This can be achieved by increasing the aggregate output (goods and services) or Gross Regional Domestic Product every year. This study aims to determine the comparison of the leading economic sectors of Banda Aceh City as an information and consideration in the planning of economic development. Using secondary data in the form of Gross Regional Domestic Product of Banda Aceh City Period 2012-2016. The analytical tools used are Location Quotient (LQ) analysis, Shift Share Analysis. Location Quotient analysis results show that the calculation of Shift-Share Gross Regional Domestic Product of Banda Aceh without Oil and Gas Regency during the period of 2012-2016 shows that the value of Proportional Shift (P) there is a positive value of Mining and Quarrying and Agriculture, Forestry and Fisheries, while for the sector - sectors with negative Proportional Shift (P) values have one sector, namely Processing Industry. The sectors are categorized as the basic sector in the economy of Banda Aceh City which has LQ> 1 value ranging from the largest is the service sector of the company and the water supply sector, waste management, waste and recycling. This is important because if it increases then the level of trust muzakki also increased so that will create the desire to pay zakat. This research using purposive sampling method. The data used in the form of primary data by using questionnaires to 50 respondents from 492 muzakki at Baitul Mal Kota Banda Aceh. The methot of data processing is multiple regression SPSS 20.00 for windows program. The results of this study indicate that the variable accountability (X1) has a significant effect on the level of trust muzakki (Y), which is equal to 0.011. The result can be proved by ttest> ttable (2.732> 1.694). The variable transparency of zakatt institutions (X2) has no significant effect on the level of trust muzakki (Y), which is equal to 0.113. This can be proved by ttest <ttabel (1.633 <1.694) with significant <0.05. The most important question is whether the foreign investment opportunities that exist in Law No. 11 of 2006 can be implemented as desired by the parties. It is also questionable what are the constraints of foreign investment activities in Aceh after the implementation of the Act.This writing uses qualitative descriptive analytical method with emphasis on library research in order to obtain data, in addition also using field research as primary data.The results of the study can be summarized that the main foreign investment opportunities are the existence of peace and security so that all parties including foreign investors are protected from security disturbances. Law Number 11 Year 2006 provides a great opportunity for Aceh to bring in foreign investors, but the Aceh Government does not fully use the opportunity because of a clause limiting the controversial authority with the given authority, which is to comply with prevailing norms, standards and procedures nationally. The scope of this research problem is coastal development based on the local coastal wisdom itself. Where wisdom is positioned as a potential for environmentally friendly and sustainable development. So this study looks at how the strategy of Panglima Laot as an institution of adat laot or local wisdom which is a maritime cultural heritage that developed in Aceh coast in maintaining sustainable coastal environment. This research was conducted in Pidie District of Aceh Province, where Pidie District is one of the coastal regency in Aceh. By borders, the North side of the regency is bounded by the Malacca Strait, South by West Aceh and Aceh Jaya Regencies, the East with Pidie Jaya Regency and the West is bounded by the Regency of Aceh Besar. This research uses qualitative research methods. In addition, the study also uses a multi-disciplinary approach. The approach used in this research is the approach of sociology, anthropology and history. The existence of three disciplinary approaches, can provide a comprehensive description of Panglima Laot, so that the researchers can build concepts in answering research problems. The results of this study indicates that, Panglima Laot as chief of adat (custom) has its own role in regulating fishermen as coastal custom communities. The existence of Panglima Laot is strategic enough in limiting the behavior of fishing communities, especially behavior that can damage the coastal environment. To curb such behavior, the Panglima Laot undertook by customary approach as a strategy in preventing the destruction to the coastal environment caused by the behavior of fishermen. In this case the government issued Keluarga Harapan Program (PKH). Implementation of PKH program located in Kajhu village, Baitussalam sub district, Aceh Besar district due to Rumah Tangga Sangat Miskin (RTSM) so this should get special attention from the government. The method used in this research is qualitative method with descriptive research type. The results of the research say that PKH is able to eradicate poverty in Kajhu village and able to bring prosperity to the community, so that the community is very grateful for the existence of this PKH in the village, and reduce the existing poverty. This research uses quantitative approach and data analysis used is simple regression analysis. The source of this research is taken from the Banda Aceh Statistics Data Report 2012 to 2015. The question is: Can self-determination rights, especially rights to self-determination, be used at any time or in any country at the present moment, after colonialism is almost erased on earth? After Indonesia ratified the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights in December 2005, are the Indonesian people free to use self-determination rights, both of which are rights to self determinants or rights of self determination? The rights of self-determination are also common, but in Indonesia it failed to transform the unitary state into a federation in 1999. Identify changes in economic structure and determine the leading economic sectors including one of the efforts to accelerate the process of achieving economic growth. This study aims to analyze changes in economic structure and determine the leading economic sectors in Aceh Besar District. The data used is secondary data in the form of time series data (time series) Gross Regional Domestic Product (GRDP) of Aceh Besar Regency based on constant prices and GRDP of Aceh Province based on the constant price of 2012-2016. The analyzer used is Shift-Share. During the last five years, Aceh Besar's economic structure based on Shift-Share was only donated by Aceh Province by 19.60 percent. Furthermore, the industry mix contributed 17.89 percent. The leading economic sectors accounted for 62.50 percent of Aceh Besar economic structure changes. The result of Shift Share analysis shows that most of Aceh Besar Regency's economic sector is one of the leading sectors that grow fast in economy in Aceh Province.
