The mutual influence of government policy, social and technological development in Russia is under investigation. Special attention is paid to the analysis of the realisation of Conversion Programmes and their influence on technological potential concentrated in the former defence complex. Space-launching is picked out as a specific area which exemplify the strength of Russian defence enterprises technology. Functioning of Russian-Western space joint ventures is specially analysed. There are some conclusions concerning the possibilities of the Russian integration into the world technological market. This involved a content analysis of newspaper and television coverage and focus groups to evaluate the audience reception. Coverage in the British media is extensive and reflects scepticism of the research findings. The relationship between science and the media is also examined with respect to gaining funding for future research. A large number of \"experts\" are cited reflecting the diverse themes in the coverage. The focus groups showed that members of the audience actively engage with scientific information on a regular basis. As a news story \"Life on Mars?\" is remembered for its initial impact in the media, and the role of \"fossil\" evidence. We endeavor to show the complexity of using the productivity concept to evaluate the performance impact of investing in information technology. This critique is directed toward economists and managers who do not really understand the empirical limitations of the productivity concept. Although aggregated under a common term, information warfare actually represents a variety of different ways with different actors in different environments that information can be used as part of an arsenal. One important form of information warfare is decision making (or OODA-loop) warfare, in which a defender or attacker uses information acquisition or processing technology to complete their decision making cycle quicker than an opponent can to maintain the initiative in the battle. Such a type of information warfare was used during the Battle of Britain in World War 2. The contribution required from engineers to this stable system is vitally important because there are far too many people in the world for us to emulate the nomadic societies that lived in stable equilibrium for thousands of years without engineering. Moreover the human needs for education, science and culture are vital. Hence we have to develop an \"equilibrium engineering\" that will enable 8 billion people to have the opportunity to earn all the benefits of the industrial revolution in permanent dynamic equilibrium with the ecosphere. Analysis of the relevance and limitations of the indicators most frequently used in measuring competitiveness shows that the results produced by the traditional measurements do not, by themselves, give a clear idea of whether competitiveness has improved or deteriorated. This paper describes the limitations of the traditional indicators of competitiveness. These are two sorts: first, the results are not time-independent of the economic context in question. Second; they only take into account of the role of international trade. {"title":"Women, the doctorate, and equity in engineering education","authors":"M. The study explores both the empirical validity and textual sources for this explanation. An analysis of enrollment and graduation records for three cohorts entering graduate school at North Carolina State University from 1985 to 1987 for ten departments casts doubt on the notion that there are gender differences in completion rates. Close scrutiny of the literature often cited in support of claims about women's attrition reveals that such claims are not based on contemporary research findings. The study concludes that graduate attrition may no longer be key to understanding the under representation of women among science, mathematics, and engineering faculty.
