Are these goals complementary and simultaneously achievable? The paper explores changes in air and water quality in Poland from 1988 to 1995, and considers the effects of economic growth, development assistance, and environmental legislation on environmental quality. During the period of study, air quality significantly improved while water quality of lakes and rivers experienced only slight deterioration. The paper seeks to contribute to such an understanding by advancing current thinking on the design of technological infrastructures. The focal theme of the paper is an examination of the contribution of novel 'small footprint' technologies in promoting the flexibility of utility supply systems. Some background to the theory of adaptive technology infrastructures is provided with references to case study material from the history and evolution of utility supply networks. Several specific 'small footprint' technologies with applications in the water, electricity and other fields are then discussed and their role within an adaptive technological infrastructure explained. In short, technology transfer is being increasingly embraced on a global level as a tangible solution to the development issue. The solution is often characterized in economic or technical terms, while leaving under-scrutinized, the social link between technological development and our common sensical, historically constituted understanding of \"progress\". By advocating technological development solutions without fully acknowledging the Western foundation of technological progress, the development issue tends to be disconnected from broader themes of Western values and civilizational advancement. To demonstrate how these themes are manifested in a Third World environment, the paper examines the case of Deng era China and its use of technology transfer for accelerating modernization. This is much more than simple teleconferencing since it attempts to allow the user to feel immersed in the remote environment and to be able, through teleoperation, to manipulate or control remote events. By using the Strathclyde Transparent Telepresence Research Group and the Strathclyde Telepresence System as examples the paper considers the organisation and technology that makes a telepresence system possible. It examines the current limitations of such systems and their eventual potential. The typical applications, present and future, of telepresence systems are noted before going on to discuss the economic and social implications of these applications.
