consumer organizations was indicated as an element of civil society. While implementing the undertaken research problem, were used the important for the field of social sciences research methods and techniques. The basic research method used in the article is the method of dogmatic analysis. It was used to analyze the legal acts regulating the discussed issues. The article also uses the comparative method to compare selected aspects of the activities of consumer organizations in Poland. As a result of the research, it was indicated that the idea of civil society in Poland was implemented through the development of the consumer movement and the right of consumers to associate in consumer organizations. The consumer movement in Poland developed much later than in Western European countries – in the 1980s. It was caused by the unpopularity and the minimization of the need for real consumer protection in the face of the realities of the socio-economic system in force in the People’s Republic of Poland. States adapting to these changes create science diplomacy legal and institutional frameworks which combine the priorities of foreign and science and technology policy. But still, there are only a few advanced countries in this respect. One of them is France, which began building the institutional and strategic foundations of science diplomacy in the middle of the 20th century, and can now provide a source of good practice for states at the beginning of this path. The article presents the conceptual basis of diplomacy of influence and organisational model of French science diplomacy, an example of diplomacy of influence based on the potential and attractiveness of science. Analysing particular dimensions of the model, we point to conditions, such as the concept of foreign policy, assumptions of scientific policy or the structure of the state’s science and technology sector, which influence the specificity of French science diplomacy. Zmiany społeczno-kulturowe jako efekt protestów w Polsce","authors":"Grażyna Piechota","doi":"10.36874/riesw.2022.3.4","DOIUrl":"https://doi.org/10.36874/riesw.2022.3.4","url":null,"abstract":"This paper is devoted to the analysis of the socio-political changes that occurred in Poland in 2016 as a result of the outbreak of the so-called black protests. The protests, which later became known as the All-Poland Women’s Strike, were activated several times in the following years, as a result of subsequent events related to the provisions regulating the right to abortion in Poland. The empirical findings contained in this text result from the analysis of statistical data (CBOS reports), dedicated to the research of political party electorates, which was carried out in 2015, 2017 and 2021. Moreover, the article presents own research conducted in the period from April to July 2021 using the method of analysis of the content published on social media by entities established after 2016. The results of the research confirm that the outbreak and the subsequent periodic activation of protests, supported by the activities of entities promoting the right to abortion, initiated two significant changes in Poland. The first is the clear polarization of political party electorates regarding the right to abortion, and the second is the intensification of the discourse on the very right to abortion, introducing new arguments regarding termination of pregnancy to the agenda (as well as other topics related to the situation of women and broadly understood sex education). Both of the indicated outcomes resulted in the phenomenon of abortion being visible in the public discourse, especially in social media.
