Due to weaknesses in current operational procedures of Public Procurement in Pakistan, it is approximately paying between US$ 31 to US$ 62 Billion more annually than it should be for procuring of goods, works and services. The inefficiency in operations of public procurement like long lead time of process results in funds lapse of allocated budget, which simply indicates the inefficient public funds utility. As the research scope is limited to public procurement of goods so the problem of inefficient public funds utilization will amplify in form of long term forecasts, high level of inventories, high costs, high cost and slow response to end user requirements. Since Public funds are scarce in developing country like Pakistan, so to warrant the efficient use of the resources this research work lays the basis for developing a technical and business model for optimizing the operational delay in public procurement process especially the phase of contracting, as in this phase most time is consumed and it’s the most critical of all other phases, especially in public procurement of goods. This will help in developing a model in a software application form, which will act as a decision support system to procurement management to optimize the contracting phase for reduction of wastes in public procurement process, saving millions in government expenditure, act as feedback on future evaluation and positively impact socioeconomic development in Pakistan.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126874608","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

When a concept is envisioned, it stems from the contributor as a spark. However, detailing on three major aspects, namely Desirability (the need from an end user point of view), Feasibility (the approach from an engineer’s point of view) and Viability (the business case from an organization’s point of view) ensures that all major fronts are addressed, transforming an idea (the spark) into a fully mature Technology concept. In order to ensure this transformation, an idea must go through a series of 6 Phases, called the 6E Incubator Method. This method was applied in a satellite R&D Location in India on technological ideas, to create technical concepts with business cases. Using the method, the lead time for Management decisions to implement the concepts were significantly reduced and benchmarked for further application on future ideas.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"58 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126883687","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With this goal in mind we intend to review two cases of process improvements that were implemented in Mexico, wherein the components of the 3P Methodology will be analyzed to relate their importance with the results and its impact on different measurable factors related to productivity, such as standard product cost and percentage of defects. Data sources of a Transnational Company (Based in the United States) were used from 2017 to 2019. The results demonstrate the effectiveness of the 3P methodology in improving production processes in Mexico, that were later implemented in the United States, impacting positively and transcendentally on a higher level of productivity.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"49 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133901920","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Regarding this, companies do not lack in the basis for radical innovations, namely a wide variety of novel ideas. The challenge is rather to identify, evaluate and execute ideas with high success potential. At this, implicit, unfounded criteria are often used within the evaluation and selection of ideas which partly results in an elimination of highly potential ideas. Furthermore, companies show a lack of knowledge regarding the specific requirements for the implementation of an idea and corresponding innovation catalysts, e.g. the integration of complementors. These challenges result in a neglection of required resource support for promising ideas and, consequently, in failing at the exploitation of the full market potential. Against this background, this paper provides a conception of a methodology for the determination of the idea-specific requirement space for the implementation of radical innovations. The presented concept is subject of current research activities.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"79 7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128117156","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, challenges still exist in technology implementation, which mainly involves biased points of view, initially higher costs, uncertainty, lack of transparency, and trust. To tackle these challenges, recent research attempts to introduce blockchain technology, combined with ICT, to promote sustainable e-agriculture. Blockchain technology, due to its distributed network system, is believed to enable a more transparent supply chain and rebuild trust between members. Therefore, blockchain-enabled e-agriculture is widely considered as the next step towards sustainable agriculture. Realistically, implementing blockchain technology still offers some key issues, and a new perspective about sustainable data management systems is needed. In this paper, data demands from all related parties who care about sustainability achievements in the agricultural sector are taken into consideration. The paper proposes an overall system approach to insert blockchain technology into the current agri-food supply chain. It provides interesting insights about how to achieve sustainability, by creating a new value mechanism among blockchain network members.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121176892","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper makes use of a systematic literature review to identify non-cryptocurrency use cases of blockchain to establish an overview of existing or hypothesized solutions using the technology. The identified use cases are subsequently assessed on their technology readiness level (TRL) using the guidance of established research [1] to determine the maturity of individual blockchain solutions described in peer-reviewed literature. By categorizing the individual use cases into groups, a generalized assessment of maturity for different application areas is assessed for blockchain technology. The literature review and subsequent estimation of TRL revealed that there are highly mature blockchain use cases, although they are quite limited in terms of industry-wide utility. As an example, the Everledger use case has tracked over two million diamonds and is estimated to be TRL 9 (the highest level) in the specific scope of diamond provenance tracking, but other luxury-tracking blockchain initiatives are years behind this [2].","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125965340","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Given that the era of the fourth industrial revolution and Society 5.0 is characterised by the fusing of these worlds, then ‘socio-technical cyber physical systems’ represent an intriguing class of interconnected systems. Reciprocity in how systems depend on each other means that cyber physical systems and social systems inextricably interwoven. From a resilience stance, social systems depend on, and leverage cyber physical systems to serve humanity. Resilience is a principle of the sustainability paradigm and an imperative for managing the development of interconnected systems. This paper uses a case study of a socio-technical cyber physical system to advance a multidisciplinary argument for the resilience of intertwined and interdependent social and cyber physical systems. Some imperatives for managing the resilience of connected systems are highlighted in the paper.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"101 23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114299968","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

These include seeding the idea, enriching it with a robust concept, identifying potential market, estimating the revenue streams and developing key features that define the product and value chain of the product. One of the important aspects considered while realizing these phases is IPR status and strategy. This paper elucidates key metrics for qualitative patent analysis and methods to improve the IPR strategy with respect to the product chain. Due to the increasing networking of companies, enterprise performance is more and more influenced by the supply chain performance. It can be assumed that the optimal performance can only be achieved through a holistic view (including the supply chain). For the optimization of networks as well as for the optimization of companies, key performance indicators (KPIs) are often used. Since each company determines the KPIs individually based on its own priorities, there is no comparability and thus the optimization of inter-company value chains is significantly more difficult. The aim of this paper is to identify KPIs that are relevant for a large number of manufacturing companies. The analysis is focused on operational performance dimensions such as efficiency/cost, time, quality and flexibility. For this purpose, a systematic literature analysis of 180 papers was conducted in order to identify frequently considered KPIs. Based on a subsequent quantitative and qualitative analysis eleven particularly relevant KPIs were derived. The identified KPIs form the basis for a holistic analysis of the operational performance of the company. With the basic setting of KPIs, it is possible to create comparability between companies and thus provide the basis for cross-company optimization.","PeriodicalId":224168,"journal":{"name":"2020 IEEE Technology & Engineering Management Conference (TEMSCON)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128294472","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
