Within this research, the researcher found that the budget execution process as an effort to boost rural development have done well and transparently, with an open attitude toward the public, and develop the village by way of mutual cooperation and word together with the people in the village. The high level of public participation in the effort to build the village, such as giving money, giving the treasure that is beneficial to the village of mutual interest, as well as contribute ideas to the village for the progress of the village. {"title":"ASPEK –ASPEK HUKUM PERJANJIAN INTERNASIONAL DAN KAITANNYA DENGAN MOU HELSINKI","authors":"M. B","doi":"10.30601/HUMANIORA.V1I1.39","DOIUrl":"https://doi.org/10.30601/HUMANIORA.V1I1.39","url":null,"abstract":"The Helsinki 2005 Memorandum of Understanding (MoU) is a peace agreement that was made by the international law subjects upon the agreement between the states (Indonesia) and the rebel group (Free Aceh Movement - GAM).  However, there are some questions underlying this agreement. The first is whether the Helsinki MoU can be classified as an international agreement or not if it is viewed from the subjects who signed the agreement. The second issue is about the status of the parties who signed the MoU; whether it can be eliminated according tothe agreement rules or not. The last issue is due to the law consequences ifthose parties break the agreement during the implementation of the MoU. This studyused a qualitative research method. The primary data was collected through interviews and the secondary data was obtained through the library research. The data was analyzed by using descriptive analytical method that was written in the form of report.From the data analysis it is found that the MoU Helsinki is categorized as an international agreement which use a treaty contract that only applies to the parties who sign the agreement. Considering of this agreement that is signed by only two parties which bound by the agreement rules; so, the parties must not be eliminated. This is done in order to keep the agreement to be still in place and not extinct. Further, it is also found that if the infraction happens during the implementation of the agreement i.e break the local laws (qanun) and its derivatives; then, the inflicted party can prosecute the offender into the trial. They also can request for a detriment or ask for the correct implementation of the agreement as it is agreed upon the agreement. If the infraction does occur, it will put the agreement at risk and harm the MoU. It is suggested that the Indonesian government should implement the MoU as it is already stated in the agreement and also bring about the qanun that has been made by both parties. The study was conducted in three state-owned commercial banks in the city of Banda Aceh, namely Rakyat Indonesia’s Bank, Negara Indonesia’s Bank and Tabungan Negara’s Bank. Data was collected by means of documentation, interviews and questionnaires. After testing the quality of the data and then the data were analyzed using qualitative descriptive analysis of statistical data. The survey results revealed internal management control in state-owned commercial bank in the city of Banda Aceh was good enough, thereby increasing the efficiency and effectiveness of the acquisition of information. The used data is in form of primary data by giving the questionnaire to the taxpayers. The sampling technique is random sampling. The sample of this study is 100 respondents, from 100 respondents, there are not all questionnaires did not return because there were 9 questionnaires were not returned, 7 questionnaires were incomplete and therefore unusable. For instance, it emerge the major conflicts within Gerakan Aceh Merdeka, such as Din Minimi, and political party rivalry. This study is also aimed to investigate the factors that influence the political dynamics of that particular regional election. The political dynamics  in Aceh is very fluctuated. This fluctuation may be caused by the escalation of lobbying done by the political parties that has dominant influence. However, this domination seems to change from time to time particularly  in certain districs. In Bireun district for example, the figures from certain national parties had been acknowledged by the local community in the previous regional election in 2017. This change was not only occured in the executive level but also in the composition of legislative members in the regional election as seen in 2014 elections’. This study used the qualitative descriptive method. The data was collected mainly from  words, sentences or images that have insight meaning and trigger more tangible understanding than numbers or frequencies.  The data was gathered from interview and observation in Banda Aceh. As for qualitative research, the data collection was carried out in the natural setting. The primary data source and data collection technique were more focus on the observation, in-depth interview and also documentation. The result showed that the dynamics of political development between regional and national parties were very dynamic. This dynamic was influenced by the fundamental aspect in politics, that is the interest of the party. The study suggested that the interest between regional and national parties at the district and provincial level have different degree of interest. However, in order to get the seat in the national parliament, these parties might be enggage in a political compromise. North Aceh Regency, Aceh Province. This saga tells the story of the main character named Leubee Muda. Then, Leubee Muda became a heretic because he opposed his teacher named Teungku Lhok Drien. After his heresy, he was called Jugi Tapa, who became the title of this saga.One day, his teacher asked him to deliver a book to Teungku Jambo Haji. The teacher advised him not to read the book. However, Leubee Muda violated the mandate of his teacher, he read and practiced the entire contents of the book. Because of his intelligence, in a short time, he can master all the knowledge contained in the book.To perfect his magic, he must meditate and marry one hundred beautiful women, some of whom are king's wives and daughters of dignitaries. Jugi Tapa had married eighty-eight beautiful women. Amat Banta's mother, King Sadon's wife from Kuala Diwa, was his 99th wife. He needs one more woman as his hundredth wife as a condition of perfecting his power. Before obtaining a hundred women, he could not have sex with a woman, and he continued to meditate in the palace which he made with magic.His 99th wife was Putro Bunsu, the wife of King Sadon of the Kingdom of Kuala Diwa, having a son named Amat Banta. When Jugi Tapa brought his mother, Amat Banta was three days old. The Mother left a ring in the swing of her little son. Later that ring was the proof that he was her son she had left behind.Based on information from Bing Pho in Indonesian called Kepiting Uca (fiddler crab), Amat Banta looked for his mother to Blang Laka (in the current known as Bener Meriah Regency), where Jugi Tapa collected ninety-nine women, including Amat Banta's mother. With the help of Amat Banta ’s mother who had obtained the secret of Jugi Tapa's magic from Jugi Tapa's mouth, Amat Banta managed to kill Jugi Tapa.Several messages can be taken from the story of Jugi Tapa, both as symbols, indexes, and icons. First, good deeds do not always get good replies. Therefore, every good work must be done sincerely so that we are not disappointed later on. Second, women should not be kept secret. Panglima laot has a strategic function as the only platform for all fishmernen in Aceh. One of their strategic duties is to manage the fisherman community as a unite coastal community that depends their life on the sea to meet their daily needs. Panglima laot also serves as the one who will take the responsibility to solve the social conflicts that may occur among the fishermen. This study used the qualitative descriptive method. The data was collected mainly from words and actions that were gathered from observation and and interview. This research tried to find out the concept map and strategy used by Panglima laot in solving various kinds of cases amongst the fishermen. The result showed that Panglima laot used the strategic customary approach to resolve the conflicts. Further, they put the custom values that has rooted in the fishing community as a tool in preventing the disputes in the community. These custom values which include adat laot, hukom adat laot, and hukom meupayong were socialised to the community and applied as the law enforcement effort . These particular effort  were used as  the main sign carried out by Panglima Laot to prevent conflicts.
